ORDINANCE NO, 867
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ADOPTING WITH CERTAIN CONDI-
TIONS PRECISE PLAN NO. 9 -74 (KILROY INDUS-
TRIES)
WHEREAS, under the provisions of Title 20 (The Comprehen-
sive Zoning Ordinance) of the "E1 Segundo Municipal Code" and the laws of
the State of California applicable to such matters, Kilroy Industries has filed
its petition for the adoption of Precise Plan No 9 -74; and
WHEREAS, said Plan is for property Located in the City of E1
Segundo, County of Los Angeles, State of California, more particularly des-
cribed as follows:
Lots 9 and 10 and the northerly 189. 96 feet of Lot 8,
Tract 26556 as per map recorded in Map Book No. 675,
Pages 93 and 94 on file in the Office of the County Re-
corder, County of Los Angeles, State of California; and
WHEREAS, said Plan was submitted to the Planning Commission
of the City of E1 Segundo, and after a public hearing duly and regularly held,
was approved and recommended for adoption by the City Council; and
WHEREAS, the City Council of the City of E1 Segundo has duly
and regularly held a public hearing on said Plan; and
WHEREAS, the City Council of the City of EL Segundo has now
acquired jurisdiction to adopt this ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That said Precise Plan No. P -74 hereinabove refer-
red to as approved by the Planning Commission of the City of E1 Segundo in its
Resolution No. 834, be and the same is hereby approved and adopted upon the
following conditions:
(1) That the applicant shall dedicate an additional variable width strip
of land on the west side of Douglas Street for street widening purposes, said pro-
posed right -of -way is described as:
All those portions of Lots 8 and 9, Tract 26556 as recorded in Book
675, Pages 93 and 94 of Map Records in the office of the County Re-
corder, Los Angeles County, State of California, described as follows:

BEGINNING at the Southeast corner of said Lot 9; THENCE
North 890 56' 08" West along the southerly line of said Lot 9
a distance of 18. 00 feet to a point in a line parallel with the
easterly line of said Lot 9; THENCE North 00 031 52" East
along said parallel line a distance of 237. 89 feet to a point;
THENCE leaving said parallel line southeasterly along a tan-
gent curve, concave northeasterly and having a radius of
560.02 feet, through a central angle of 10° 171 08 ", an arc
distance of 100. 53 feet to the beginning of a reverse curve,
concave southwesterly and having a radius of 560.02 feet;
THENCE southeasterly along said reverse curve through a
central angle of 10° 17' 08" an arc distance of 100. 53 feet
to a point of tangency with the said easterly line of Lot 9;
THENCE South 00 03' 52" West along said easterly line of
Lot 9 a distance of 37.88 feet to the Southeast corner of said
Lot 9, the point of beginning; and the easterly 18. 00 feet of
the northerly 190. 00 feet of said Lot 8;

and that the applicant, at its expense, shall perform all work (excluding all
work required by the relocation of public utilities and all City of El Segundo
subsurface utilities) and provide all materials required for improving said
variable width strip, to City specifications, from its southerly property line
to E1 Segundo Boulevard. This requirement is imposed due to the increased
traffic and circulation problems that will result from construction of applicant's
improvement, and will result in a minimum width of paving of fifty -one (51.00)
feet from the center line of Douglas Street to the face of the curb. The Director
of Building Safety shall not issue a building permit pursuant to this Precise
Plan No. 9 -74 until applicant has dedicated the required right -of -way, and
either improved the right -of -way or posted a bond or cash deposit in an amount
of $25, 000. 00 in the form or manner approved by the City Attorney to guarantee
that said improvements will be completed within a time to be fixed by the Direc-
tor of Planning.
(2) The applicant shall construct sidewalks for the frontage on
E1 Segundo Boulevard and Douglas Street concurrently with the construction of
each structure in accordance with City standards, and shall be approved by the
Director of Public Works;
(3) All utilities providing services to the new buildings normally
placed above ground, including without limitation electrical service lines and
telephone service lines, shall be placed underground, except if it is not possi-
ble to place said lines underground, overhead services may be approved by the
City Council.

(4) Each independent structure shall have a refuse container
area that is enclosed to screen the area from public view, the location of
which shall be approved by the Director of Public Works;
(5) Prior to the issuance of the building permit, the applicant
shall obtain all permits for off -site work from the Director of Public Works;
(6) A Certificate of Occupancy shall not be issued for any structure
unless during construction of the project the number of parking spaces required
by Chapter 20. 54 of the "El Segundo Municipal Code" are provided for each
structure and the parking spaces are developed in accordance with the require-
ments of Chapter 20. 54 of said Code. Each phase of development, after issu-
ance of a Certificate of Occupancy, shall be provided with the necessary park-
ing facilities in accordance with Chapter 20. 54 of the "E1 Segundo Municipal
Code ";
(7) Any division of this property shall be done in accordance with
Chapter 19. 40 of the "E1 Segundo Municipal Code" and shall be approved by the
Planning Commission. Each lot created shall have within the property lines
sufficient parking to meet the requirements of Section 20. 54.020 of the
"E1 Segundo Municipal Code ";
(8) Left -turn vehicular traffic, from the development onto Douglas
Street, shall be prohibited between the hours of 3:00 p. m. and 6:00 p. m.
(9) The length and radius of the first curb opening from eastbound
E1 Segundo Boulevard into the driveway to the parking structure shall be in-
creased and the plans approved by the Director of Public Works;
(10) The length of the deceleration lane from eastbound E1 Segundo
Boulevard into the bank parking lot shall be increased and the plans approved
by the Director of Public Works;
(11) All forms of security measures employed in the development
of this project shall be reviewed by the Chief of Police prior to installation.
(12) In the event automatic control gates are utilized to control
vehicular entrances and exits, they shall remain open for employees during
morning and afternoon peak traffic hours.
(13) Notwithstanding any of the foregoing conditions, applicant

shall comply with all applicable local, State or Federal building regulations;
(14) The Planning Commission and City Council reserve the right
to review and modify the easterly exit which discharges vehicles into the east-
bound traffic on El Segundo Boulevard if said exit becomes a traffic hazard.
(15) Construction shall commence within one year from March 18,
1975, and this Precise Plan shall become null and void if construction has not
commenced within said time.
SECTION 2, The applicant is informed that the City Council does
not, by this action, intend to impair its authority to modify the traffic and cir-
culation restrictions in the neighborhood of applicant's property if the need
arises to make such modification.
SECTION 3. That when the construction of said Precise Plan No. 9.74
has been completed strictly in accordance with the requirements of this ordinance,
the Director of Planning shall report said completion to the City Council where-
upon the City Council shall refer this ordinance to the City Attorney for the pre-
paration of an ordinance rezoning and reclassifying said property in the manner
hereinafter set forth:
Lots 9 and 10 and the northerly 189. 96 feet of Lot 8,
Tract 26556 as per map recordarl it Map Book No. 675,
Pages 93 and 94 on file in the Office of the County Re-
corder, County of Los Angeles, State of California;
from M -2 Heavy Manufacturing Zone to C -3 Special Commercial District Zone.
SECTION 4. The City Clerk is hereby authorized and directed to
endorse said Plan as hereby approved and adopted by the City Council. Said
Plan is on file in the office of the City Clerk, open to public inspection, and
is by this reference incorporated herein and made a part hereof.
SECTION 5. The City Clerk shall certify to the passage and adoption
of this resolution; shall enter the same in the book of original resolutions of said
City, and shall make a minute of the passage and adoption thereof in the records
of the proceedings of the City Council of said City, in the minutes of the meeting
at which the same is passed and adopted.
