ORDINANCE NO. 600
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING "EL SEGUNDO CITY
CODE, 1958" BY AMENDING "CHAPTER 6. BILL-
BOARDS AND SIGNBOARDS, " OF SAID CODE, AS
HEREINAFTER SET FORTH.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALI-
FORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. That Sections 6. 1 through 6. 5 of Chapter 6, cap-
tioned, "Billboards and Signboards," of "The Code of the City of El Segundo,
California, 1958," shall be, and the same are hereby, amended, and Sec-
tions 6. 6 through 6. 19 are added thereto, so as to read as follows:
"CHAPTER 6.
BILLBOARDS, SIGNBOARDS,
SIGNS AND OUTDOOR ADVERTISING
"Sec. 6.1. DEFINITIONS.
"For the purpose of this Code, certain terms, phrases,
words and their derivatives shall be defined as follows:
"BILLBOARD is any sign erected for the purpose of adver-
tising a product, event, person or subject whether or not related
to the premises on which said sign is located, and containing a
surface or display area of three hundred (300) square feet or
more. A signboard is a billboard.
"BUILDING LINE. For the purpose of this chapter a prop-
erty line shall also mean a building line whose boundaries are
established by a building line ordinance.
"COMBINATION SIGN, is any sign incorporating any combi-
nation of ground projecting or roof signs.
"FACE OF BUILDING is the general outer surface, not in-
cluding cornices, bay windows or other ornamental trim, of any
main exterior wall of a building.
"GROUND SIGN is a detached sign erected upon or supported
by the ground.
"PROJECTING SIGN is a sign other than a wall sign sus-
pended from or supported by a building or structure and project-
ing therefrom.
"ROOF SIGN is a sign erected upon or above a roof or para-
pet wall of a building or structure.
"SIGN is a display board, screen, structure, object or part
thereof, used to announce, declare, demonstrate, display or
otherwise advertise and attract the attention of the public.
"WALL SIGN is a sign attached to or erected against the wall
of a building or structure, with the exposed face of the sign in a

"plane approximately parallel to the plane of said wall.
"Sec. 6.2. GENERAL REQUIREMENTS.
"This chapter is intended to regulate the construction, erec-
tion, alteration, repair and maintenance of all signs, and their
supports in the City of El Segundo, except ground signs extending
not more than six feet (61) above grade.
Na) Permits. A_huilding permit as specified in Section 301
of the Uniform Building Code, shall be required for every sign and
sign structure regulated by this chapter. Where signs are illumi-
nated by electric lighting, a separate Electrical Permit shall be
obtained as required by the Electrical Code, and shall conform to
the requirements of Sec. 2552, Electrical Safety Orders.
"(b) Plans. Two copies of plans and specifications shall be
submitted with the application for permit for each sign except
cloth and banner signs. Such plans shall show complete details,
method of attachment or support, location and materials to be used,,
Plans for supports of all roof signs and other signs subject to ex-
cessive stresses, or imposing stresses, shall be accompanied by
structural computations, prepared by a licensed Civil or Structural
Engineer. Sufficient data shall be submitted to show that the sup-
porting surface and other members of an existing building to which
a sign is to be attached, are in acceptable condition, and can ade-
quately support the additional load.
NO Design and Construction. Sign frames and supporting con-
struction shall be designed and constructed as provided in Part VI
of the Uniform Building Code, with the following exceptions:
1. All portions of such structures sixty feet (601) or
less above grade shall be designed for wind pressure
of not less than twenty (20) pounds per square foot,
provided that ground signs not exceeding thirty -five
feet (351) in height shall be designed for a wind pres-
sure of not less than fifteen (15) pounds per square
foot. All portions of such structures more than sixty
feet (601) above grade shall be designed for a wind
pressure of not less than thirty (30) pounds per square
foot.
2. Structural steel members shall be not less than one -
quarter inch (1/4") thick if ungalvanized and three -
sixteenths inch (3/16") thick if all members including
bolts and fastenings are galvanized. Bolts and rivets
used in sign structures supporting signs one hundred
(100) square feet or more, shall be not less than one -
half inch (1 / 2 ") in diameter. On such structures sup-
porting signs less than one hundred (100) square feet
in area, bolts and rivets shall be not less than three -
eighths inch (3/8 ") in diameter. Supports shall be de-
signed so that all loads and reactions shall be trans-
mitted to the ground through the structural frame-
work and walls of supporting buildings or structures.
"Sec. 6. 3. SIGNS ERECTED ON BUILDINGS OR STRUCTURES.
"Signs erected on buildings or structures shall be securely
attached by means of adequate metal brackets, expansion bolts, or
through bolts. No material, part, portion or equipment thereof or
therefor shall be used which may become dangerous because of vibra-
tion, corrosion, disintegration or for any other reason whatsoever.

