ORDINANCE 573ORDINANCE NO. 573 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, PROVIDING THAT THE CITY WILL ADHERE TO THE STANDARDS FOR RECRUITMENT AND TRAINING ESTABLISHED BY THE COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING OF THE DEPARTMENT OF JUSTICE OF THE STATE OF CALIFORNIA. WHEREAS, a Commission on Peace Officer Standards and Training has been established through the enactment of Sections 13500 et seq., Part 4, Title 4, Chapter 1, of the Penal Code of the State of California, which Commission as a part of the Department of Justice of this State, is for the purpose of raising the level of the competency of local law enforcement officers; and WHEREAS, for the purpose of establishing necessary standards and training and otherwise accomplishing the pur- pose of the Commission, there has been created in the State Treasury a Peace Officers' Training Fund, maintained by the collection of penalty assessments in an amount equal to five percent of designated fines, penalties, and forfeitures im- posed and collected by the courts for criminal offenses; and WHEREAS, it appears to the best interests of the City of E1 Segundo, and the people thereof, that this City partici- pates in said program; and WHEREAS, in order for this municipality to qualify for, and receive such state aid, pursuant to the Chapter of the Penal Code herein above cited, it is necessary that appli- cation therefor, be made, and that an ordinance be adopted providing that while receiving any such state aid the City will adhere to the standards for recruitment and training established by said Commission; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That the City of E1 Segundo while receiv- - 1 - ing state aid pursuant to Part 2, Title 4, Chapter 1 of the Penal Code of the State of California pertaining to Peace Officer Standards, will adhere to the Standards of Recruitment and Training Established by the Commission on Peace Officer Standards and Training of the Department of Justice of the State of California. SECTION 2. That this ordinance shall become effec- tive at midnight on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 3. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said city; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in .he E1 Segundo Herald, a bi- weekly newspaper of general circula- tion, published and circulated within said City of E1 Segundo and which is hereby designated for that purpose.
