AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING TITLE 20 (THE COMPRE-
HENSIVE ZONING ORDINANCE) OF THE E': SEGUNDO
MUNICIPAL CODE BY AMENDING SECTION 20.24.220
AND ADDING SECTIONS 20.24.224, 20.24.226
AND 20.24.228 RELATING TO VARIOUS REQUIRE-
MENTS FOR CONDOMINIUMS.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 20.24.220 of Title 20 (The
Comprehensive Zoning Ordinance) of the "E1 Segundo Municipal
Code" is amended to read as follows:
20.24.220 APPLICATION FOR PRECISE PLAN - PROCESSED.
An application for a precise plan to construct a condominium,
or convert an existing multiple dwelling to condominiums
shall be processed pursuant to Chapter 20.86 of this
code and, in addition thereto, the applicant shall
comply with the requirements of Division 2 of Title
7 of the Government Code, commencing with Section 66410
(Subdivision Map Act). At the time of filing the
application, the applicant shall provide the following
information and documents in addition to any other
information or documents required by federal, state
and local law:
(1) Preliminary plans which shall include the following:
A. Site plan;
B. Front, rear, and side elevations;
C. Garage plan;
D. Floor plan;
E. Section drawing;
F. Grading plan.
Plans shall be dimensioned and tabulation of lot
coverage, density, and garage area shall be provided.
(2) A proposed tentative or final subdivion map submitted
in accordance with the Subdivision Map Act.
SECTION 2. That Sections 20.24.224, 20.24.226 and
20.24.228 are added to Title 20 (The Comprehensive Zoning Ordinance)
of the "E1 Segundo Municipal Code" to read as follows:
20.24.224. COVENANTS, CONDITIONS, AND RESTRICTIONS-
- REQUIREMENTS. Prior to the issuance of an occupancy
permit, three copies of the covenants, conditions,
and restrictions that will apply to the proposed con-
dominium or condominium conversion shall be provided
to the Planning Department, such covenants, conditions,
and restrictions shall include but need not be limited
to the following:
(1) A proviision restricting the use of each residential
unit to a single family residential use.
(2) A provision indicating the method of conveyance
of units; the assignment of parking spaces to
each unit; and the management of common areas
within the project.
(3) A provision requiring the condominium association,
at all times, to maintain on file in the Department
of Building and Safety, the name, address, and
telephone number of a responsible representative
of the association.
(4) A provision prohibiting restriction of occupancy
by reason of age in condominiums.
20.24.226 CONDOMINIUM SIGN REGULATIONS. In
addition to the sign regulations set forth in Chapter
16.24 of this Code the developer shall install, prior
to occupancy, a permanent sign standard or monument
that is for the sole purpose of unit owners advertising
their units "For Sale," "For Rent," or "For Lease."
The design of the sign standard and its location on
the property shall be approved by the Director of
Planning prior to its installation. The aggregate
one -side surface area of the sign shall not exceed
nine square feet.
20.24.228 CONDOMINIUMS -- INDIVIDUAL UNIT SIGN
PROHIBITED. No sign pertaining to the sale, rent or
lease of any individual condominium unit shall be
permitted except a sign installed in accordance with
Section 20.24.226 of this Chapter.
SECTION 3. This ordinance shall become effective at
midnight on the thirtieth day from and after date of final pas-
sage and adoption thereof.
SECTION 4. The City Clerk shall certify the passage
and adoption of this ordinance; shall cause the same to be entered
in the book of original ordinances of said city; shall make a
minute of the passage and adoption thereof in the records of
the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of El Segundo and which is hereby designated for that
purpose.
