ORDINANCE NO. 761
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING TITLE 20 (THE COM-
PREHENSIVE ZONING ORDINANCE) OF THE
"EL SEGUNDO MUNICIPAL CODE BY AMEND-
ING CHAPTER 20.34 (GENERAL COMMERCIAL
[C -2] ZONE) AS HEREINAFTER SET FORTH.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALI-
FORNIA, DOES ORDAIN AS FOLLOWS:
J SECTION 1. That Chapter 20.34 entitled "General Commer-
cial (C -2) Zone" of the "El Segundo Municipal Code" is amended to read as
follows:
"CHAPTER 20.34
It GENERAL COMMERCIAL (C -2) ZONE

20.34.010 INTENT.
20.34.020 PERMITTED PRINCIPAL USES.

20.34.100 GENERAL REGULATIONS.
20.34.010 INTENT. This district is comprised of general
commercial areas and certain open lands where such development is
desirable and appears likely to occur. Regulations are designed
to stabilize and protect the general character of the district,
to promote and encourage creation of a general commercial district,
and to prohibit all incompatible activities. Principal uses are,
therefore, restricted to general commercial uses, certain essential
and complimentary uses as permitted under the conditional use
permit, special use permit and specific (precise) plan which will
insure protection of the character of the district.
"20.34.020 PERMITTED PRINCIPAL USES. No building or land
shall be used and no building shall be hereafter erected or
structurally altered, except for one or more of the following
uses:
(1) All principal and accessory uses permitted in the
Commercial- Retail Service (C -RS) zone subject to the regulations
specified herein;
(2) Amusement centers;
(3) Automobile rental and leasing (excluding service and
repairs) ;
(4) Automobile repair garages (including engine, brake,
front end, tune -up work and storage, excluding automobile body
and fender work and automobile painting);
(5) Automobile sales, new and used dealerships (including
service and repairs);
(6) Automobile sales, used (including service and repairs);
(7) Automobile trailer sales, rental and leasing (excluding
service and repairs);
(8) Bakeries (retail and wholesale);
(9) Bars and cocktail lounges, including dancing and
entertainment, or dancing or entertainment, and when located
within 150 feet of any church, school or residential zoned
property, a special use permit shall be required;

(10) Blueprinting and photostating services;
(11) Boats and marine sales and services (excluding manu-
facturing, repairing and testing);
(12) Car washes (self- service and coin - operated);
(13) Commercial wholesales (food, drugs, clothing, furniture,
etc.);
(14) Drive -in restaurants and food -to -go (excluding catering
services); for the purpose of this section, "catering services"
shall include airline caterers, industrial or commercial caterers
utilizing trucks for such services;
(15) Equipment rentals, small;
(16) Frozen food lockers (including wholesaling, processing
and cold storage);
(17) Furniture repair and upholstering;
(18) Golf courses, miniature;
(19) Health spas (including gyms and swimming pools);
(20) Hotels and motor hotels;
(21) Ice, packaged, storage and retail dispensing (five ton
capacity limit);
(22) Laundries, commercial plants;
(23) Lumber, retail yards;
(24) Mobilehome sales, new and used (excluding servicing
and repairs);
(25) Motels;
(26) Motorcycles, motorbikes, sales and service;
(27) Mortuaries;
(28) Newspaper printing establishments;
(29) Nurseries, flowers, plants and trees;

(30) Pawn shops;
(31) Plumbing and electrical retail shops (including storage
and supplies);
(32) Secondhand stores;
(33) Sign shops (hand painted);
(34) Skating rinks;
(35) Studios (recording and dancing, etc.);
(36) Taxidermists;
(37) Trade schools;
(38) Truck campers, sales, rental and leasing (excluding
service and repairs);
(39) Truck rental and leasing (excluding service and repairs);
(40) Veterinary clinics, provided:
A. All animal service and confinement areas shall be in a
fully enclosed, sound attenuated building;
B. Boarding of animals shall be limited to animals recuper-
ating from treatment or required to be confined;
C. All facilities for the treatment and confinement of
small animals shall be designed, constructed and maintained in a
manner meeting the approval of the Director, Veterinary Public
Health Division of the Health Department, State of California.
(41) Wedding chapels;
(42) Any retail business authorized to conduct its operations
in a C -2 zone may conduct a wholesale business incidental to the
retail business in the C -2 zone. For the purpose of this section,
"incidental" shall mean that the wholesale portion of the
business shall not exceed fifty percent of the total gross
receipts of the business during any calendar year.

