AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING THE "EL SEGUNDO
MUNICIPAL CODE" BY AMENDING SECTIONS
9.06.020, 9.06. 040, 9.06. 060, 9.06. 080, 9. 06. 110
AND 9. 06. 200 AND ADDING SECTION 9.06.220 TO
CHAPTER 9.06 OF SAID CODE RELATING TO THE
REGULATION OF NOISE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. Subsection (4) of Section 9. 06.020 of the
"E1 Segundo Municipal Code" is amended to read as follows:
"(4) Frequency. 'Frequency' of a function periodic
in time shall mean theeciprocal of the smallest increment
of time for which the function repeats itself. The unit is the
cycle per second or hertz. "
SECTION 2. Subsections (5), (6), (7), and (8) of Section
9. 06. 020 of the "El Segundo Municipal Code" are repealed and subsections
(9), (10), (11), (12), (13), (14), (15) and (16) of said section are renumbered
as subsections (5), (6), (7), (8), (9), (10), (11) and (12), respectively, and
subsection (13) is added to said section to read as follows:
"(13) Supplementary Definitions of Technical Terms.
Definitions of technical terms not defined herein shall e obtain-
ed from the American National Standards Institutes Acoustical
Terminology Sl -1 -1971 or the most recent revision thereof."
SECTION 3. The first paragraph of Section 9. 06. 040 of the
"E1 Segundo Municipal Code" is amended to read as follows:
"9.06.040 PRESUMED AMBIENT NOISE LEVEL. When
'ambient noise level' is referred to in this chapter, it shall mean
the higher of the following: (1) the actual measured ambient noise
level or (2) the presumed ambient noise level as determined from
the following chart:"
SECTION 4. Paragraph (b) of Section 9. 06.060 of the "E1
Segundo Municipal Code" is amended to read as follows:
"(b) Prima facie violation. Any noise level exceeding
the ambient level (as the same is defined in Section 9. 06. 040)
at the property line of any property (or, if a condominium or
apartment house, within any adjoining apartment) by more than
five decibels shall be deemed to be prima facie evidence of a
violation of the provisions of this section. "
SECTION 5. Section 9. 06. 080 of the "E1 Segundo Municipal
Code" is amended to read as follows:
