ORDINANCE 8284 ..i ORDINANCE NO. 828 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 20 (THE COM- PREHENSIVE ZONING ORDINANCE) OF THE "EL SEGUNDO MUNICIPAL CODE" BY ADDING CHAPTER 20.18 "OPEN SPACE (O -S) ZONE. " THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 20. 16. 010 and 20. 16. 020 of Title 20 (The Comprehensive Zoning Ordinance) of the "E1 Segundo Municipal Code ", are amended to read as follows: "20.16. 010 DESIGNATION OF ZONE NAMES. In order to classify, regulate, restrict and segregate the uses of lands and buildings, to regulate and restrict the height and bulk of buildings, to regulate the area of yards and other open spaces about buildings and to regulate the density of population, the classes of use zones are by this title established, to be known as follows: R -1 - -- One Family Residential Zone. R -2 - -- Two Family Residential Zone. R -3 - -- Multiple Family Residential Zone. P - -- Automobile Parking Zone. C -1 - -- Service Commercial- Professional Zone. C -2 - -- General Commercial Zone. C -M - -- Commercial Manufacturing Zone. M -1 - -- Light Manufacturing Zone. M -2 - -- Heavy Manufacturing Zone. O -S - -- Open Space Zone. P -F - -- Public Facilities Zone. PRD - -- Planned Residential Development Zone. " "20.16. 020 DEGREE OF RESTRICTIVENESS. 'More restrictive uses' as employed in this Title means the following: (1) Those uses first permitted in the R -1 zone are the most restrictive. (2) All other uses are less restrictive in the order they are first permitted in the zones in the sequence shown, R -2, R -3, P, C -1, C -2, C -M, M -1 and M -2. (3) The PRD zone is a zone established solely for the purpose of implementing a specific planned residential use and the planned residential use permitted in such zone shall be exclusive to that zone and such zone shall not be considered in the restrictive sequence set forth in Section 20. 16. 020 (2). (4) The O -S zone is established solely for the purpose of implementing an Open Space Plan and the open space use in such zone shall be exclusive to that zone and such zone shall not be considered in the respective sequence set forth in Section 20, 16. 020 (2). (5) The P -F zone is a zone established solely for the purpose of implementing the location of public facilities and the uses permitted in such zone shall be exclusive to that zone and such zone shall not "be considered in the respective sequence set forth in Section 20. 16. 020 (2). " SECTION 2. That Section 20. 16. 025 of Title 20 (The Com- prehensive Zoning Ordinance) of the "E1 Segundo Municipal Code ", is added to read as follows: "20. 16. 025 ADDITIONAL ZONES. In order to classify, regulate, restrict and segregate the uses of lands and buildings, to regulate and restrict the height and bulk of buildings, to regulate the area of yards and other open spaces about buildings and to regulate the density of population, three additional classes of use zones are by this title established, to be known as follows: PRD-- Planned Residential Development Zone. O -S - -Open Space Zone P -F -- Public Facilities Zone "The foregoing zones are separate zones and shall not be deemed to be more restrictive or less restrictive than any other zone but shall be limited to the uses permitted in the specified zone. " SECTION 3. That Chapter 20. 18 entitled "Open Space (O -S) Zone" is added to the "E1 Segundo Municipal Code" to read as follows: "CHAPTER 20.18 "OPEN SPACE (O -S) ZONE "20. 18. 010 INTENT. The Open Space (O -S) zone is established to provide adequate recreational opportunities and open space to meet the needs of the community; to preserve and protect natural resources; to provide visual relief from intense urban development; and to prevent incompatible development of areas that should be preserved or regulated for scenic, recreation, conservation, or public health and safety purposes. The O -S zone provides for limited recreational development of land and necessary public facilities. "20. 18. 020 PRINCIPAL PERMITTED USES. The following principal uses are permitted in the O -S zone: (1) Public outdoor recreati, >n including but not limited. to ball parks and bleachers, swimming pools, parks, and other areas of active or passive recreational usage; trails and other suitable corridors including off -road bicycle paths. (2) The preservation and conservation of natural resources including, but not limited to areas required for the preservation of plant and animal life and areas required to provide visual relief from intense urban development and growth. (3) The managed production of resources including but not limited to agricultural lands and mineral deposits. (4) The regulation of areas for public health and safety including but not limited to areas which require special management or regulation because of hazardous or special conditions. -2- !• ! i -, "20.18. 030 PERMITTED ACCESSORY USES. The following accessory uses are permitted in the O -S zone when developed and used in conjunction with one or more principal uses permitted in Section 20. 18. 020: (1) Comfort stations. (2) Concession stands. (3) Maintenance buildings. (4) Parking areas provided the area is blacktopped, screened by means of a solid masonry wall and provided the landscaping within the parking area is in the amount of four percent of that area. (5) Signs, directional, not to exceed twelve square feet in area for the purpose of informing the viewer of the route to, direction of, or location of a given goal, but shall not include signs adver- tising activities conducted or products sold on or off the premises. "20.18.040 USES SUBJECT TO CONDITIONAL USE PERMIT. The City Council determines that the following uses are compatible with the intent and purpose of the O -S zone if such uses are developed in a manner consistent with the open space objectives of the O -S zone. The following uses shall not be permitted in the O -S zone unless a Conditional Use Permit authorizing the use has been granted: (1) Landscape Nurseries (No wholesale or retail sales on premises). (2) Private Recreation. (3) Recreational or multi - purpose recreational building in conjunction with park or playground facilities. (4) Utility facilities. (5) Any other use which in the opinion of the City Council is similar to the permitted uses and complementary to the intent of the O -S zone. "20. 18. 050 HEIGHT REQUIREMENTS. No building within the O -S zone may exceed a height of one -story or twenty feet, whichever is the lesser; provided, however, that buildings in excess of the height limitation may be approved by the granting of a Conditional Use Permit. "20.18. 060 FRONT YARD REQUIREMENTS. Property in the O -S zone shall have a front yard of not less than the required front yards of adjoining properties. Where the required front yards of adjoining properties are different, they shall be averaged to deter- mine the required front yard in the O -S zone; provided, however, that a reduced front yard may be approved by the granting of a Conditional Use Permit. "20. 18. 070 SIDE YARD REQUIREMENTS. Property in the O -S zone shall have a side yard of not less than the required side yards of adjoining properties. Where the required side yards c,f adjoining properties are different, they shall be averaged to determine the required side yard in the O -S zone; provided, however, that a reduced side yard may be approved by the granting of a Conditional Use Permit. "20. 18. 080 REAR YARD REQUIREMENTS. Property in the O -S zone shall have a rear yard of not less than the required rear yards of adjoining properties. Where the required rear yards of adjoining WIN "properties are different, they shall be averaged to determine the required rear yard in the O -S zone; provided, however, that a reduced rear yard may be approved by the granting of a Condi- tional Use Permit. "20.18.090 PARKING REQUIREME NTS. Parking and uses in the O -S zone shall be fixed in the same manner as set forth in Section 20. 54. 050 and until such requirements are established, the parking requirements shall be as otherwise established in Chapter 20. 54 of this Code. "20.18. 100 FENCE REQUIREMENTS. Fences in the O -S zone shall conform to the requirements of Chapter 20. 58 of this Code. " SECTION 4. This ordinance shall become effective at mid- night on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald a weekly newspaper of general circulation, published and circulated within said City of El Segundo, and which is hereby designated for that purpose.
