ORDINANCE NO. 853
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, APPROVING THE BUDGET FOR
THE 1974- 75FISCAL YEAR.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That the original of the said proposed budget of
the City of E1 Segundo, California, for the fiscal year 1974 -75 as submitted,
amended, modified and corrected, and which as submitted, amended, modi-
fied and corrected is now before this Council, be placed on file in the office
of the City Clerk of the City of El Segundo, California, open to public inspec-
tion, and that as so on file the same be and it is hereby referred to and
by this reference expressly incorporated herein and made a part hereof.
SECTION 2. That the said City Council of said City of
E1 Segundo, California, does hereby approve and adopt the said proposed
budget for the fiscal year 1974 -75 as amended, modified and corrected.
In adopting said budget, the City Council intends to and by this section does
adopt and approve the total figures shown on the summary pages
entitled "Basic and Supplemental Summary" for each account under the
column head of "1974 -75 Council Approved" for the items of total salaries,
total materials and supplies, total other charges, and total capital outlay,
for each of the various departments and accounts set forth in said budget.
It approves the distribution of the salary detail, materials and supplies
detail, other charges detail, and capital outlay detail shown under each
of the respective departments and each of the respective accounts in said
proposed budget and does hereby authorize the City Manager to transfer
between the respective accounts in salaries, materials and supplies, other
charges, and capital outlay within any department in an amount not to exceed
in any one year the sum of $1, 000; provided, however, that in no event shall
such transfers be ma- de to increase the total amount approved for salaries
in any one department or account by more than the sum of $1, 000, or the
total amount approved for other charges in any one department or account
by more than the sum of $1, 000, or the total amount approved for capital
outlay in any one department by more than the sum of $1, 000; nor shall

the total budget in any one department or account exceed the amount shown
under the column headed "1974- 75Council Approved" for salaries, materials
and supplies, other charges, and capital outlay.
SECTION 3. That the City Manager may, at his discretion, trans-
fer an amount not to exceed the sum of $500 from the contingency account to
any other account or department; said transfer shall be reported to the City
Council at its regular meeting next following such transfer.
SECTION 4. That the said budget for said fiscal year 1974 -75
so submitted, amended, modified, corrected and filed, shall be the budget
for the City of E1 Segundo, California, for said fiscal year 1974 -75 .
SECTION 5. That this ordinance is adopted pursuant to the pro-
visions of Section 37208 of the Government Code.
SECTION 6. That the City Council, from time to time, by motion
or resolution, may approve and authorize the payment of non - budgeted
demands from appropriated funds, and may appropriate funds for budgeted or
non - budgeted items, and any such appropriation for a non - budgeted item shall
constitute an approval to issue a warrant in payment of a proper demand or
demands therefor.
SECTION 7. That this ordinance shall become effective at mid-
night on the thirtieth day from and after the final passage and adoption thereof.
SECTION 8. That the City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the book of
original ordinances of said City; shall make a minute of the passage and
adoption thereof in the records of the meeting at which the same is passed
and adopted; and shall, within fifteen days after the passage and adoption
thereof, cause the same to be published once in the E1 Segundo Herald, a
newspaper of general circulation, published and circulated within said City
of E1 Segundo, and which is hereby designated for that purpose.
