AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING TITLE 20 (THE COM-
PREHENSIVE ZONING ORDINANCE) OF THE
it EL SEGUNDO MUNICIPAL CODE" BY ADDING
CHAPTER 20.30 "PUBLIC FACILITIES (P -F)
ZONE. "
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That Sections 20. 16. 010 and 20. 16. 020 of
Title 20 (The Comprehensive Zoning Ordinance) of the "E1 Segundo
Municipal Code" are amended to read as follows:
"20.16. 010 DESIGNATION OF ZONE NAMES. In order to
classify, regulate, restrict and segregate the uses of lands and
buildings, to regulate and restrict the height and bulk of buildings,
to regulate the area of yards and other open spaces about buildings
and to regulate the density of population, the classes of use zones
are by this title established, to be known as follows:
R -1 - -- One Family Residential Zone.
R -2 - -- Two Family Residential Zone.
R -3 - -- Multiple Family Residential Zone.
P - -- Automobile Parking Zone.
C -1 - -- Service Commercial- Professional Zone.
C -2 - -- General Commercial Zone.
C -M - -- Commercial Manufacturing Zone.
M -1 - -- Light Manufacturing Zone.
M -2 - -- Heavy Manufacturing Zone.
O -S - -- Open Space Zone.
P -F ---Public Facilities Zone.
PRD - -- Planned Residential Development Zone. '
"20. 16. 020 DEGREE OF RESTRICTIVENESS. 'More restrictive
uses' as employed in this Title means the following:
(1) Those uses first permitted in the R -1 zone are the most
restrictive.
(2) All other uses are less restrictive in the order they are
first permitted in the zones in the sequence shown, R -2, R -3, P,
C -1, C -2, C -M, M -1 and M -2.
(3) The PRD zone is a zone established solely for the purpose
of implementing a specific planned residential use and the planned
residential use premitted in such zone shall be exclusive to that
zone and such zone shall not be considered in the restrictive sequence
set forth in Section 20. 16. 020 (2).
(4) The O -S zone is established solely for the purpose of
implementing an Open Space Plan and the open space use in such zone
shall be exclusive to that zone and such zone shall not be considered
in the respective sequence set forth in Section 20. 16. 020 (2).
(5) The P -F zone is a zone established solely for the purpose
of implementing the location of public facilities and the uses permitted
in such zone shall be exclusive to that zone and such zone shall not
be considered in the respective sequence set forth in Section
20.16. 020 (2). "
SECTION 2. That Section 20. 16. 025 of Title 20 (The Com-
prehensive Zoning Ordinance) of the "E1 Segundo Municipal Code ",
is added to read as follows:
"20. 16. 025 ADDITIONAL ZONES. In order to classify,
regulate, restrict and segregate the uses of lands and buildings,
to regulate and restrict the height and bulk of buildings, to
regulate the area of yards and other open spaces about buildings
and to regulate the density of population, three additional classes
of use zones are by this title established, to be known as follows:
PRD-- Planned Residential Development Zone.
O -S - -Open Space Zone
P - F --Public Facilities Zone
The foregoing zones are separate zones and shall not be deemed
to be more restrictive or less restrictive than any other zone
but shall be limited to the uses permitted in the specified zone. "
SECTION 3. That Chapter 20. 30 entitled "Public Facilities
(P -F) Zone" is added to the "E1 Segundo Municipal Code" to read as
follows:
"CHAPTER 20.30
"PUBLIC FACILITIES (P -F) ZONE
"20. 30.010 INTENT, The Public Facilities (P -F) zone is
established to provide adequate space for community facilities
of a public or quasi .public nature in locations best suited to serve
the needs of the community to protect that land from intrusion by
other uses, and to set forth those development standards necessary
to insure that such uses will be compatible with surrounding land
uses.
"20. 30. 020 PRINCIPAL PERMITTED USES. The following
principal uses are permitted in the P -F zone:
(1) Municipal, county, state or other governmental buildings
such as city hall, library, court facilities or fire stations.
