CALIFORNIA, DOES ORDAIN AS FOLLOWS:

SECTION 1. That the Appendix of the " Uniform Building4

Code, 1961 Edition, Volume I" of the City of El Segundo, California, °.
adopted by Ordinance No. 594 of said City, passed and adopted on the
10th day of December, 1962, is amended by adding a new chapter
thereto, to be known and designated as "Chapter 54 - Helistops, " and `.

"Sec. 5401. ELEVATED HELISTOPS. Permits for the.

operation of an elevated helistop facility may be issued pursuant
to the following criteria, regulations and conditions, both as set

forth herein and as deemed necessary by the Planning Commission,:,:
Before a building permit for an elevated helistop can be issued,
approval through an "Unclassified Use Permit" must be obtaine4

from the City Planning Commission.
A. DEFINITIONS.
1. CLASSIFICATION. Helicopters are classified by gross
weight as follows:
Class I up to 3, 500 lbs.
Class II over 3, 500 lbs. to 6, NO lbs.
Class III over 6, 000 lbs. to 12, 500 lbs.'
2. PERIPHERAL AREA. The peripheral area is an ob-
struction-free area encompassing all sides of the heli -`
stop.
3. TAKE -OFF AND LANDING AREA. The take -off and
landing area includes the touchdown area and the neces
sary part of the peripheral area to provide clearance
-
for take -offs, landings and other maneuvers.

4. TOUCHDOWN AREA. (Helipad). A touchdown area is
an area within the take -off and landing area of a heh
'
stop where the helicopter alights.
B. GENERAL REGULATIONS. Helistops erected on buildings rnu0t•
be constructed in accordance with this section.

1. Dimensions of a touchdown area. Touchdown areas
shall have the minimum dimensions shown in the
following table:
Class I Helicopters 20' x 20'
Class II Helicopters 35' x 35'
Class III Helicopters 45' x 45'
2. A clear area surrounding the touchdown area and at
the same elevation shall be provided and shall have
a minimum width of 10 feet.
3. Exits and stairways from helistops shall comply with
the provisions in Chapter 33, except that all landing
areas located on buildings or structures shall have at
least two exits. For landing platforms or roof areas
less than 60 feet in length or less than 2, 000 sq. feet
in area, the second exit may be a fire - escape leading
to the floor below.
4. Guard rails or parapet walls not less than 36 inches
high shall be provided around all roof or decks which
are more than 4 feet above the adjoining ground or
floor level and shall comply with provisions of Sec.
2304 and Sec. 3502 of the 1961 Uniform Building Code.
5. The numerals of maximum weight allowable for the
use of the touchdown area shall be painted on the area
in conspicuous letters not less than 24 inches high. A
one -foot wide border shall be painted around the edge
of the touchdown area.
C. DESIGN REQUIREMENTS. In addition to other design require-
ments of this Chapter, roof -top helistop landings shall be de-
signed for a maximum stress induced by consideration of each
of the following items:
1. Dees. - oadplus actual weight of the helicopter.
2. Dead load plus a single concentrated impact load cover-
ing one square foot of one and one -half times the fully
loaded weight of the helicopter.
3. The dead load plus the uniform live load of 100 lbs. per
square foot. Required live loads may be reduced in
accordance with the formula in Chapter 23, of the 1961
Uniform Building Code.
D. OCCUPANCIES. Helistops shall be considered Group F -1."
SECTION 2. That this ordinance shall become effective at
midnight on the thirtieth day from and after the date of the final pass-
age and adoption thereof.
SECTION 3. That the City Clerk shall certify to the passage
and adoption of this ordinance; shall cause the same to be entered in the
book of original ordinances of said City; shall make a minute of the pass-
age and adoption thereof in the records of the meeting at which the same

is passed and adopted; and shall, within fifteen days after the passage
and adoption thereof, cause the same to be published once in the E1
Segundo Herald, a weekly newspaper of general circulation, published
and circulated within said City of El Segundo and which is hereby desig-
nated for that purpose.
