ORDINANCE 7414447' ORDINANCE NO. 741 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING TITLE 20 (THE COM- PREHENSIVE ZONING ORDINANCE) OF THE "EL SEGUNDO MUNICIPAL CODE" BY AMEND- ING SECTIONS 20. 54.060 AND 20. 54. 100 RELA- TING TO OFF-STREET PARKING AND LOADING SPACES, RESPECTIVELY. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Title 20 (The Comprehensive Zoning Ordi- nance) of the "El Segundo Municipal Code" is amended by amending Sec- tions 20. 54. 060 and 20. 54. 100 to read as follows: 1120.54.060 GENERAL REQUIREMENTS. The following general requirements shall apply: (1) Size and Access: A. For nonresidential uses, each off street parking space shall have an area of not less than one hundred and seventy square feet, exclusive of drives or aisles, and a width of not less than eight and one -half feet. Each space shall be provided with adequate ingress and egress. B. For residential uses in all R zones and the P zone, parking facilities shall be in a building enclosed on at least three sides and, in the case of single family dwellings, each parking space shall be not less than ten feet wide by twenty feet long; in the case of two family dwellings, the parking space shall be not less than eighteen feet wide by twenty feet long; in the case of multiple family dwellings, not less than nine feet wide by twenty feet long for each unit, except where there is a partition or partitions, in which event, one foot of additional width shall be provided for each partition, and all the parking spaces shall have adequate provision for ingress and egress. In the C -2 zone, if a building is erected or structurally altered to provide for residential uses above the main floor, a garage need not be constructed; however, sufficient parking spaces must be established and permanently maintained to give the minimum of parking spaces required for the ground floor plus those required for dwelling units. (2) Location: All off- street automobile parking facilities shall be located as follows: � t I A. All parking spaces shall be located on the same lot or building site as the use for which such spaces are required; provided, however, that such parking spaces for commercial, business, industrial, or warehouse uses may be. located on a different lot or lots, all of which are less than 300 feet distant from the use for which it is required, and such lot or lots are under common ownership with the lot or building site for which such spaces are required. Such distance shall be measured along a straight line drawn between the nearest point on the premises devoted to the use served by such parking facilities and the nearest point on the premises providing such parking facilities; B. All parking spaces required for multiple - family dwell- ings, dormitories, fraternity or sorority houses, boarding houses, lodging houses and rooming houses, shall be located within buildings regardless of the zone in which such use or such spaces are located. All parking spaces required for one - family dwellings or two - family dwellings shall be located within a fully enclosed building; C. For uses other than those specified above, not over three hundred feet from the building they are required to serve; provided such lot or lots are under common ownership with the lot or building site for which such spaces are required; D. No parking space required for any residential use shall be located, in whole or in part, in any required front or side yard. (3) Mixed occupancies: In the case of mixed uses in a building or on a lot, the total requirements for off - street parking facilities shall be the sum of the requirements for the various uses computed separately. Off- street parking facilities for one use shall not be considered as providing required parking facilities for any other use except as hereinafter specified for common facilities. (4) Common parking facilities: Common parking facilities, public, or private, may be provided in lieu of the individual requirements contained herein, provided the total of the off - street parking spaces, when used together, shall not be less than the sum of the various uses computed separately, but the facilities shall be approved by the planning commission as to size, shape, ingress, egress, and location to sites to be served. When such common parking facility is to occupy a site of five thousand square feet or more, then the parking requirements as specified herein for each of two or more participating buildings or uses may be reduced not more than ten percent upon approval of plans by the planning commission in the manner prescribed for a variance. (5) Plans: The plan of the proposed parking area shall be submitted to the building department at the time of the application for the building permit for the building to which the parking area is accessory. The plans shall -2- 44.4- t, clearly indicate the proposed development, including location, size, shape, design, curb cuts, lighting, land- scaping and other features and appurtenances of the proposed parking lot. Any buildings in parking areas shall be subject to the same restrictions governing accessory buildings as defined in the zone in which the parking area is located." "20.54.100 REQUIRED LOADING SPACE. Every main building hereafter erected, structurally altered, designed or used for commercial, manufacturing or industrial purposes in a C, C -M or M zone shall be provided with loading space as follows: (1) Buildings containing five hundred square feet of area or less need not provide for such loading space. (2) All loading spaces shall be in addition to the required off - street parking spaces set forth in Section 20.54.020 and shall be developed and maintained in accordance with Section 20.54.090 of this Chapter. (3) All buildings requiring a loading space shall be provided with a space containing a minimum of four hundred square feet; ten foot minimum width; adequate ingress and egress; and a minimum of fourteen feet vertical height clearance. (4) When the building is located on a site contiguous to a public alley, the required loading space shall have a minimum width of forty feet measured parallel to the alley line, and a minimum depth of ten feet measured perpendicular to the alley line. Such loading space shall have a fourteen foot vertical height clearance, except: On lots less than forty feet in width, the required loading space shall extend across the full width of the lot at the alley line, but need not exceed ten feet in depth. (5) The required loading space may be provided for within a building when such building is designed to include ingress and egress to the loading space which shall contain the equivalent requirement as set forth in subsection (3) of this section. (6) All loading spaces being maintained in connection with an existing main building shall be maintainer] so long as the building remains; provided, that this section shall not require the maintenance of more loading space than required herein for new buildings, nor the maintenance of such space in any other zone or for any building other than those specified herein. -3- 444 SECTION 2. That this ordinance shall become effective at mid- night on the thirtieth day from and after the final passage and adoption thereof. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of El Segundo, and which is hereby designated for that purpose.
