OF THE CITY OF EL SEGUNDO, ` CALIFORNIA,
AMENDING ORDINANCE NO. 507 (THE COMPRE-
HENSIVE ZONING ORDINANCE) OF SAID CITY
DEFINING "BACHELOR APARTMENT" AND PRO-
HIBITING ALL CONSTRUCTION NOT IN CONFORM-
ITY WITH SAID DEFINITION.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. This Ordinance is adopted pursuant to the
terms and provisions of Section 65806 of the Government Code which
provides that where the planning commission of a city, in good faith,
is conducting or intends to conduct studies within a reasonable time,
for the purpose of recommending the adoption of an amendment or
addition to the zoning ordinance, the legislative body to protect the
public safety, health and welfare, may adopt, as an urgency measure,
a temporary interim zoning ordinance prohibiting any uses which may
be in conflict with such zoning ordinance.
SECTION 2. The Planning Commission of the City of El
Segundo, in good faith, is conducting a study for the purpose of hold-
ing public hearings and making recommendations to the City Council
relative to the adoption of an amendment to Ordinance No. 507 (the
Comprehensive Zoning Ordinance) of this City, and in particular to
amend Section 207 thereof, to read as follows:
" 'Bachelor Apartment' shall mean a room with
bath, without cooking facilities, with an exterior
door, independent or interconnected with a dwell-
ing unit in a multiple dwelling. "
SECTION 3. Notwithstanding any provision contained in
Ordinance No. 507 (the Comprehensive Zoning Ordinance) construction
upon, improvements to, and use of property in conflict with the require-
ments of the proposed amendment, and within the City of El Segundo,
other than that presently existing and established by actual use, is sus-
pended; and building permits for the construction of buildings shall not
be issued by the Building Department of the City of El Segundo for any

use which may be in conflict with the requirements of the proposed
amendment to said Zoning Ordinance No. 507.
SECTION 4. That this Ordinance is hereby declared to
be an amergency measure necessary for the immediate preservation
of the public peace, health and safety and shall take effect immediately
upon its adoption, and the facts constituting such emergency are as
= follows:
The City Planning Commission and Zoning Administrator,
in good faith, intend to conduct studies within a reasonable
time and this Ordinance is necessary to prohibit any use
which may be in conflict with such zoning ordinance or
ordinances which they may recommend for adoption by
the City Council.
SECTION 5. This temporary interim zoning ordinance
shall be of no further force and effect one year from the date of adop-
tion hereof; provided, however, that after notice pursuant to Section
6061 of the Government Code and public hearing the City Council may
extend such temporary ordinance for an additional period of time as
permitted by law.
SECTION 6. That the City Clerk shall certify to the pass-
age and adoption of this Ordinance; shall cause the same to be entered
in the book of original ordinances of said City; shall make a minute of
the passage and adoption thereof in the records of the meeting at which
the same is passed and adopted; and shall within fifteen days after the
passage and adoption thereof, cause the same to be published once in
the El Segundo Herald, a weekly newspaper of general circulation, pub-
lished and circulated within said City of El Segundo and which is hereby
designated for that purpose.