"Wire other than stranded cable shall not be considered as ade-
quate fastening, except for cloth and banner signs. If supports
of an existing structure are found to be inadequate, they shall be
strengthened to the satisfaction of the Building Official before
the sign is erected.
"Sec. 6.4. PROJECTION AND CLEARANCE.
"Signs may project over a public street, public sidewalk or
building line a distance as determined by the clearance of the
bottoms thereof above the level of the sidewalk or grade immedi-
ately below, as follows:
Clearance less than eight feet (81), six -inch (6 ") projection;
Clearance from eight feet (81) to ten feet (101), one -foot (11)
projection; and above eight feet (81), for each additional two -
foot (21) clearance, an additional one -foot (11) projection;
provided that no structure shall have a projection of more
than five feet (51); and provided further that a projecting
sign built above and in connection with a marquee may have
such a projection of five feet (51) without clearance between
sign and marquee; and provided further that no structure
shall project beyond the curb line, regardless of clearance
above grade.
Signs projecting more than six inches (6 ") from the face of
a building over private property used or intended to be used
by the general public, shall have a minimum clearance of
eight feet (81) above said sidewalk or grade.
Projecting signs attached to a building shall be of incom-
bustible materials, or of not less than one -hour fire- resis-
tive construction, as specified in Chapter 43 of the Uniform
Building Code.
"Sec. 6.5. MATERIALS.
"Signs and their supports may be constructed of any material
allowed in this chapter for the classification and location of sign to
be erected. Glass used in signs shall be of the size, thickness and
type given in Table No. 1.

The thickness of any such sign shall not exceed the following:
For a maximum projection of five feet (51), a thickness of
two feet (21).
For a maximum projection of four feet (41), a thickness of
two feet, six inches (216").
For a maximum projection of three feet (31), a thickness of
three feet (31).

"EXCEPTION: Surfaces of signs not more than fifty -five
feet (551) above grade may be of plastic material provided the
flammability is not greater than two and one -half inches (2 -1/2 ")
per minute when tested and approved under Uniform Building
Code Standard 52 -2 -58.
"Sec. 6.6. PROHIBITED LOCATIONS.
"No sign shall project into any alley whatsoever below a
height of fourteen feet (141) above grade or more than six inches
(6 ") when over fourteen feet (141).
"No sign shall be erected in such a manner that any portion
of its surface or supports will interfere in any way with the free
use of any fire escape, exit or standpipe, or obstruct any required
ventilator, door, or stairway. No sign shall obstruct the free use
of any window on the same premises. No sign shall be erected in
such a manner as to interfere with, mislead or confuse traffic.
"Sec. 6.7. COMBINATION SIGNS.
"Each portion of a sign which is subject to more than one
classification, shall meet the requirements for the classification
to which such portion is subject.
"Sec. 6.8. IDENTIFICATION.
"Every sign shall identify the firm responsible for its erec-
tion by name, address and phone, and except for ground signs, the
weight of the sign, plainly placed on the exterior surface of the sign
body in a location where such information will be readily visible,
after installation and erection.
"Sec. 6.9. MAINTENANCE.
"Signs and sign structures shall be maintained at all times in
a state of good repair, with all braces, bolts, clips, supporting
frame and fastenings free from deterioration, termite infestation,
rot, rust or loosening. They shall be able to safely withstand at
all times, the wind pressure for which they were originally de-
signed, and in no case less than fifteen (15) pounds per square foot.
"Sec. 6. 10. GROUND SIGNS.
"Ground signs of wood shall have all the members which ex-
tend into the ground protected with an approved preservative.
"Sec. 6. 11. WALL SIGNS.
"Wall signs exceeding a height of fifteen feet (15') above grade
shall have a frame of incombustible material, but may have orna-
mental moldings and lattice work of combustible material. No wall
sign shall have a projection over any public street, other public
property or building line as defined herein, greater than twenty -
four inches (24 "). No wall sign shall extend above the roof of High=
est parapet wall immediately adjacent thereto.
"Sec. 6.12. ROOF SIGNS.
"(a) Access. Passages clear of all obstructions shall be left
under all signs exceeding a height of four feet (41) above the roof
thereunder or immediately adjacent thereto. There shall be one
such passage or access opening for each building covered and at

