AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, EXTENDING A PROHIBITION ON
CONSTRUCTION WITHIN CERTAIN STUDY AREAS
HEREIN DESCRIBED.
WHEREAS, on October 24, 1972, the City Council of the City
of E1 Segundo, California, adopted as an interim zoning ordinance, Ordi-
nane No. 793, entitled:
and
"AN INTERIM ZONING ORDINANCE OF THE CITY
OF EL SEGUNDO, CALIFORNIA, LIMITING THE
USES PERMITTED WITHIN A CERTAIN STUDY
AREA. "; and
WHEREAS, Ordinance No. 793 expired on February 24, 1973;
WHEREAS, on January 8, 1973, the City Council of said City,
after giving notice pursuant to Section 65856 of the Government Code, held
a public hearing and thereafter adopted Ordinance No. 800, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, EXTENDING A PROHIBITION ON
ALL CONSTRUCTION IN THE HEREIN DESCRIBED
AREA EXCEPT AS PERMITTED BY THIS ORDI-
NANCE. ",
which ordinance extended the limitations contained in Ordinance No. 793 for
a period of eight months; and
WHEREAS, on June 5, 1973, the City Council of said City adopted
Ordinance No. 810, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 800
WHICH RELATES TO A PROHIBITION ON CON-
STRUCTION IN A DESCRIBED PORTION OF THE
CITY. ",
which ordinance excluded certain property from the restrictions imposed by
Ordinance No. 800; and
WHEREAS, Ordinance No. 800, as amended, will expire on Octo-
ber 24, 1973; and
WHEREAS, the Planning Department and the Planning Commission
of the City of E1 Segundo have undertaken and are continuing with the study of
rezoning certain property herein described; and
WHEREAS, the Director of Planning has recommended to the
City Council that the prohibition contained in Ordinance No. 800, as amended,
be extended on the property herein described for a period of one year; and
WHEREAS, the City Council as authorized by Section 65858 of
the Government Code, desires to extend said urgency ordinance until Octo-
ber 24, 1974;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. The limitations contained in Ordinance No. 800, as
amended, are hereby extended for a period of one year on the following des-
cribed property located in the City of El Segundo, County of Los Angeles,
State of California:
PARCEL NO. 1:
That area within the City of E1 Segundo generally bounded
by Eucalyptus Drive on the West; Pine Avenue on the North;
Sheldon Street on the East; and on the South by the south-
easterly line of Lot D and the easterly .line of Lot 4, Block
39, El Segundo Sheet No. 7, Map Book 22, pages 54 and 55,
and Grand Avenue. (Recreation Park Area)
PARCEL NO. 2:
That area within the City of E1 Segundo generally bounded
by Sheldon Street on the West; Pine Avenue on the North;
Sierra Street on the East; and on the South by Holly Avenue,
Penn Street, the southerly line of Lot 15, Block 37 and the
southeasterly line of Lot D, E.1 Segundo Sheet No. 7, Map
Book 22, pages 54 and 55. (Tile Plant Area)
PARCEL NO. 3:
That area within the City of E1 Segundo generally bounded
by Grand Avenue on the North; Center Street on the East;
Franklin Avenue on the South; and on the West by the N/S
alley and the East 1/2 of the E/W alley in Block 30, E1
Segundo Sheet No. 1, Map Book 18, Page 69, and Mary-
land Street from Grand Avenue to the first alley south-
erly thereof. ( Sump Area)
SECTION 2. Notwithstanding any provision contained in Title 20
(The Comprehensive Zoning Ordinance) of the "E1 Segundo Municipal Code ",
construction upon, improvement to, and the use of property within the herein -
above described areas other than that presently existing and established by
actual use is suspended and building permits for the construction of buildings
on said property shall not be issued by the Building Department of the City of

E1 Segundo except as follows:
1. On property presently zoned R -1, building permits may
be issued for uses permitted in the R -1 zone.
2. On property presently zoned R -2, building permits may
be issued for uses permitted in the R -2 zone.
3. On property presently zoned R -3 and P, building permits
may be issued for uses presently permitted in the R -3 zone.
SECTION 3. This interim zoning ordinance shall be of no fur-
ther force and effect on or after October 24, 1974.
SECTION 4. This ordinance is hereby declared to be an urgency
measure necessary for the immediate preservation of the public peace, health
and safety and shall take effect immediately upon its adoption, and the facts
constituting such urgency are as follows:
The Planning Commission and Planning Department are
continuing studies concerning this property and this ordi-
nance is necessary so that the interim control first im-
posed by Ordinance No. 793 will be continued uninter-
ruptedly until such studies are completed.
SECTION 5. The City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the book of
original ordinances of said city; shall make a minute of the passage and adop-
tion thereof in the records of the meeting at which the same is passed and
adopted; and shall, within fifteen days after the passage and adoption thereof,
cause the same to be published once in the El Segundo Herald, a weekly news-
paper of general circulation, published and circulated within said City of
El Segundo, and which is hereby designated for that purpose.
