AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING "THE CODE OF THE
CITY OF EL SEGUNDO, CALIFORNIA, 195$1f
BY ADDING AN "ARTICLE V. SPLIT LOTS"
TO CHAPTER 28 OF SAID CODE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That an "Article V. Split Lotstt shall be
and the same is hereby added to "Chapter 2$11 of "The Code of the
City of E1 Segundo, California, 195$11, and which article shall
read as follows, to wit:
"ART IC LE V
SPLIT LOTS
"SEC. 2$.48. PERMISSION TO SPLIT LOTS. When an
owner or subdivider desires to split one or more lots so as
to produce not more than a total of four (4) lots, and does
not wish to record .a subdivision map as provided by State law
and by other sections of this chapter, and when no dedication
of streets, alleys or other public ways is involved, it shall
be done in the following manner:
"(1) An original and four (4) prints of a map, at the
scale of 20 feet to the inch, showing the proposed split
shall be prepared by a registered Civil Engineer or Licensed
Surveyor, and such map and prints shall be filed with the
Secretary of the Planning Commission. When such required
maps are filed, the Secretary of the Planning Commission
shall immediately forward one (1) copy to the Director of
Public Works and one (1) copy to the Director of Building
and Safety with the request that they report recommendations,
if any, to the Planning Commission. One copy shall accompany

the Planning Commissionts recommendations to the City Council,
and one (1) copy shall be permanently filed in the Planning
Commissionts files.
"(2) Such map shall show:
"(a) Legal description of the properties comprising
the property proposed to be split.
"(b) The lot lines and approximate dimensions of each
resulting lot.
"(c) Approximate location of existing buildings and
permanent structures.
"(d) Width and location of all existing or proposed
public or private easements.
tt(e) Name, location, width and approximate grades of
the street, or streets, which provide access to the lots
resulting from the requested lot split.
"(f) Where topography influences the layout of lots
or drainage, approximate contours shall be shown drawn to
intervals prescribed by the Director of Public Works.
fl(g) Location and width of water courses or areas
subject to inundation.
"(h) North point and scale.
tt(i) The monuments to be set, if any.
tt(j) Method of sewage disposal.
"(k) Name and address of the owner whose property is
proposed to be split.

"(3) If because of size, shape or topography, legal access
to a publicly dedicated street for a lot or lots resulting from
the lot split can be practically provided only by means of an
access easement, or by an equivalent extension of a new lot
which extension has a width less than the minimum frontage

prescribed by the zoning ordinance, such access easement or
lot extension shall have a width that is adequate for the pur-
pose and subject to the approval of the Director of Public
Works and the Director of Building and Safety.
"Where access to a lot is provided by means of an ex-
tension of the lot such extension having less than the pre-
scribed minimum lot width fronting upon a public street, it
shall be considered as conforming to the lot width require-
ment to the zoning ordinance, provided the width of the main
portion of the lot shall be not less than the required mini-
mum.
"(4) When approving any lot split in which access to a
publicly dedicated street is provided by recourse to either
a private easement or by an extension of a lot, the Planning
Commission shall indicate on the map the lot line that shall
be considered the lot front line of each lot, and the descrip-
tion of the resulting lots, the location of their respective
lot front lines and access easements, if involved, shall be
recorded in the office of the County Recorder of Los Angeles
County.
"(5) After report is received from the Director of Public
Works and the Director of Building and Safety, or if such re-
ports are not received within ten (10) days, the Planning
Commission shall act on said map.
11(6) The Planning Commission shall consider a lot split
proposal at its first regular meeting held not less than ten
(10) days following the filing of said map. Action on said
lot split map shall be taken not later than forty (40) days
following the meeting at which it was first considered. With-
in not to exceed ten (10) days following the action by the
Planning Commission upon any lot split map, the Secretary of
the Planning Commission shall transmit a copy of the map and
the record pertaining to the action thereon to the City Coun-
cil and send a copy of the record of the action of the Planning

Commission to the owner. A copy of such official action on
a split lot map shall also be permanently affixed to the of-
ficial file copy of such map in the records of the Planning
Commission.
I'M The City Council shall, by resolution, report to the
subdivider and the City Planning Commission its action on the
map either approving, conditionally approving, or disapproving
the map not later than ten (10) days following the first meet-
ing of the City Council subsequent to the date on which the
report of the Planning Commission was received."
SECTION 2. That Ordinance No. 520, passed and adopted
on the 24th day of February, 1958, shall be and the same is here-
by repealed.
SECTION 3. That this ordinance shall become effective
at midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 4. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall make a minute of
the passage and adoption thereof in the records of the meeting at
which the same is passed and adopted; shall cause the same to be
entered in the book of original ordinances of said City; and
shall, within fifteen days after the passage and adoption there-
of, cause the same to be published once in the E1 Segundo, Herald,
a weekly newspaper of general circulation, published and circu-
lated within said City of E1 Segundo and which is hereby desig-
nated for that purpose.
