ORDINANCE NO. 513
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. )07
(THE COMPREHENSIVE ZONING ORDINANCE) OF
SAID CITY IN VARIOUS PARTICULARS.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That paragraph "(3)" of Section 400 of Ordi-
nance No. 507 (the Comprehensive Zoning Ordinance) of the City of
E1 Segundo, California, shall be, and the same is hereby, amended
so as to read as follows:
"(3) Chickens (hens only and not to exceed twenty -four
(24); provided their keeping shall conform to all other pro-
visions of law governing same, and no fowl, pen or coop
shall be kept or maintained within thirty -five (35) feet of
any window or door of any residence, dwelling or other
building used for human habitation, or within one hundred
(100) feet of the lot front line of the lot upon which it
is located."
SECTION 2. That subdivision "(b)" of paragraph 11(1)"
of Section 504 of said Ordinance No. 507 shall be, and the same
is hereby, amended so as to read as follows:
"(b) Any building, any portion of which is used for
dwelling purposes shall observe a distance from any side
or rear property line the equivalent of the required side
yard of such lot; provided if apartments are erected above
garages on the rear third of the lot the garage portion of
such building may build to one side lot line but the apart-
ments above such garage shall be required to observe all
required yards except that if the lot abuts an alley such
apartments may extend to within one (1) foot of the rear
lot line."

SECTION 3. That subdivision 11(c)" of paragraph 11(2)"
of Section 504 of said Ordinance No. 507 shall be, and the same
is hereby, a -ended so as to read as follows:
"(c) Any building, any portion of which is used for
dwelling purposes, shall observe a distance from the in-
terior side lot line and the rear property line the equiva-
lent of the interior side yard on such lot; provided if
apartments are erected above garages on the rear third
of the lot the garage portion of such building may build
to one side lot line but the apartments above such garage
shall be required to observe all required yards except
that if the lot abuts an alley such apartments may extend
to within one (1) foot of the rear lot line."
SECTION 4. That subdivision "(b)" of paragraph 11(1)"
of Section 604 of said Ordinance No. 507 shall be, and the same
is hereby, amended so as to read as follows:

SECTION 5. That subdivision "(c)" of paragraph 'f(2)1t
of Section 604 of said Ordinance No. 507 shall be, and the same
is hereby, amended so as to read as follows:
"(c) Any building, any portion of which is used for
dwelling purposes, shall observe a distance from the in-
terior side lot line and the rear property line the equiva-
lent of the interior side yard of such lot; provided if

apartments are erected above garages on the rear third
of the lot the garage portion of such building may build
to one side lot line but the apartments above such garage
shall be required to observe all required yards,except
that if the lot abuts an alley such apartments may extend
to within one (1) foot of the rear lot line."
SECTION 6. That Section 1406 of said Ordinance No. 507
shall be, and the same is hereby amended, so as to read as follows:
11SECTION 1406: PUBLIC UTILITIES. The provisions of this
ordinance shall not be construed to limit or interfere with
the installation, maintenance and operation of public utili-
ty pipe lines and electric or telephone transmission lines,
or railroads, when located in accordance with the applicable
rules and regulations of the Public Utilities Commission
of the State of California within rights of way, easements,
franchises or ownerships of such public utilities; nor shall
they restrict the right of a public utility to increase the
capacity of facilities necessary to and used directly for
the delivery of or distribution of service."
SECTION 7. That subdivision "(b)" of paragraph 11(1)"
of Section 1413 of said Ordinance No. 507 shall be, and the same
is hereby, amended so as to read as follows:
"(b) For residential uses in all R Zones and the P Zone
parking facilities shall be in a building enclosed on at
least three (3) sides and, in the case of single - family
dwellings each parking space shall be not less than ten (10)
feet wide by twenty (20) feet long; in the case of two -
family dwellings, such parking space shall be not less
than eighteen (18) feet wide by twenty (20) feet long; in
the case of multiple - family dwellings, not less than nine
(9) feet wide by twenty (20) feet long for each unit, ex-
cept where there is a partition or partitions, in which

event one (1) foot of additional width shall be provided
for each such partition, and all of such parking spaces shall
have adequate provision for ingress and egress."
SECTION 8. That the first paragraph of Section 1514
of said Ordinance No. 507 shall be, and the same is, hereby amended
so as to read as follows:
"In any 'R' Zone a wall, fence or hedge forty -two (42)
inches in height may be located and maintained on any part
of a lot. On an interior or corner lot a wall, fence or
hedge not more than six (6) feet in height may be located
anywhere on the lot to the rear of the rear line of the re-
quired front yard. On a reversed corner lct a wall, fence
or hedge not more than six (6) feet in height may be main-
tained anywhere on the lot to the rear of the rear line of
the required front yard except within the required triangu-
lar open area at the rear constituting a part of the re-
quired side yard on the side street side. A fence having
additional height is permitted on the windward sides of any
lot wherever a six foot fence is allowed; provided such ad-
ditional height slopes inward at an angle of not less than
thirty degrees and not more than forty -five degrees from
vertical, and provided further that such additional portion
shall not make the total height of the fence more than
eight feet from the ground and shall not extend closer to
any part of any building than a distance equal to one -half
of the width of the required side yard on the lot."
SECTION 9. That Section 1523 of said Ordinance No. 507
shall be, and the same is hereby, amended so as to read as follows:
"SECTION 1523: DIVISION OF LOTS OR PARCELS CONTAINING
MORE THAN MINIMUM REQUIRED AREA. When a lot contains sub-
stantially two or more times the minimum lot area required

for the zone in which it is located, and the owner desires
to use each unit of area equivalent to the minimum lot area
as a separate building site so long as not more than four
such units result, and if no dedication of streets, alleys
or other public ways, public easements or public utility
easements are involved, such area units may be so utilized
by resorting to the split lot procedures as prescribed in
the subdivision ordinance, and when such units are thus
defined then all the provisions of this ordinance govern-
ing the use of a lot shall apply to each unit.
"Where access to a publicly dedicated street is provided
by means of a private easement to service either a lot or
a unit as defined herein, such easement shall be approved
by the Planning Commission and the City Council as to ade-
quacy and shall be recorded as a permanent easement in the
office of the County Recorder of Los Angeles County. do ere,
because of size, shape or topop,raphy, access is provided by
means of an extension of a lot, such extension having less
than the prescribed minimum lot width fronting upon a pub-
lic street, it shall be considered as conforming to the lot
width requirements of this ordinance, provided the width
of the main portion of the lot shall have not less than the
required minimum lot width."
SECTION 10. That a new paragraph shall be, and the
same is hereby, added to the end of paragraph "CIO of Section 1607
of said Ordinance No. 507, and which new paragraph shall read as
follows:
"Nonconforming residential buildings in the TMI Zones
may be structurally altered or enlarged, provided:
"(a) Such alterations or enlargements shall not
extend the time of required abatement established by this
ordinance for the building to which such enlargement or
alterations have been made, and
"(b) That any such structural alterations or enlarge-
ments shall conform to all requirements of this ordinance
for the R -3 zone, including yards, height and area."
SECTION 11. That this ordinance shall become effective
at midnight on the thirtieth day from and after the final passage
and adoption thereof.
SECTION 12. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said City; shall
make a minute of the passage and adoption thereof in the records
of the meeting at which the same is passed and adopted; and shall,
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the E1 Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said Citv of El Segundo and which is hereby designated for that
purpose.