"least every fifty feet (501) in the length of the sign, and when
such signs are at right angles to a face of the building, within
twenty feet (201) of parapet or exterior walls. Such passages
shall be not less than three feet (31) wide and four feet (41) high
and shall be at the parapet or roof level.
"(b) Height. No solid roof sign or solid portion of a roof
sign on a Type II, III, IV or V building or structure shall exceed
a height of thirty feet (301) above the top of the parapet wall near-
est the sign, or above the highest point of the roof directly under
the sign in case there is no parapet wall, unless constructed in-
tegral with the building or structure or unless its supporting
frame extends directly to the ground. The height above a Type I
structure is unlimited.
"(c) Construction. Roof signs shall be designed as required
in Chapter 23 of the Building Code. They shall be of incombustible
material, except that wood moldings and two -inch (2 ") thick plank
walkways may be used. Blocks, angles, or supports fastened to
the roof, shall be so located as not to interfere with the drainage
of the roof, and where necessary, flashing or counterflashing shall
be placed.
"Sec. 6.13. MARQUEE SIGNS.
"Signs may be placed on, attached to, or constructed in a
marquee and such signs shall, for the purpose of determining pro-
jection, clearance, height and material, be considered a part of
and shall meet the requirements for a marquee. Projecting signs
attached to a building may also be attached to a marquee.
"Sec. 6.14. CLOTH AND BANNER SIGNS.
"Cloth and banner signs placed on buildings shall be strongly
constructed and securely attached flat against the building. They
shall be removed as soon as torn or damaged.
"Sec. 6.15. FEES.
"Every applicant, before the granting of a permit hereunder,
shall pay to the City the following permit fees for each sign or
other advertising structure regulated by this Ordinance:
(a) Signs up to fifty (50) square feet in area 3.00
(b) Signs fifty (50) to ninety -nine (99) square feet in

(g) Fees for the alteration of a nonconforming sign

"In addition to the foregoing, each applicant shall, at the time
an application is filed, pay to the City a plan check fee equal to one-

half (1 / 2) of the above applicable sign permit fee, when struc-
tural plans are required. Payment of such fee shall be required
for all signs, except for small, unimportant or temporary signs.
"Sec. 6.16. PERMIT --- REQUIRED.
"Before any billboard or signboard may be erected upon any
premises within the city, application shall be first made to the
City Council for a permit to do so.
"Sec. 6.17. PERMIT -- APPLICATION.
"The application for the permit required by Section 6.16 of
this Code shall show the name and address of the applicant; a
sketch of the proposed billboard or signboard; a specification of
materials of which the same is to be constructed and a descrip-
tion of the premises upon which the same is proposed to be loca-
ted. The application shall be filed with the Director of Building
Safety and shall be by him delivered to the City Council at the
next regular meeting thereof after the filing of the same. The
City Council, upon consideration of the application, may either
allow or disallow the application as the public interest, conven-
ience; or safety of the city in the discretion of the City Council
may require.
"Sec. 6.18. PERMIT -- ISSUANCE; CONTENTS.
"Upon the allowing of an application for the permit required
by Section 6. 16 of this Code, the City Council shall direct the
Director of Building Safety to issue a permit therefor, showing
among other matters thereon, the person to whom the same is
issued, the character of the board to be erected, the location
upon which the same is to be erected and in addition to any other
matter thereon contained, shall be printed the following:
"'The City Council reserves the right to revoke the within
permit at any time upon refunding to the holder thereof the pro
rata portion of the license fee paid therefor, whenever in the
discretion of the council the public interest and necessity or
safety of the city demand that the same be removed, " which
right is hereby expressly reserved to the City Council; provi-
ded, however, that no permits for any billboard or signboard
shall be issued unless such board is to be constructed of accept-
able material for frame supports, border and bracing with an
advertising surface of metal or other acceptable material.
'Sec. 6.19. DISTANCE TO BE ERECTED ABOVE SURFACE OF
GROUND; CONSTRUCTION REQUIREMENTS.
"The bottom of any billboard or signboard shall not be less
than one foot (11) above the surface of the ground. The whole of
any billboard or signboard must be substantially constructed and
erected so as to effectively withstand a wind pressure of at least
fifteen pounds (15 #) per square foot. "
SECTION 2. That this ordinance shall become effective at
midnight on the thirtieth day from and after the final passage and adop-
tion thereof.
SECTION 3. That the City Clerk shall certify to the pass-
age and adoption of this ordinance; shall cause the same to be entered

in the book of original ordinances of said city; shall make a minute of
the passage and adoption thereof in the records of the meeting at which
the same is passed and adopted; and shall, within fifteen days after the
passage and adoption thereof, cause the same to be published once in
the El Segundo Herald, a weekly newspaper of general circulation, pub-
lished and circulated within said City of E1 Segundo and which is hereby
designated for that purpose.
