ORDINANCE NO. 898
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING TITLE 20 (THE COM-
PREHENSIVE ZONING ORDINANCE) OF THE
"EL SEGUNDO MUNICIPAL CODE" IN VARIOUS
PARTICULARS RELATING TO CONDOMINIUMS.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 20.24.015 is added to Chapter
20.24 of Title 20 (The Comprehensive Zoning Ordinance) of the "El
Segundo Municipal Code" to read as follows:
"20.24.015 PERMITTED USES SUBJECT TO A PRECISE PLAN.
The following uses shall be permitted in the R -3 zone when
constructed and maintained in accordance with a Precise
Plan:
(1) Condominiums constructed as condomuniums;
(2) Condominiums converted from multiple dwellings
that at the time they are converted to condominiums
meet the requirements of this Chapter."
SECTION 2. That Sections 20.24.060, 20.24.090 and
20.24.100 of Title 20 (The Comprehensive Zoning Ordinance) of the
"E1 Segundo Municipal Code" are amended to read as follows:
"20.24.060 LOT AREA. The minimum required area of
a lot in the R -3 zone shall be five thousand square feet;
provided, however, that no condominium development or
conversion to condominiums shall be permitted on a building
site containing less than ten thousand square feet of lot
area excluding any dedications or easements.
"20.24.090 PERMISSIBLE LOT COVERAGE. All buildings
and structures, including accessory buildings and structures,
shall not cover more than sixty percent of the area of the
lot, except condominiums or conversions of multiple dwell-
ings to condominiums which shall not exceed forty percent
of the lot area.
"20.24.100 DWELLING UNIT - MINIMUM FLOOR AREA. The
floor area for each dwelling unit shall conform to the
following:
(1) Bachelor apartment - three hundred square feet of area;
(2) Single apartment - four hundred square feet of area;
(3) Apartment - six hundred square feet of area.
(4) For each additional bedroom, an additional one hundred
fifty square feet of area is required;

(5) Condominiums constructed as condominiums - one
thousand square feet of area;
(6) Condominiums converted from multiple dwellings -
one thousand square feet of area."
SECTION 3. That Sections 20.24.200, 20.24.210,
20.24.220, 20.24.230 and 20.24.240 are added to Chapter 20.24
of Title 20 (The Comprehensive Zoning Ordinance) of the "E1
Segundo Municipal Code" to read as follows:
"20.24.200 CONDOMINIUMS AND CONVERSIONS OF EXISTING
MULTIPLE DWELLINGS TO CONDOMINIUMS - INTENT. To provide
reasonable standards for the design and development of
condominiums and the conversion of apartment structures to
condominium projects which require additional regulations
because of the special and unusual problems caused by the
divided ownership of a structure containing multiple
dwelling units.
"20.24.210 PRECISE PLAN REQUIRED. In order to regulate
condominiums and the conversion of multiple dwellings to
condominiums, a Precise Plan shall be required showing the
design or alterations for such condominium project.
"20.24.220 APPLICATION FOR PRECISE PLAN - PROCESSED.
An application for a Precise Plan to construct a condominium
or convert an existing multiple dwelling to condominiums
shall be processed pursuant to Chapter 20.86 of this Code
and, in addition thereto, the applicant shall comply with the
requirements of Division 2 of Title 7 of the Government
Code, commencing with Section 66410 (Subdivision Map Act).
At the time of filing the application, the applicant shall
provide the following information and documents in addition
to any other information or documents required by Federal,
State and local law:
(1) Complete working drawings showing all existing
conditions and proposed changes which reflect compliance
with all codes and regulations in effect at the time the
application is filed. Plans submitted shall be prepared
and certified by a registered civil engineer, structural
engineer, or architect;
(2) A Department of Building Safety Certification of plan
check approval evidencing compliance with all building
code requirements;
(3) Three copies of covenants, conditions and restrictions
that will apply to the proposed development, which
covenants, conditions, and restrictions shall include
but need not be limited to the following:
A. A provision restricting the use of each
residential unit to a single family residence;
B. A provision indicating the method of conveyance
of units; the assignment of parking spaces to
each unit; and the management of common areas
within the project.

(4) A proposed Tentative or Final Subdivision Map
submitted in accordance with the Subdivision Map
Act.
"20.24.230 SUBDIVISION MAP APPROVAL. No Tentative
or Final Subdivision Map for a condominium project or the
conversion of an existing multiple dwelling to condominiums
shall be approved until the Precise Plan for the project
has been approved and adopted by the City Council.
"20.24.240 APPROVAL SUBJECT TO CONDITIONS. The
Planning Commission may recommend any reasonable condition
or restriction deemed necessary to achieve the intent and
purpose set forth in this Chapter. The City Council, when
approving the Precise Plan, may impose any reasonable
condition or restriction deemed necessary to achieve the
intent and purpose set forth in this Chapter."
SECTION 4. That Section 20.54.020 is amended by
renumbering subsections (8) to (25), both inclusive, as subsections
(10) to (27), both inclusive, and adding subsections (8) and
(9) to read as follows:
"(8) Dwellings, condominiums 2 for each dwelling unit
constructed as condominiums plus one visitor parking
space for each ten units,
with a minimum of 2 spaces
accessible to visitors.
"(9) Dwellings, condominiums
converted from multiple
dwelling units
2 for each dwelling unit
plus one visitor parking
space for each ten units,
with a minimum of 2 spaces
accessible to visitors."
SECTION 5. This ordinance shall become effective at
midnight on the thirtieth day from and after the date of the final
passage and adoption thereof.
SECTION 6. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said city; shall
make a minute of the passage and adoption thereof in the records
of the meeting at which the same is passed and adopted; and shall
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of El Segundo and which is hereby designated for that
purpose.