(2) Public or quasi - public educational facilities such as schools
and administrative offices.
(3) Eleemosynary (charitable) Institutions.
(4) Churches, church schools and religious facilities.
(5) Flood control facilities including but not limited to spreading
grounds, settling basins and drainage facilities.
(6) Public parking lots or structures.
(7) Public utilities.
(8) Public recreational facilities.
"20. 30. 030 PERMITTED ACCESSORY USES. The following
accessory uses are permitted in the P -F zone when developed and
used in conjunction with one or more principal uses permitted in
Section 20. 30. 020:
(1) Residential quarters incidental to a church use or other
religious facilities.
"20. 30. 040 USES SUBJECT TO CONDITIONAL USE PERMIT.
The City Council determines that the following uses are compatible
with the intent and purpose of the P -F zone if such uses are developed
in a manner consistent with the objectives of the P -F zone. The

"following uses shall not be permitted in the P -F zone unless a
Conditional Use Permit authorizing the use has been granted;
(1) Public service facilities such as warehouses and storage
yards.
(2) Any other use which in the opinion of the City Council
is similar to the permitted uses and complementary to the intent
of the P -F zone.
"20. 30. 050 HEIGHT REQUIREMENTS. Buildings in the
P -F zone shall not exceed the permitted height in surrounding
zones. Where the height restrictions in adjoining properties are
different, the different heights shall be averaged to determine the
permitted height in the P -F zone provided; however, that an
increased height may be approved by granting of a Conditional Use
Permit or a Precise Plan.
"20. 30. 060 FRONT YARD REQUIREMENTS. Property in
the P -F zone shall have a front yard of not less than the required
front yard of the adjoining properties. Where the required front
yards of adjoining properties are different, they shall be averaged
to determine the required front yard in the P -F zone; provided, how-
ever, that a reduced front yard may be approved by the granting of
a Conditional Use Permit or Precise Plan.
"20. 30. 070 SIDE YARD REQUIREMENTS. Property in the P -F
zone shall have a side yard of not less than the required side yard
of the adjoining properties. Where the required side yards of
adjoining properties are different, they shall be averaged to deter-
mine the required side yard in the P -F zone; provided, however,
that a reduced side yard may be approved by the granting of a
Conditional Use Permit or Precise Plan.
"20.30.080 REAR YARD REQUIREMENTS. Property in the P -F
zone shall have a rear yard of not less than the required rear yard
of the adjoining properties. Where the required rear yards of ad-
joining properties are different, they shall be averaged to determine
the required rear yard in the P -F zone; provided, however, that a
reduced rear yard may be approved by the granting of a Conditional
Use Permit or Precise Plan.
"20. 30. 090 PARKING AND LOADING SPACE REQUIREMENTS.
Parking for uses in the P -F zone shall be fixed in the manner set
forth in Section 20. 54. 050 and until such requirements are established,
the parking requirements shall be as otherwise established in Chapter
20. 54 of this Code. Loading spaces shall be fixed in the manner set
forth in Section 20. 54. 100 of this Code.
"20. 30. 100 FENCE REQUIREMENTS. Fences in the P -F zone
shall conform to the requirements of Chapter 20. 58 of this Code.
"20.30. 110 PERMISSIBLE LOT COVERAGE. Buildings and
structures in the P -F zone shall conform to the permissible lot
coverage or required open space of the property it abuts, if such
an area has those requirements. Where requirements of adjoining
properties are different, they shall be averaged to determine the
permissible lot coverage and open space. "
SECTION 4. This ordinance shall become effective at midnight
on the thirtieth day from and after the date of the final passage and
adoption thereof.

SECTION 5. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the
book of original ordinances of said city, shall make a minute of the
passage and adoption thereof in the records of the meeting at which the
same is passed and adopted; and shall within fifteen days after the passage
and adoption thereof, cause the same to be published once in the E1
Segundo Herald a weekly newspaper of general circulation, published and
circulated within said City of El Segundo, and which is hereby designated
for that purpose.
