ORDINANCE NO.' 864
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING CHAPTER 10. 28 OF
THE "EL SEGUNDO MUNICIPAL CODE" WHICH
SAID CHAPTER RELATES TO STOPPING, STAND-
ING, AND PARKING OF VEHICLE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 10. 28.040 of Chapter 10. 28 of the
"El Segundo Municipal Code" is amended to read as follows:
"10. 28.040 NO PARKING AREAS DESIGNATED. Except
as provided in Section 10. 28. 041 no operator of any vehicle shall
stop, stand, park or leave standing such vehicle in any of the
following places, except when necessary to avoid conflict with
other traffic or in compliance with the direction of a police
officer or other authorized officer, or traffic sign or signal:
(1) Within any divisional island unless authorized and
clearly indicated with appropriate signs or markings;
(2) On either side of any street between the projected
property lines of any public walk, public steps, street or
thoroughfare terminating at the street;
(3) In any area where the city traffic engineer deter-
mines that the parking or stopping of a vehicle would constitute
a traffic hazard or would endanger life or property, when the
area is indicated by appropriate signs or by red paint upon
the curb surface;
(4) In any area established by resolution of the council
as a no parking area, when the area is indicated by appropriate
signs or by red paint upon the curb surface;
(5) Upon, along or across any railway track in such maiir_er
as to hinder, delay or obstruct the movement of any car travel-
ing upon the track;
(6) If any area where the parking or stopping of any
vehicle would constitute a traffic hazard or would endanger life
or property;
(7) On any street or highway where the use of the street.
or highway or a portion thereof is necessary for the cleaning,
repair or construction of the street or highway or the installa-
tion of underground utilities or where the use of the street or
highway or any portion thereof is authorized for a purpose other
than the normal flow of traffic or where the use of the street or
highway or any portion thereof is necessary for the movement
of equipment, articles or structures of unusual size, and the park-
ing of the vehicle would prohibit or interfere with the use or move-
ment; provided, that signs giving notice of no parking are erected or
placed at least twenty -four hours prior to the effective ti me of, the
no parking;
(8) At any place within twenty feet of a point on the curb
immediately opposite the midblock end of a safety .zone, when
the place is indicated by appropriate signs or by red paint upon
the curb surface;
(9) At any place within twenty feet of a crosswalk at an
intersection in any business district when the place is indicated
by appropriate signs or by red paint upon the curb surface except
that a bus may stop at a designated bus stop;
(10) Within twenty feet of the approach to any traffic signal,
boulevard stop sign or official electric flashing device."'
SECTION 2. Section 10. 28. 041 is added to Chapter 10. 28
of the "El Segundo Municipal Code" to read as follows:
"10. 28.041 PARKING WITHIN INTERSECTIONS PER-
MITTED. Pursuant to the authority of Vehicle Code Section
22500 (a) parking shall be permitted in "T" intersections
opposite the street entrance except where the curb opposite
the street entrance is painted red. "
SECTION 3. This ordinance shall become effective at mid-
night on the thirtieth day from and after the date of the final passage and
adoption thereof.
SECTION 4. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the book
of original ordinances of said city; shall make a minute of the passage and
adoption thereof in the records of the meeting at which the same is passed
and adopted; and shall, within fifteen days after the passage and adoption
thereof, cause the same to be published once in the E1 Segundo Herald, a
weekly newspaper of general circulation, published and circulated within
said City of E1 Segundo, and which is hereby designated for that purpose,
PASSED, APPROVED and ADOPTED this 17th day of Decem-
ber 1974.
