ORDINANCE NO. 877
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ADOPTING WITH CERTAIN
CONDITIONS PRECISE PLAN NO. 1 -75

WHEREAS, under the provisions of Title 20 (The
Comprehensive Zoning Ordinance) of the "E1 Segundo Municipal
Code" and the laws of the State of California applicable to
such matters, Mr. Daniel Kim has filed his petition for the
adoption of Precise Plan No. 1 -75; and
WHEREAS, said Plan is for property located in the
City of E1 Segundo, County of Los Angeles, State of California,
more particularly described as follows:
The southerly 161.30 feet of Lot 1, Block
108, Sheet No. 5 El Segundo, in the City of
El Segundo, as per map recorded in Book 20,
Pages 114 and 115 of Maps, in the Office of
the County Recorder of Los Angeles County,
State of California; and
WHEREAS, said Plan was submitted to the Planning
Commission of the City of E1 Segundo, and after a public
hearing duly and regularly held, was approved and recommended
for adoption by the City Council; and
WHEREAS, the City Council of the City of E1 Segundo
has duly and regularly held a public hearing on said Plan; and
WHEREAS, the City Council of the City of E1 Segundo
has now acquired jurisdiction to adopt this ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That said Precise Plan No. 1 -75 hereinabove
referred to as approved by the Planning Commission of the
City of E1 Segundo in its Resolution No. 841, be and the same
is hereby approved and adopted upon the following conditions:
(1) That the development, including landscaping, shall
be in conformance with the plans submitted and on file in the
Planning Department;
(2) That the requirements of Chapter 20.22 of the
"E1 Segundo Municipal Code" shall be complied with except
insofar as this resolution expressly requires deviation therefrom;
(3) That all trees shall be trimmed so as not to be
a detriment to abutting properties. This shall be done to
the satisfaction of the Director of Planning;
(4) That the Eucalyptus trees abutting the property
line be depollenized and those causing damage to structures
be removed;
(5) That all landscaping shall be maintained in a
flourishing and well -kept manner at all times;
(6) That a permanent irrigation system shall be
installed to irrigate all landscaped areas;
(7) That the total number of dwelling units shall
not exceed twelve;
(8) That all exterior lighting shall be reflected
away from abutting properties;
(9) That individual television and radio antennas
shall be prohibited outside of the owner's units except that
a single central antenna may be provided with connections to
each unit via underground or internal wall wiring;
(10) That the City of E1 Segundo, County of Los
Angeles and any other governmental agency and any department,

bureau or agency thereof, shall have the right of access to
the common area of the project at all times for the purpose
of preserving the public health, safety and welfare;
(11) That the Declaration of Establishment of
Covenants, Conditions and Restrictions presented to the
Director of Planning by the applicant be placed on file in the
office of the Director of Planning. That a Declaration of
Establishment of Covenants, Conditions and Restrictions for
the Project approved by this ordinance in substantially the
form on file with the Director of Planning be recorded before
the sale of any units in Precise Plan No. 1 -75;
(12) That the maximum driveway width shall be 26 feet;
(13) That all utilities providing services to the
new buildings normally placed above ground, including without
limitation electrical service lines and telephone service
lines, shall be placed underground, except if it is not
possible to place said lines underground, overhead services may
be approved by the City Council;
(14) That a refuse storage area with proper screening
shall be provided subject to the approval of the Director of
Public Works;
(15) That double cylinder dead -bolt locks shall be
installed on all solid core exterior doors;

of Planning and Chief of Police;

(18) That all building and fire codes, Energy
Conservation Standards and Noise Insulation Standards be met;
(19) That no outdoor storage shall be permitted;
(20) That in the event the owners of the subject
property fail to rectify a violation of the "E1 Segundo
Municipal Code" or comply with any conditions listed herein,
upon thirty days of notification by the City, the City may
correct the situation and place a lien upon such property for
the cost thereof;
(21) That the approval of this Precise Plan, with
conditions, is contingent upon the approval, by the Planning
Commission and City Council, of the condominium agreement which
shall be submitted and approved by the Planning Commission and
City Council prior to occupancy;
(22) That construction shall commence within one
year from August 19 , 1975 and this Precise Plan
shall become null and void if construction has not commenced
within said time.
SECTION 2. The City Clerk is hereby authorized and
directed to endorse said Plan as hereby approved and adopted
by the City Council. Said Plan is on file in the office of
the City Clerk, open to public inspection, and is by this
reference incorporated herein and made a part hereof.
SECTION 3. The City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same
to be entered in the book of original ordinances of said city;
shall make a minute of the passage and adoption thereof in
the records of the meeting at which the same is passed and

adopted; and shall, within fifteen days after the passage and
adoption thereof, cause the same to be published once in the
El Segundo Herald, a weekly newspaper of general circulation,
published and circulated within said City of E1 Segundo,
and which is hereby designated for that purpose.
