ORDINANCE NO. 848
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ADOPTING WITH CERTAIN CONDI-
TIONS PRECISE PLAN NO. 2 -74.
WHEREAS, under the provisions of Title 20 (The Comprehen-
sive Zoning Ordinance) of the "El Segundo Municipal Code" and the laws
of the State of California applicable to such matters, Xerox Employees
Credit Union has filed its petition for the adoption of Precise Plan No. 2 -74;
and
WHEREAS, said Plan is for property located in the City of
El Segundo, County of Los Angeles, State of California, more particularly
described as follows:
A portion of Parcel 2A as shown on Parcel Map No. 2622,
recorded in Book 35, Page 89 of Parcel Maps on file in
the office of the County Recorder, Los Angeles County,
State of California; also shown as Lot 4, Tentative Tract
Map No. 32178 and that portion of Duley Road (40 feet
wide) lying between the easterly prolongations of the
northerly and southerly lines of said Lot 4, in the vicinity
of Grand Avenue and Duley Road, City of El Segundo; said
Tentative Tract Map received and filed in the office of the
Director of Planning, City of El Segundo on January 4,
1974; and
WHEREAS, said Plan was submitted to the Planning Commission
of the City of El Segundo, and after a public hearing duly and regularly held,
was approved and recommended for adoption by the City Council; and
WHEREAS, the City Council of the City of E1 Segundo has duly
and regularly held a public hearing on said Plan; and
WHEREAS, the City Council of the City of El Segundo has now
acquired jurisdiction to adopt this ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That said Precise Plan No. 2 -74 hereinabove re-
ferred to as approved by the Planning Commission of the City of E1 Segundo
in its Resolution No. 816, be and the same is hereby approved and adopted
upon the following conditions:
(1) That portion of Duley Road as depicted on the plans for this
project shall not be developed until the portion of Duley Road proposed to be
vacated by Resolution of Intention No. 2534 is completed.
(2) Building permits for this project shall not be issued until the
Final Map of Tract No. 32178 has been recorded in the office of the County
Recorder.
(3) A cargo loading space, which meets the minimum requirements
of the "E1 Segundo Municipal Code,' shall be provided for the temporary build-
ing during its existence and for the permanent structure. The location of the
permanent loading space shall be approved by the Director of Public Works.
(4) A refuse container area, screened in a manner architecturally
compatible with the structure, shall be provided for each building. The loca-
tions of such areas shall be approved by the Director of Public Works.
(5) The property need not be fenced, but if it is the fence shall be
constructed of masonry type material, shall not exceed six feet in height, and
shall be approved by the Director of Planning prior to the issuance of a build-
ing permit.
(6) Approval of the temporary modular structure is granted for
one year commencing on the date of issuance of the Certificate of Occupancy.
If, after one year, it can be shown that there are extenuating circumstances
which require an extension of time, the applicant may apply to the Planning,
Commission and the Commission may extend this permit for a period not to
exceed one additional year.
(7) The proposed driveway on the west side of the property shall
be relocated unless the problem of the vents connected to the vaults of Southern
California Edison Company can be resolved.
(8) The plans shall indicate that the driveway approach will be con-
strutted of concrete in accordance with City standards; the width of the flat
section shall not exceed 26 feet.
(9) A permit shall be obtained from the Los Angeles County Flood
Control District prior to construction of the proposed storm drain connection
in Duley Road.

(10) The proposed locations of sewer lateral, water service,
gas service and electrical power shall be indicated on the site plan.
(11) All utilities shall be placed underground.
(12) Permits for all off -site work including driveways and side-
walks shall be obtained from the Director of Public Works prior to the issu-
ance of the building permits.
(13) All construction in the vicinity of the cul -de -sac in Grand
Avenue shall be delayed until such time as the proposed reconstruction of
Grand Avenue is completed.
(14) A silent robbery and burglary detection system shall be in-
stalled with a direct relay to the Police Department.
(15) Double cylinder dead -bolt locks on all exterior doors shall
be installed and shall be approved by the Director of Building Safety.
(16) Adequate exterior and perimeter lighting of the buildings
and parking lot shall be provided and shall be reviewed by the Chief of Police.
(17) All applicable Fire and Building Code requirements shall be
met.
SECTION 2. The City Clerk is hereby authorized and directed to
endorse said Plan as hereby approved and adopted by the City Council. Said
Plan is on file in the office of the City Clerk, open to public inspection, and
is by this reference incorporated herein and made a part hereof.
SECTION 3. This ordinance shall remain inoperative until a Final
Map of Tract No. 32178 substantially in accordance with the Tentative Map
approved by the City Council on April 2, 1974, has been approved and recorded.
SECTION 4. The City Clerk shall certify to the passage and adop-
tion of this ordinance; shall cause the same to be entered in the book of original
ordinances of said city; shall make a minute of the passage and adoption thereof
in the records of the meeting at which the same is passed and adopted; and shall,
within fifteen days after the passage and adoption thereof, cause the same to be
published once in the E1 Segundo Herald, a weekly newspaper of general circula-
tion, published and circulated within said City of El Segundo, and which is here-
by designated for that purpose.
