ORDINANCE 591ORDINANCE NO. 591 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING "EL SEGUNDO CITY CODE 1958" BY ADDING SECTION 19. 4. 1 PROHIBITING THE INHALING, DRINKING OR BREATHING OF CERTAIN SUBSTANCES; AMEND THE FOURTH UNNUMBERED PARAGRAPH OF SECTION 21. 3 OF SAID CODE TO PROHIBIT THE DRINKING, CONSUMING OR POSSES- SION, IN ANY PUBLIC PARK WITHIN SAID CITY, OF ANY INTOXICATING LIQUOR; AND REPEAL CHAPTER 26 OF SAID CODE RELATING TO SEWERS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALI- FORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That a new section, to be known and designated as "Section 19. 4. 1, " shall be, and the same is hereby, added to "The Code of the City of E1 Segundo, California, 1958, " which said new sec- tion shall read as follows: "SEC. 19. 4. 1. INHALING, DRINKING OR BREATHING OF CERTAIN SUBSTANCES. No person shall inhale, breathe or drink any compound, liquid, chemical, or any substance known as glue, adhesive cement, mucilage, dope or any other material or substance or combination thereof with the intent of becoming intoxicated, elated, dazed, paralyzed, irrational, or in any other manner changing, distorting or disturbing the eyesight, thinking process, balance, or co- ordination of such person. For the purpose of this part, any such condition so induced shall be deemed to be an intoxicated condition. "The provisions of this Section shall not pertain to any person who inhales, breathes or drinks such na terial or sub- stance pursuant to the direction or prescription of any doctor, physician, surgeon, dentist, or pediatrist authorized to so direct or prescribe." SECTION 2. That the fourth unnumbered paragraph of Sec- tion 21. 3 of said Code, captioned "Park Rule Three, " is amended to read as follows: "Park Rule Three - Drinking, Consuming or Possession of Intoxicating Liquors. No person shall drink or consume, or have in his possession in any public park within the city, any intoxicating liquor of any kind. " SECTION 3. That the entire Chapter 26 of said Code, Sec- tion 26. 1 thru Section 26. 21, captioned "Sewers," and Ordinance No. 127, be, and the same are hereby, repealed. SECTION 4. That this ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adop- -1- i tion thereof. SECTION 5. That the City Clerk shall certify to the pass- age and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, pub- lished and circulated within said City of El Segundo, and which is hereby designated for that purpose.