(43) Conditional use permits when approved in accordance
with Chapter 20.74;
(44) Special use permits when approved in accordance with
Chapter 20.47:
A. Advertising displays and advertising structures,
provided that they conform to Section 20.54.040, Chapter 5.32 and
Chapter 16.34;
B. Car washes, mechanical;
C. Day nurseries, preschools, day -care centers (excluded
from all zones except R -3 and C -2);
D. Service and super service stations;
E. Missions, revivals, circuses, commercial carnivals.
(45) Specific (precise) plans when approved in accordance
with Chapter 20.86.
"20.34.030 LIMITATIONS ON PERMITTED USES. (1) All uses in
the C -2 zone shall be conducted completely within a fully enclosed
building except the following:
A. Automobile rental and leasing, provided that a six -foot
masonry fence shall enclose the entire area; however, masonry fences
paralleling public streets may be reduced to three feet if a
landscaped area (six -foot minimum width) consisting of trees,
shrubs, vines, bushes, flowers and ground coverings with any
combination thereof, is planted and maintained along the street
frontage;
B. Automobile sales, new and used dealerships, except
service and repair areas;
C. Automobile sales, used, except service and repair
areas;

D. Automobile trailer sales, new and used, provided that a
six -foot masonry fence shall enclose the entire area; however,
masonry fences paralleling public streets may be reduced to
three feet if a landscaped area (six -foot minimum width) consist-
ing of trees, shrubs, vines, bushes, flowers and ground coverings
with any combination thereof, is planted and maintained along the
street frontage;
E. Boat and marine sales, except service and repair areas,
provided that a six -foot masonry fence shall enclose the entire
area; however, masonry fences paralleling public streets may be
reduced to three feet if a landscaped area (six -foot minimum
width) consisting of trees, shrubs, vines, bushes, flowers and
ground coverings with any combination thereof, is planted and
maintained along the street frontage;
F. Car washes (self- service and coin - operated);
G. Drive -in restaurants;
H. Equipment rentals, small, provided that all equipment
displayed in open area shall be enclosed by a six -foot masonry
fence; however, masonry fences paralleling public streets may
be reduced to three feet if a landscaped area (six -foot minimum
width) consisting of trees, shrubs, vines, bushes, flowers and
ground coverings with any combination thereof, is planted and
maintained along the street frontage;
I. Golf courses, miniature;
J. Lumber, retail yards, provided that a six -foot masonry
fence shall enclose the entire area; however, masonry fences
paralleling public streets may be reduced to three feet if a
landscaped area (six -foot minimum width) consisting of trees,
shrubs, vines, bushes, flowers and ground coverings with any
combination thereof, is planted and maintained along the street
frontage;
K. Mobilehome sales, new and used, provided that a
six -foot masonry fence shall enclose the entire area; however,
masonry fences paralleling public streets may be reduced to
three feet if a landscaped area (six -foot minimum width)
consisting of trees, shrubs, vines, bushes, flowers and ground
coverings with any combination thereof, is planted and maintained
along the street frontage;
L. Nurseries, flowers, plants and trees, provided that
a six -foot masonry fence shall enclose the entire area; however,
masonry fences paralleling public streets may be reduced to
three feet if a landscaped area (six -foot minimum width) consist-
ing of trees, shrubs, vines, bushes, flowers and ground coverings
with any combination thereof, is planted and maintained along the
street frontage;
M. Plumbing and electrical retail shops (including
storage and supplies), provided that the storage area is
enclosed by a six -foot masonry fence; however, masonry fences
paralleling public streets may be reduced to three feet if a
landscaped area (six -foot minimum width) consisting of trees,
shrubs, vines, bushes, flowers and ground coverings with any
combination thereof, is planted and maintained along the
street frontage;
N. Truck campers, sales, rental and leasing, provided that
a six -foot masonry fence shall enclose the entire area; however,
masonry fences paralleling public streets may be reduced to
three feet if a landscaped area (six -foot minimum width) consist-
ing of trees, shrubs, vines, bushes, flowers and ground coverings

