ORDINANCE 768Ai103 ORDINANCE NO. 768 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING THE "UNIFORM MECHANI- CAL CODE, 1970 EDITION (UNIFORM BUILDING ODE VOLUME II) INCLUDING APPENDICES A, B, AND AND THE "UNIFORM MECHANICAL CODE STANDARDS" THEREOF; REPEALING IN ITS ENTIRETY CHAPTER 16.16 ONDD CHAPTER RELATING THE E "EL SEGUNDO MUNICIPAL CODE TO TH MECHANICAL CODE. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. Chapter 16. 16 of the "El Segundo Municipal Code" is repealed. SECTION 2. Chapter 16.16 is added to the "E1 Segundo Muni- cipal Code" to read as follows: "CHAPTER 16.16 MECHANICAL CODE 1116.16. 010 ESTABLISHED. The "Uniform Mechanical Code, s 1970 Edition (Uniform Building Code Volume II)" including App A, B, and C, and the "Uniform Mechanical Code Standards" thereof, promulgated and published by the International Association of Plumb- ing and Mechanical Officials and the International Conference of Build- ing Officials, three copies of which have been filed and are on file to the office of the City Clerk, d effect as though set out therein bin full. adopted with the same force a "16.16.020 CHANGES AND ADDITIONS TO ODE. The Uni- form Mechanical Code is amended by changing or adding the chapters, sections, and portions of chapters designated in Sections 16. 16. 030 through 16. 16.050 . In order to determine the suitability of alternate materials and construction and to provide for reasonable interpretations of the provisions of this Code and for reasonable variances therefrom where same are found necessary in order to provide for unusual or extraordinary conditions which may arise, there shall be and there is hereby created a Board of Examiners and Appeals, consisting of members. The composed of member- ship of said Board of Examiners and Appeals Mayor and the other members of the City Council. Said members shall ealshold their respective memberships on said Board of Examiners and App by reason of, and concurrently with, their terms of service in their respective city offices above referred to and shall cease to be such members upon their ceasing to be such officers. The Building Director shall be the Secretary to the Board. Section 302 (c) shall be amended to read: '(c) Issuance. The application, plans and specifications filed by an applicant for a permit shall be checked by the Building Official. The plans may be reviewed by other departments of the City to check compliance with the laws and ordinances under their jurisdiction, including all provisions of the E1 Segundo City Code, or hereafter adopted. If the Building Official is satisfied that the work described in an application for permit and the plans filed therewith conform to the requirements of this Code, and other pertinent laws and ordinances, including any and all provisions of the E1 Segundo City Code heretofore or hereafter adopted, including without limi- tation, spe l the n Section 304Eha e been paid, regulations, heshall issue a permit s specs therefor to the applicant. 'When the Building Official issues the permit, he shall endorse in writing or stamp on both sets of plans and specifications "APPROVED '.' Such approved plans and specifications shall not be changed, modified or altered without authorization from the Building Official, and all work shall be done in accordance with the approved plans.' "16.16.050 SECTION 712 ADDED -- ELECTRIC DUCT HEATERS. Section 712 is added to read as follows: 'Sec. 712 Electric Duct Heaters. to electric heaters used for (a) Scope. These provisions apply comfort heating and installed in ducts. These provisions do not apply to those electric heaters which are - an es hatlarerrequired by provisions of the Electric Code to be tested appli- ances required ' and listed as units by a recognized testing laboratory. The unitary appliances include: Electric central heating furnaces; Heat pumps including outdoor and indoor sections; Central cooling air conditioners including outdoor and in- door sections. ' Electric heaters designed for factory or field installation in conjunction with large heat pumps or air conditioning systems that are not within the scope of laboratory standards need not be listed as part of the appliance. The heaters shall be installed to comply with all applicable provisions of subsection (c) of this sec- tion. The heaters shall be located to minimize heat transfer from heating elements to other electrical components or to combustible materials, and the heaters shall be located on the discharge side of the fan motor if the motor is in the duct. ' (b) Special Applications. Electric duct heaters for use in ducts supplied by heat pumps, central cooling air conditioners or other air cooling equipment which may result in condensation of moisture in the duct shall be specifically approved for use with heat pumps or central air conditioning units. Electric duct heaters shall be installed to provide a minimum of four feet between the duct heater and the nearest surface of the heat pump, central cool- ing air conditioner or other air moving appliances. ' (c) Duct Heater Installations. The following requirements are applicable to the installation of all duct heaters: 1 (1) Duct heaters shall only be installed in accessible loca- tions where testing, cleaning and inspection can be done without disturbing the building or fixed appurtenances thereto, such as piping, electric wiring and the like. Duct and duct heater design shall be arranged to provide uniform and adequate air flow over all parts of the heater element. 