ORDINANCE 77041 -' ORDINANCE NO. 770 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING CHAPTER 16.12 OF THE "EL SEGUNDO MUNICIPAL CODE" WHICH SAID CHAPTER RELATES TO THE PLUMBING CODE. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. Section 16.12. 090 of Chapter 16.12 of the "El Segundo Municipal Code" is amended to read as follows: "16.12.090 SECTION 1. 10 AMENDED - -TO WHOM PERMITS MAY BE ISSUED. Section 1. 10 is amended to read as follows: 'Sec. 1. 10 To Whom Permits May Be Issued. (a) No permit shall be issued to any person to do or cause to be done any work regulated by this code, except to a person holding a valid unexpired and unrevoked Plumbing Contractor's Certificate of Qualification or Registration as required by Section 2. 3, except when and as other- wise hereinafter provided in this section. '(b) A permit may be issued to a properly licensed person not acting in violation of any current contractor licensing law. '(c) Any permit required by this code may be issued to any per- son to do any work regulated by this code on any property in the event that such person is the bona fide owner of such property, provided, that said owner shall personally purchase all materials and shall per- sonally perform all labor in connection therewith. ' " SECTION 2. This ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adoption thereof. SECTION 3. The City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adop- tion thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly news- paper of general circulation, published and circulated within said City of El Segundo, and which is hereby designated for that purpose.
