AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
PROHIBITING THE CONVERSION OF APARTMENTS TO ANY FORM
OF MULTIPLE OWNERSHIP THAT PERMITS OWNERS SPECIAL
RIGHTS TO SPECIFIC PORTIONS OF THE PROPERTY.
WHEREAS, Section 65858 of the Government Code of the State of
California, authorizes the adoption of an interim ordinance as an urgency
measure prohibiting any usage of land which may be in conflict with a
contemplated zoning proposal which the legislative body is considering; and
entitled:
WHEREAS, the City Council has introduced Ordinance No. 984,
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING TITLE 20 (THE COMPREHENSIVE ZONING ORDINANCE)
OF THE EL SEGUNDO MUNICIPAL CODE BY ADDING SECTION
20.08.122 RELATING TO A DEFINITION OF CONDOMINIUM. ",
and contemplates that such Ordinance will be adopted February 5, 1980;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. No, person, firm or corporation shall convert any
multiple dwelling to any form of ownership that permits owners special rights
to specific portions of the property except in compliance with the provisions
of Sections 20.24.200 through 20.24.240 of the E1 Segundo Municipal Code.
SECTION 2. This Ordinance is declared to be an ordinance for
the imitediate protection of the public health, safety and general welfare.
The facts constituting the urgency are as follows:
The City Council has introduced Ordinance No. 984, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING TITLE 20 (THE COMFJItT ENSIVE ZONING ORDINANCE)
OF THE EL SEGUNDO MUNICIPAL CODE BY ADDING SECTION
20.08.122 RELATING TO A DEFINITION OF CONDOMINIUM. ",
and contemplates that such Ordinance will be adopted on
February 5, 1980, and intends to prevent the circumvention
of that Ordinance.
SECTION 3. This ordinance shall take effect upon its adoption
and shall continue in effect for four months.
SECTION 4. The City Clerk shall certify to the passage and adop-
tion of this Ordinance; shall cause the same to be entered in the book of

original ordinances of said city; shall make a minute of the passage and
adoption thereof in the records of the meeting at which the same is passed
and adopted; and shall, within fifteen days after the passage and adoption
thereof cause the same to be published once in the E1 Segundo Herald, a
weekly newspaper of general circulation, published and circulated within
the City of E1 Segundo, and which is hereby designated for that purpose.
