ORDINANCE NO. 752
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING THE "EL SEGUNDO
MUNICIPAL CODE" BY ADDING TO TITLE 14
(PUBLIC UTILITIES) CHAPTER 14.60 ENTITLED
"COMMUNITY ANTENNA TELEVISION SYSTEMS. "
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That Chapter 14. 60, consisting of Sections
14. 60. 010 to 14. 60. 050, inclusive, is hereby added to Title 14 (Public
Utilities) of the "El Segundo Municipal Code" to read as follows:
"CHAPTER 14. 60
COMMUNITY ANTENNA TELEVISION SYSTEMS
"SECTIONS:
14. 60. 010 Franchise Granted - -City Council.
14. 60. 020 Franchise Required to Distribute Signals.
14. 60. 030 Unauthorized Connection -- Receiving Signals.
14. 60.040 Unauthorized Connection -- Payment
14.60.050 Equipment Tampering.
"14.60.010 FRANCHISE GRANTED - -CITY COUNCIL. No
person shall establish, operate, or carry on the business of origina-
ting and distributing television and radio signals unless a franchise
therefor has been granted by the City Council and unless such fran-
chise is in full force and effect.
"14.60.020 FRANCHISE REQUIRED TO DISTRIBUTE SIG-
NALS. No person shall construct, install, or maintain within any
street, or within any privately owned area in the City which has not
yet become a public street, but is designated or delineated as a pro-
posed public street on any tentative subdivision map approved by the
City, any equipment or facilities for originating and distributing any
television signals or radio signals unless a franchise therefor has
been expressly granted by the City Council, and unless such fran-
chise is in full force and effect.
"14.60.030 UNAUTHORIZED CONNECTION -- RECEIVING
SIGNALS. Except with the permission of the franchise holder no per-
son shall make any unauthorized connection, whether physically,
electrically, acoustically, inductively or otherwise, with any part
of the facilities operated by any franchise holder pursuant to the pro-
visions of a franchise for the purpose of taking or receiving televi-
sion signals, radio signals, pictures, programs or sound.
"14.60.040 UNAUTHORIZED CONNECTION -- PAYMENT. Ex-
cept with the approval of the franchise holder no person shall make
any unauthorized connection, whether physically, electrically, acousti-
cally, inductively or otherwise, with any partof the facilities operated
by the franchise holder for the purpose of enabling himself or others
to receive any television signal, radio signal, picture, program or
sound without payment to the franchise holder pursuant to the provi-
sions of the franchise.

"14.60.050 EQUIPMENT TAMPERING. No person without
^� the consent of the franchise holder shall willfully tamper with, re-
move or injure any equipment, used for distribution or origination
of television signals, radio signals, pictures, programs or sound,
owned or operated by any person holding a franchise from the City.
SECTION 2. That this ordinance shall become effective at mid-
night on the thirtieth day from and after the final passage and adoption thereof.
SECTION 3. That the City Clerk shall certify to the passage and
adoption of this ordinance; shall cause the same to be entered in the book of
original ordinances of said city; shall make a minute of the passage and adoption
thereof in the records of the meeting at which the same is passed and adopted;
and shall within fifteen days after the passage and adoption thereof, cause the
same to be published once in the E1 Segundo Herald, a weekly newspaper of
general circulation, published and circulated within said City of El Segundo
and which is hereby designated for that purpose.
