AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING "THE CODE OF THE
CITY OF EL SEGUNDO, CALIFORNIA, 1958, " BY
AMENDING SECTIONS 10. 1, 10, 8, 10. 9, 10. 12,
10. 19, 10. 21, 10. 25; AND ADDING SECTION 10. 11. 1
TO THE ELECTRICAL CODE REULATIONS THERE-
OF, AS HEREINAFTER SET FORTH.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALI-
FORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That "Chapter 10" of "The Code of the City of
El Segundo, California, 1958, " is amended by adding Section 10. 11. 1, and
amending Sections 10. 1, 10. 8, 10. 9, 10. 12, 10. 19, 10, 21 and 10. 25 as
follows:
That next following the fifth unnumbered paragraph of Section 10. 1,
and beginning with the words "Chief electrical inspector" and ending with
the word "city, " the following definitions are added:
"ELECTRICAL CONTRACTOR: An Electrical Contractor is
a California state licensed Electrical Contractor engaged in
the business of installing, altering or repairing electrical
wiring or equipment.
"ELECTRICIAN - CERTIFIED: A Certified Electrician is
an employee (a) who is qualified by training and experience
in the installation or repairing of electrical wiring or equip-
ment or systems for the purpose of providing lighting or
power and has been certified as such pursuant to the success-
ful completion of a written examination administered by the
Chief Electrical Inspector; (b) an employee who possesses a
current C -10 license issued by the California Department of
Vocational Standards.
"ELECTRICIAN - MAINTENANCE: A Maintenance Electri-
cian is a person qualified by training and experience to per-
form electrical maintenance work as determined through
tests administered by the Chief Electrical Inspector and regu-
larly employed in accordance with the provisions of Sections
10. 11 and 10. 12 of this Chapter. "; and
that the fourth and ninth unnumbered paragraphs of said Section 10. 1 begin-
ning with the words "Certified electrician" and "Maintenance electrician, "
respectively, are deleted.
That the first unnumbered paragraph of Section 10. 8 is amended to
read as follows:

"Applications for electrical permits, describing the work
to be done, shall be made in writing by an Electrical Contrac-
tor or his authorized representative. Where a license is re-
quired by an ordinance of the City, a permit shall not be issued
unless the applicant has such a license, except as provided in
Section 10. 9 of this Code; and
that the third unnumbered paragraph of said Section 10. 8 beginning with the
words "Application may" is deleted.
That Section 10. 9 is amended to read as follows:
"SEC. 10. 9. SAME - OWNER'S PERMIT. An owner's special
permit may be issued authorizing a person to personally install,
alter, change or repair electrical equipment of a single - family
dwelling owned and occupied or intended to be occupied by him. "
That Section 10. 11. 1 is added to read as follows:
"SEC. 10. 11. 1. ANNUAL COMPREHENSIVE PERMIT. Any
person regularly employing Certified Electricians may apply
for an Annual Comprehensi ft Permit for the purpose of installa-
tions, alterations or repairs of electrical systems or equipment
on his own premises. Applications for Annual Comprehensive
Electrical Permits shall be made by completing City forms pro-
vided for such purpose. Each application shall recite all condi-
tions under which such permit is granted and shall carry the
name of each person who is a Certified Electrician. "
That the first sentence of Section 10. 12 is amended to read as follows:
"Holders of Annual Maintenance and Annual Comprehensive Per-
mits are entitled to perform all electrical maintenance or elec-
trical work, respectively, on the premises described in the per-
mit. "
That Section 10. 19 is amended by adding Items 28 and 29, and amending
Items 26 and 27 to read as follows:
"26. For each Annual Comprehensive or Maintenance Elec-
trical Permit at the time when such permit is
issued . . . . . . . . . . . . . . . . $ 20.00
27. Fees for all new work under an Annual Comprehen-
sive or Maintenance Electrical Permit since the
date of the last previous inspection shall be paid
according to the above schedule at the time when
such work is inspected. Such fees shall be in addi-
tion to the fee paid at the time when the annual per-
mit is issued.
28. For each service, including additions, relocations,
increases or other changes:
300 volts or less . . . . . . . . . . . 2.00
For services more than 300 volts . . . 5.00
29. For temporary power pole installations. . . . 2. 00"
That Section 10. 21 is amended to read as follows:
"SEC. 10. 21. INSTALLATION OF WIRING - GENERALLY.
All wiring installed in or on buildings or structures shall be
in rigid metal conduit or electrical metal tubing. EXCEP-

TION: (a) Concealed flexible metal conduit may be in-
stalled in single and multiple unit resident buildings; and
(b) Non - concealed flexible metal conduit may be installed
in garages of single family resident buildings."
That the first unnumbered paragraph of Section 10. 25 is amended to
read as follows:
"Two and Three -wire Services. All single -phase lighting
loads of less than three thousand three hundred watts or
with not more than two circuits may be served by two wires.
Greater loads than three thousand three hundred watts shall
be served by three wires. Thirty - ampere switches shall
not be used for a three -wire service supplying more than
four branch circuits. Where an installation has been wired
and arranged for three -wire service, two -wire energy sup-
ply or two -wire service shall not be connected thereto with-
out the written approval obtained in advance from the Chief
Electrical Inspector. Except for temporary construction
services, signboards and buildings under six hundred square
feet, services shall have a minimum of one hundred ampere
bus capacity and 1 -1/2" galvanized or sherardized conduit. "; and
that the second unnumbered paragraph of said Section 10.25, beginning
with the words "Space for," and ending with the word "switch," is amended
to read as follows:
"Service Conductors. The minimum size service conductors
shall be of #6 A. W. G. wire or better and shall be capable of
carrying the full connected load."; and
that the seventh unnumbered paragraph of said Section 10.25 beginning
with the words "Master service switch," is amended to read as follows:
"Service Switches. All electrical services shall be pro-
vided with a main switch capable of interrupting the entire
load. EXCEPTION: Dwellings having from one to, but not
exceeding, six subdivisions of load may be served by one
set of service conductors without a master service switbh;
provided that the voltage to ground does not exceed 150 volts;
and that all subdivisions of load are protected by circuit
breakers installed in a single dead front cabinet, or in a
separate enclosure, or by switches with approved non-
tamperable fuses. Such equipment shall be grouped at
the nearest readily accessible point to where the service
conductors enter the building. The top of such cabinet
shall be not more than six feet six inches (616 ") above the
floor. This exception does not apply when there are sub-
divisions of service. (Note. Install meters and metering
equipment as required by the serving utility. )"
SECTION 2. That this ordinance shall become effective at
midnight on the thirtieth day from and after the date of the final passage
and adoption thereof.
SECTION 3. That the City Clerk shall certify to the passage

and adoption of this Ordinance; shall cause the same to be entered in
the book of original ordinances of said city; shall make a minute of the
passage and adoption thereof in the records of the meeting at which the
same is passed and adopted; and shall, within fifteen days after the pass-
age and adoption thereof, cause the same to be published once in the
E1 Segundo Herald, a weekly newspaper of general circulation, published
and circulated within said City of El Segundo, and which is hereby desig-
nated for that purpose.
