ORDINANCE 6614191 ORDINANCE NO. 661 A TEMPORARY INTERIM ZONING ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING "THE CODE OF THE CITY OF EL SEGUNDO, CALIFORNIA, 1958, " BY AMENDING CHAPTER 34 (THE COMPREHENSIVE ZONING LAW) TO ESTABLISH SETBACK LINES ON EL SEGUNDO BOULEVARD BETWEEN AVIATION BOULEVARD AND SEPULVEDA BOULEVARD, WITHIN SAID CITY. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. This ordinance is adopted pursuant to the terms and provisions of Section 65858 of the Government Code which provides that where the planning commission of a city, in good faith, is conducting or intends to conduct studies within a reasonable time, for the purpose of recommending the adoption of an amendment or addition to the zoning ordinance, the legislative body to protect the public safety, health and welfare, may adopt, as an urgency measure, a temporary interim zoning ordinance prohibiting any uses which may be in conflict with such zoning ordinance. SECTION 2. The Planning Commission of the City of El Segundo, in good faith, will conduct a study for the purpose of hold- ing public hearings and making recommendations to the City Council relative to the adoption of an amendment to Chapter 34, (The Compre- hensive Zoning Law) of "The Code of the City of El Segundo, California, 1958, " to control and permit the uniform and orderly development, for the greatest benefit of the property owners and the city, of El Segundo Boulevard between Aviation Boulevard and Sepulveda Boulevard. SECTION 3. Notwithstanding any provision contained in Chapter 34 (The Comprehensive Zoning Law) of said Code, construction upon, improvements to, and use of property within the hereinabove des- cribed area other than that presently existing and established by actual use, is suspended, and building permits for the construction of buildings on said properties shall not be issued by the Building Department of the 419A,21 City of El Segundo except upon approval of the Planning Commission of the City of E1 Segundo first had and obtained. SECTION 4. That this Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the pub- lic peace, health and safety and shall take effect immediately upon its adoption, and the facts constituting such emergency are as follows: The City Planning Commission and Planning Department, in good faith, intend to conduct studies within a reasonable time and this Ordinance is necessary to prohibit any use which may be in conflict with such zoning ordinance or ordinances to estab- lish and maintain setback lines which they may recommend for adoption by the City Council, in connection with the planned widening of El Segundo Boulevard. SECTION 5. This temporary interim zoning ordinance shall be of no further force and effect ninety days from the date of adoption hereof; provided, however, that after notice pursuant to Section 65856 of the Government Code and public hearing the City Council may extend such temporary ordinance for an additional period of time as permitted by law. SECTION 6. That the City Clerk shall certify to the passage and adoption of this Ordinance; shall cause the same to be entered in the book of original ordinances of said City; shall make a minute of the pass- age and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circu- lated within said City of El Segundo and which is hereby designated for that purpose.
