ORDINANCE 706ORDINANCE NO. 706 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 695 OF SAID CITY AND THE "INTERNATIONAL ASSOCI- ATION OF PLUMBING AND MECHANICAL OFFICIALS UNIFORM PLUMBING CODE, 1967 EDITION.," THERE- IN ADOPTED BY AMENDING SECTION 1. 5 OF SAID CODE RELATING TO RIGHT OF ENTRY. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 1. 5 of Part I of the "International Association of Plumbing and Mechanical Officials Uniform Plumbing Code, 1967 Edition, " of the City of El Segundo, California, adopted by Ordinance No. 695, passed and adopted on the 8th day of July, 1968, is amended to read as follows: "Sec. 1.5- -Right of Entry. (a) The Administrative Author- ity, or his duly authorized representative, shall have the authority to enter any building or premises for the purpose of investigating the existence of suspected or reported damage or defects which constitute an immediate danger to human life or an immediate hazard to public safety or health. "(b) Except in emergency situations as defined in Section 1. 5 (a) of this Code, the Administrative Authority, or his autho- rized representative, shall not enter any building or premises with- out the consent of the owner or occupant thereof, unless he possesses a reasonable search warrant authorizing entry and search of the pre- mises. "(c) No person shall hinder or prevent the Administrative Authority, or his authorized representative, while in the perform- ance of the duties described in subsections (a) and (b), from enter- ing upon and into any and all premises under his jurisdiction, at all reasonable hours, for the purpose of inspecting the same to deter- mine whether or not the provisions of this Code and all other appli- cable laws or ordinances pertaining to the protection of persons or property, are observed therein." SECTION 2. That this ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adop- tion thereof. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the pass- age and adoption thereof in the records of the meeting at which the same 4 ; -4 7 is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circu- lated within said City of El Segundo and which is hereby designated for that purpose.