with any combination thereof, is planted and maintained along the
street frontage;
0. Truck rental and leasing, provided that a six -foot
masonry fence shall enclose the entire area; however, masonry
fences paralleling public streets may be reduced to three feet if
a landscaped area (six -foot minimum width) consisting of trees,
shrubs, vines, bushes, flowers and ground coverings with any
combination thereof, is planted and maintained along the street
frontage;
P. Uses as may be specified by a conditional use permit,
special use permit, or specific (precise) plan.
(2) For the purpose of this section, a "fully enclosed
building" shall mean a permanently located building or structure
having a roof and four walls, all of which conform to the "Uniform
Building Code" as adopted by the City.
"20.34.040 PERMITTED ACCESSORY USES. (1) Any building,
structure or use customarily incidental to the permitted principal
use;
(2) Storage uses when used in connection with retail uses
shall be limited to accessory storage of commodities sold at
retail on the premises;
(3) Accessory uses which by their nature must be located
outside of buildings or accessory uses which cannot be reasonably
enclosed.
"20.34.050 HEIGHT REQUIREMENTS. Buildings and structures in
the C -2 zone shall not exceed the height of forty -five feet.
"20.34.060 AREA REQUIREMENTS. (1) Front yard: Every lot
in the C -2 zone shall provide a front yard fi,,,e feet in depth
for a minimum of 50 percent of the lot width, which shall be
landscaped and maintained, or when one of the followinc
conditions apply:
A. When required by a variance, conditional use permit,
special use permit, or specific (precise) plan;
B. If the property classified as C -2 comprises part of
the frontage in a block between intersecting streets and the
remainder of the frontage in the same block is classified for
"R" (Residential) purposes, then the front yard requirement of
the "R" (Residential) zone shall apply;
C. When required by Section 20.34.030.
(2) Side yard: No side yard is required unless one of the
following conditions apply:
A. When required by a variance, conditional use permit,
special use permit, or specific (precise) plan;
B. When required by Section 20.34.030;
C. When the side yard abutts residential zoned property, a
minimum of five feet shall be provided.
(3) Rear yard: No rear yard is required unless one of the
following conditions apply:
A. When required by a variance, conditional use permit,
special use permit, or specific (precise) plan;
B. When the property abuts a public alley, street, or "R"
(Residential) zoned property on the rear, a ten foot minimum yard
shall be provided and surfaced in accordance with the recommenda-
tions of the department of building and safety.

(4) Lot area: A minimum lot area of five thousand square
feet; provided, however, that any lot less than five thousand
square feet created prior to May 14, 1954, shall be deemed to
meet the requirements of this subsection.
1120.34.070 FENCES. Fences in the C -2 zone shall comply
with the requirements of Chapter 20.58 and Section 20.34.030.
1120.34.080 OFF- STREET PARKING AND LOADING SPACES. Off- street
parking and loading spaces shall be provided as required by
Chapter 20.54.
1120.34.090 SIGNS. Signs in the C -2 zone shall comply with
the requirements of Chapter 16.24 and Chapter 5.32.
It 20.34.100 GENERAL REGULATIONS. All buildings and fences
located on corner lots or reversed corner lots in the C -2 zone
shall comply with the requirements of Section 20.58.090.
SECTION 2. That this ordinance shall become effective at mid-
night on the thirtieth day from and after the final passage and adoption thereof.
SECTION 3. That the City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the book of
original ordinances of said city; shall make a minute of the passage and adop-
tion thereof in the records of the meeting at which the same is passed
and adopted; and shall, within fifteen days after the passage and adoption there-
of, cause the same to be published once in the El Segundo Herald, a weekly news-
paper of general circulation, published and circulated within said City of E1
Segundo, and which is hereby designated for that purpose.
