ORDINANCE NO. 1026
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, GRANTING AN UNCLASSIFIED USE
PERMIT 82 -1 SUBJECT TO CERTAIN LIMITATIONS
AND CONDITIONS, TO KILROY INDUSTRIES, TO
ESTABLISH AND OPERATE A HELISTOP ATOP A
BUILDING AT 2250 EAST IMPERIAL HIGHWAY,
BETWEEN DOUGLAS STREET AND NASH STREET WITHIN
SAID CITY.
WHEREAS, Kilroy Industries, did heretofore apply to
the Planning Commission of the City of E1 Segundo, California,
for an Unclassified Use Permit to establish and operate a helistop
atop a 13 story structure to be located at 2250 East Imperial
Highway, between Douglas Street and Nash Street, within said
City, more particularly described as follows:
The easterly 599.19 feet of Parcel 3 of Parcel Map
1714 as recorded in Parcel Map Book 24, Page 89, in
the office of the County Recorder, County of Los Angeles,
State of California; and
That portion of Record of Survey recorded in Book 37,
Page 40 of Record of Survey in the office of the
County Recorder, County of Los Angeles, State of Cali-
fornia, also being a portion of NE 1/4 of Section 7,
T 3 S, R 14 W, SEEM described as follows: BEGINNING
at the intersection of the southerly line of Imperial
Highway (90 feet wide) and the westerly line of Douglas
Street (150 feet wide), said point of intersection
being the TRUE POINT OF BEGINNING; THENCE S 06 10' 00" E
a distance of 420.00 feet to the northerly line of
said Parcel Map 1714; THENCE westerly along said northerly
line S 89 47' 00" W, a distance of 597.72 feet; THENCE
N 00 11' 00" W a distance of 420.00 feet to said southerly
line of said Imperial Highway; THENCE easterly along
said southerly line N 89 47' 00" E, a distance of
597.80 feet to the TRUE POINT OF BEGINNING.
WHEREAS, said Commission duly noticed and held a public
hearing on the said application for permit and did, by its Resolu-
tion No. 2001 adopted June 24, 1982, recommend Unclassified Use
Permit 82 -1 be granted to said applicant subject to certain
limitations and conditions; and
WHEREAS, said Council has duly noticed and held a
public hearing on the matter of said application before said
Council as contemplated under the provisions of Title 20 of the
El Segundo Municipal Code, and has reached its decision in said
matter as hereinafter set forth;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That the application of Kilroy Industries
for an Unclassified Use Permit to establish and operate a heli-
stop atop a 13 story structure to be located as 2250 East Imperial
Highway, between Douglas Street and Nash Street, within the City
of El Segundo, California, be and the same is hereby granted
subject to the following limitations and conditions:
(1) That the landing area shall be classified as a
Helistop Limited Use as defined in Planning Commission Resolution
No. 431 and subject to all applicable restrictions enumerated
in that resolution.
(2) That all applicable building and fire regulations
shall be met.
(3) That there shall be no flights to or from the
helistop during the night between 9 p.m. of one day and 6 a.m.
of the next day.
(4) That the helistop shall be operated within the
permitted noise level for the area established by the E1 Segundo
Municipal Code. In the event that aircraft using said helistop
exceeds the permitted noise level established by the El Segundo
Municipal Code, the City Council may suspend or revoke this
Unclassified Use Permit. This permit shall not be revoked until
the permittee has been given notice of the City Council's in-
tention to revoke the permit and has had an opportunity to be
heard before the City Council.
(5) That aircraft using the helistop facility shall
not fly over the residential areas of E1 Segundo in approaching
and departing the helistop; no flights shall be made west of
Sepulveda Boulevard in that area bounded by Imperial Highway
on the north and E1 Segundo Boulevard on the south; and no route
of flight along Imperial Highway, west of Sepulveda Boulevard
shall be used.

(6) Construction must be commenced within one year
from the effective date of the ordinance. Any extension must
be approved by the City Council.
(7) The helistop shall be operated in accordance with
all FAA regulations and in compliance with any condition of FAA
approval.
SECTION 2. This ordinance shall become effective at
midnight on the thirtieth day from and after the date of final
passage and adoption thereof.
SECTION 3. The City Clerk shall certify to the passage
and adoption of this ordinance; shall cause the same to be entered
in the book of original ordinances of said city; shall make a
minute of the passage and adoption thereof in the records of
the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of E1 Segundo and which is hereby designated for that
purpose.
