ORDINANCE NO. 904
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING CHAPTER 10.72 OF
THE "EL SEGUNDO MUNICIPAL CODE" WHICH
SAID CHAPTER RELATES TO BICYCLES.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECION 1. Chapter 10.72 of the "E1 Segundo
Municipal Code" is amended to read as follows:
"CHAPTER 10.72
"BICYCLES
"10.72.010 APPOINTMENT OF BICYCLE REGISTRAR.
The Chief of Police shall be designated and appointed
as the registrar of bicycles of the city.
"10.72.020 BICYCLE LICENSE -- REQUIRED. It is
unlawful for any person to operate or use a bicycle
propelled wholly or in part by muscular power upon any
of the public streets, alleys or public highways within
the city without first obtaining a license from the
registrar of bicycles.
"10.72.030 LICENSE -- ISSUANCE. Any person who has
a bicycle that has not previously been licensed must
apply for and be issued a license which shall be valid
until January 1 of the third year following registration.
If the ownership of the bicycle is conveyed or transferred
to some other person than the licensee named in the
license, or otherwise disposed of, the transferee in such
case shall immediately notify the issuing agency in writ-
ing within ten days setting forth the name, address,
telephone number of the transferee, date of transfer,
and signature of transferrer. The license when issued
shall entitle the licensee to operate the bicycle for
which the license has been issued upon all the public
streets, alleys and public highways, exclusive of sidewalks
thereof, in the city for the period covered by the license.
"10.72.040 LICENSE ISSUANCE -- DEALERS. The registrar
of bicycles may authorize the issuance of bicycle licenses,
registration certificates, and the collection of fees
therefor, to persons engaged in the business of selling
new and secondhand bicycles within the city.
"10.72.050 EXPIRATION- -PRIOR LICENSES ISSUED.
Bicycle licenses issued prior to the effective date of
this chapter shall remain valid until December 31, 1978.
"10.72.060 LICENSE FEES. The license fees required
to be paid pursuant to the provisions of this chapter are:
(1) For each new bicycle license and registration
certificate the sum of one dollar shall be paid in advance;
(2) For each transfer of registration certificate,
the sum shall be fifty cents;

"(3) For each replacement of a bicycle certificate,
the sum shall be fifty cents;
(4) The fee for bicycle license renewal shall be
the sum of one dollar.
All fees collected under this chapter shall be paid
into the general fund of the City.
"10.72.070 LICENSE INDICIA AND REGISTRATION CARDS- -
DESCRIPTION-- ATTACHMENT -- RECORD. The registrar of
bicycles shall provide a license indicia, to be supplied
by the Department of Motor Vehicles, together with a
registration card.
"10.72.080 MUTILATION OR REMOVAL OF FRAME NUMBER,
INDICIA OR CARD. It is unlawful for any person to
wilfully or maliciously remove, destroy, mutilate or
alter any license indicia or registration card during
the time the card is operative; provided, however, that
nothing in this chapter shall prohibit the registrar of
bicycles from stamping numbers on the frames of bicycles
on which no serial number can be found, or on which the
number is illegible or insufficient for purposes of
identification.
"10.72.090 SECONDHAND BICYCLE REPORT. All persons
engaged in the business of buying secondhand bicycles
within the city, are hereby required to make a daily
report to the registrar of bicycles on report forms
approved by the registrar, giving the name and address
of the person from whom the bicycle was purchased, the
description of the bicycle, the frame number thereof
and the number and symbols of the license indicia found
thereon, if any.
"10.72.100 DEALER REPORT. All persons engaged in
the business of selling new and secondhand bicycles
within the city are hereby required to make monthly reports
to the registrar of bicycles on report forms approved by
the registrar, giving a list of all sales made by the
dealers, which list shall include the name and address of
each person to whom sold, together with a description of
the frame number thereof, the kind of bicycle sold and
the number and symbols of the license indicia attached
thereto, if any.
"10.72.110 PENALTY. Notwithstanding the provisions
of Section 1.12.010 of this Code as provided in Section
39011 of the Vehicle Code no fine imposed for any violation
of this Chapter shall exceed five dollars."
SECTION 2. This ordinance shall become effective
at midnight on the thirtieth day from and after the date of
the final passage and adoption thereof.

SECTION 3. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said city; shall
make a minute of the passage and adoption thereof in the records
of the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of E1 Segundo and which is hereby designated for that
purpose.