1 (2) An inspection panel with an area of not less than one hundred forty square inches and a minimum dimension of five inches shall be provided in the duct immediately adjacent to, and on the upstream side of each electric duct heater. The panel shall provide access for cleaning dust and debris from the heater and means for checking concealed heat limiters. The panel shall be marked "Disconnect heater before removing this panel. " 1 (3) Controls for duct heaters and associated blowers shall be arranged so that the blower motor supply circuit is energized on the load side of the blower motor controller whenever the duct heater is energized. 1 (4) Each duct heater shall incorporate two thermally actuated limiting devices (factory installed and laboratory listed) which will disconnect the supply circuit under predetermined limits of tempera - tur e. a. One device shall be of the automatic resetting type set to limit the temperature of the output air to 200° Fahrenheit -3- "'(ninety -three degrees Centigrade) and the temperature on the heater enclosure and outside duct surface to 194° Fahren- heit (ninety degrees Centigrade). This service shall open the supply circuit directly or may open the holding coil circuit of the heater operating contactor. Note. Standards of Underwriters' Laboratories, Inc. , re- quire the automatic resetting limiting device and contactor (if any) to be capable of one hundred thousand cycles of opera- tion. b. The second limiting device shall be one of the types des- cribed in the following and arranged to interrupt the current to the heater when the temperature on the exterior of the duct exceeds 212° Fahrenheit (one hundred degrees Centigrade). 1. A heat limiter of the fusible link type in series with each ungrounded supply conductor; or 2. A thermally activated protector of a type requiring manual resetting in each ungrounded supply conductor; or 3. A heat limiter of the fusible link type or a thermally activated protector of a type requiring manual resetting, which is connected in series with the holding coil of a normally open "safety contactor" that is in series with, and independent of the contactor used to operate the heater. The "safety con- tactor" shall open all ungrounded conductors of the supply cir- cuit. c. The operating points of the high -limit devices shall be determined with the duct heater installed in a test enclosure complying with Paragraph No. 288 of the U. L. Standard for Electric Space- Heating Equipment (U. L. No. 573). The temperature limits specified in 4 -A and B above may be ex- ceeded by not more than 30° Centigrade (fifty -four degrees Fahrenheit) during the first thirty minutes of the abnormal tests listed in Paragraphs 304 to 308, inclusive, of the U. L. Standard for Electric Space- Heating Equipment. ' (5) The frame or enclosure of a duct heater shall be designed to provide a minimum clearance of one -half inch between the heat- ing elements or element sheaths and the wall or liner of any duct in which it can be installed. ' (d) Duct Provisions. Duct heaters may only be installed in metal ducts. No portion of such ducts shall be lined unless the lining material is suitably retained in a manner satisfactory to the Building Official to prevent it from separating from the duct wall and obstruct- ing the air flow over the heating elements. ' Nonmetallic ducts shall not be used within twenty -four inches of the duct heater in each direction of air flow.' SECTION 3. VIOLATIONS AND PENALTIES. It shall be unlaw- ful for any person, firm, or corporation to erect, install, alter, repair, relo- cate, add to, replace, use, or maintain heating, ventilating, comfort cooling, or refrigeration equipment in the jurisdiction, or cause the same to be done, contrary to or in violation of any of the provisions of this Code. Maintenance -4- 17--) of equipment which was unlawful at the time it was installed and which would be unlawful under this Code if installed after the effective date of this Code, shall constitute a continuing violation of this Code. Any person, firm or corporation violating any of the provisions of this Code shall be deemed guilty of a misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this Code is com- mitted, continued, or permitted, and upon conviction of any such violation such person shall be punishable by a fine of not more than $500. 00, or by imprisonment for not more than six months, or by both such fine and imprison- ment. SECTION 4. EFFECTIVE DATE. This ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adoption thereof. SECTION 5. The City Clerk shall certify to the passage and adop- tion of this ordinance; shall cause the same to be entered in the book of origi- nal ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of El Segundo and which is hereby designated for that purpose.
