ORDINANCE 58335 ,38 ORDINANCE NO. 583 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 507 (THE COMPREHENSIVE ZONING ORDINANCE) OF SAID CITY IN VARIOUS PARTICULARS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That a new section, to be known and designated as 11294. 1, " shall be, and the same is hereby, added to Article 2 of Ordi- nance No. 507 (The Comprehensive Zoning Ordinance) of the City of El Segundo, California, and which new section shall read as follows: "SEC. 294. 1. UNDERGROUND PARKING FACILITIES. A basement, or cellar, equipped, designed, used or intended to be used for parking automobiles. " SECTION 2. That Section 1409 of Article 14 of said Ordi- nance No. 507 shale be, and the same is hereby, amended so as to read as follows: "SEC. 1409. REQUIRED OFF - STREET PARKING. No use, build- ing, or structure shall hereafter be established, erected, enlarged, or structurally altered unless there be provided, improved, located, and thereafter maintained in connection therewith, usable off - street auto- mobile parking facilities in accordance with the requirements provided in this chapter. No existing use or building shall be enlarged, added to, or increased in any manner that will encroach upon or reduce any exist- ing off - street parking facilities below the minimum requirements pro- vided in this chapter. " SECTION 3. That Section 1410 of Article 14 of said Ordi- nance No. 507 shall be, and the same is hereby, amended so as to read as follows: 'SEC. 1410. PARKING SPACES REQUIRED. The number of off - street parking spaces required shall be no less than as set forth in the following: USE 1. Automobile courts (motels) 2. Banks 3. Business offices 4. Bowling alleys so PARKING SPACES REQUIRED 1 for each sleeping unit or dwelling unit 1 for each 200 square feet of gross floor area 1 for each 400 square feet of gross floor area 4 for each alley _J 5. Churches 6. Dwellings, one and two family 7. Multiple- family dwellings 8. Establishments for the sale and consumption on the premises of food and beverages: Having less than 4, 000 square feet of floor area Having 4, 000 square feet of floor area or more 9. Hospitals 10. Hotels 11. Libraries 12. Library stations and museums 13. Manufacturing uses, research and testing laboratories, creameries, bottling establishments, bakeries, canneries, printing and engraving shops 14. Medical or dental clinics and medi- cal or other professional offices 15. Mortuaries 16. Motor vehicle, trailer sales, machinery sales or wholesale stores 17. Offices not providing customer ser- vices on the premises 18. Retail stores, including service shops or personal service shops -2- 3939 1 for each 4 fixed seats and 1 for each 100 square feet of floor space used for assembly purposes and containing no fixed seats 1 for each dwelling unit 1 and 1 /4 for each dwelling unit 1 for each 100 square feet of gross floor area 40, plus 1 for each 50 square feet of gross floor area in excess of 4, 000 square feet 2 for each bed 1 for each of the first 40 rooms 1 for each 2 rooms in the next 40 1 for each 4 rooms above 80 1 for each 250 square feet of gross floor area 1 for each 500 square feet of gross floor area Not less than 1 for each 800 square feet of gross floor area 1 for each 200 square feet of gross floor area 1 for each 50 square feet of floor area of assembly rooms used for service 1 for each 1, 000 square feet of gross site area 1 for each 800 square feet of gross floor area On the same lot or parcel of land a minimum of parking area developed and used for the park- ing of motor vehicles equal to the commercial area used. The parking area shall be of sufficient size so that it contains one auto- mobile storage space for each 300 square feet of floor area of any building or structure so used 19. Rooming houses, lodging houses, clubs and fraternity houses having sleeping rooms 20. Sanitariums, children's homes, homes for aged, asylums, nurs- ing homes 21. Schools 39.40 1 for each 2 sleeping rooms 1 for each 3 beds 1 for each 2 employees 22. Stadiums, sports arenas, auditori- 1 for each 5 fixed seats, and ums (including school auditoriums) 1 for each 100 square feet of and other places of public assembly, gross floor area used for and clubs and lodges having no sleep- assembly purposes and not con- ing quarters taining fixed seats 23. Theatres 24. Transportation terminal facilities 25. Warehouses and storage buildings 1 for each 5 seats up to 800 seats, plus 1 for each 8 seats over 800 seats Adequate number as determined by the planning commission 1 for each 800 square feet of gross floor area SECTION 4. That a new section, to be known and designated as "1410. 1, " shall be and the same is hereby added to Article 14 of said Ordinance No. 507, and which new section shall read as follows: "SEC. 1410. 1. RESULTING FRACTIONS. When calculating the num- ber of off - street automobile parking spaces required by this Ordinance for any particular use, building, or structure, or integrated group of uses, buildings, or structures, any resulting fraction less than one -half shall be disregarded and any such fraction one -half or greater shall be construed as requiring one additional parking space. " SECTION 5. That paragraph (b) of subsection (1) of Section 1413 of Article 14 of said Ordinance No. 5072 shall be, and the same is hereby, amended so as to read as follows: "(b) For residential uses in all "R" zones and the "P" zone, parking facilities shall be in a building enclosed on at least three sides and, in the case of single - family dwellings, each parking space shall be not less than ten feet wide by twenty feet long; in the case of two - family dwellings, such parking space shall be not less than eighteen feet wide by twenty feet long; in the case of multiple - family dwellings, not less than nine feet wide by twenty feet long for each unit, except where there is a partition or parti- tions, in which event one foot of additional width shall be provided for each such partition, and all of such parking spaces shall have adequate provision for ingress and egress. In the C -2 zone, if a building is erected, or structurally altered to provide for residential uses above the main floor, a garage need not be constructed; however, sufficient parking spaces must be established and permanently maintained to give the minimum of parking spaces required for the ground floor plus those required for dwelling units. " SECTION 6. That a new section to be known and designated as "1413. 1, " shall be and the same is hereby added to Article 14 of said Ma 3943 Ordinance No. 507, and which new section shall read as follows: "SEC. 1413. 1. UNDERGROUND PARKING FACILITIES. Underground parking facilities, in the "R" zones, shall conform to all provisions of this chapter; providing, however, that one side wall which is completely below ground level may be located in either one of the side yards required for the building above it. The wall opposite thereto shall not extend under the other side yard required for such building. In no event shall such facilities ex- tend under the front yard required for the building directly above it. No portion of such facilities shall have less than 6 feet 8 inches unobstructed vertical clearance. " SECTION 7. That this ordinance shall become effective at midnight on the thirtieth day from and after the final passage and adoption thereof. SECTION 8. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circula- ted within said City of El Segundo and which is hereby designated for that purpose.
