ORDINANCE 996ORDINANCE NO. 996 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 20 (THE COMPREHENSIVE ZONING ORDI- NANCE) OF THE EL SEGUNDO MUNICIPAL CODE BY AMENDING SECTIONS 20.20.282, 20.24.070 AND 20.24.090 THEREOF; AND ADDING SECTION 20.08.472 THERETO, WHICH SECTIONS RELATE TO CONDOMINIUM DEVELOPMENT STANDARDS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 20.08.282 of Chapter 20.08 of Title 20 (The Comprehensive Zoning Ordinance) of the E1 Segundo Municipal Code is amended to read as follows: 20.08.282. LOT COVERAGE - PERMISSIBLE. "Lot coverage" means: (1) A covered floor area included within the surround- ing exterior walls of a building; including, but not limited to: dwelling units, lobby area, and elevators; and (2) Floor area, or portions thereof, not provided with surrounding exterior walls, if located under a roof or floor; including, but not limited to covered areas such as stairways and walkways which provide common ingress and egress. EXCEPTION: Balconies not providing required in- gress and egress. SECTION 2. That Sections 20.24.070 and 20.24.090 of Chapter 20.24 of Title 20 of the El Segundo Municipal Code are amended to read as follows: 20.24.070 LOT AREA PER DWELLING UNIT. In the R -3 Zone, the lot area per dwelling unit shall not be less than one thousand square feet; provided, however, that condomin- iums and condominium conversions shall require fifteen hundred square feet of lot area per unit. 20.24.090 PERMISSIBLE LOT COVERAGE. The following lot coverage shall be permitted in the R -3 Zone: Single family dwellings, duplexes and apartments including all accessory buildings and structures ...60 percent Condominiums or conversions of multiple dwellings to condominiums ...... ............................... 40 percent Townhouses ........... ............................... 50 percent The following maximum lot coverage shall apply to communal underground parking facilities for condominiums, condominium conversions, and townhouses: 100 percent of the lot may be covered provided that the garage walls are constructed completely below grade. 75 percent of the lot may be covered provided that the garage walls are constructed no more than two feet above grade at any point. 60 percent of the lot may be covered provided that the average height of the garage walls above grade is no more than four feet, and that no wall is more than five feet above grade at any point; and further provided, that the area surrounding the outside walls is landscaped. 40 percent of the lot may be covered for any under- ground parking facility which does not meet the above conditions; and further provided, that the area sur- rounding the outside walls is landscaped. SECTION 3. That Chapter 20.08 of Title 20 of the E1 Segundo Municipal Code is amended by adding Section 20.08.472 thereto to read as follows: 20.08.472 TOWNHOUSE. "Townhouse" means a form of condominium development characterized as attached multiple family housing which does not have a separate dwelling unit located above or below it. SECTION 4. This ordinance shall become effective at mid- night on the thirtieth day from and after the date of the final pas- sage and adoption thereof. SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of E1 Segundo and which is hereby designated for that purpose.
