ORDINANCE 490ORDINANCE NO. 490 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALI- FORNIA, AMENDING ORDINANCE NO. 429 (THE TRAFFIC ORDINANCE) OF SAID CITY IN VARIOUS PARTICULARS. THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. That subdivisions "41" and "47" of "SECTION 4. STOP INTERSECTIONS AND STOP ENTRANCES THERETO" of "ARTICLE VI" of Ordinance No. 429 (the Traffic Ordinance) of said City, passed and adopted on the 30th day of September, 1953, shall be and the same are hereby amended so as to read as follows: "41. Irene Court and Penn Street: westerly entrance. "47. Franklin Avenue and Sheldon Street: easterly - and westerly entrances." SECTION 2. That a new subdivision, to be known and desig- nated as "95 ", shall be and the same is hereby added to said Section 4 of said Article VI of said Ordinance No. 429, and which said new subdivision shall read as follows: "95• California Street and Oak Avenue: all entrances." SECTION 3. That "Section 16" of "ARTICLE VIII" of said Ordinance No. 429 shall be and the same is hereby amended so as to read as follows: "SECTION 16. PARADES AND PROCESSIONS. No person shall hold, conduct, participate in or carry on any parade, march, or procession on any street in the City of E1 Se- gundo, California, or beat any drum, gong, triangle, tam- bourine, or blow, use, or play any wind or stringed instru- ments upon any street in the City, unless such person has first made written application for and received from the Chief of Police (and approved by the City Manager) a permit in writing authorizing such person so to do. All applications for such permits shall set forth: - 1 - .� _!fop+• L'1 C `d` "(1) The route along which any such parade, march, or procession proposes to travel. "(2) The date and time of the proposed starting of same. "(3) The approximate length of such parade, march, or procession. The names and addresses of the persons in con- trol of the same or responsible therefor. "(5) The purpose of such parade or procession. "It is provided that any person aggrieved by any deci- sion or determination of the Chief of Police and City Manager may within fifteen (15) days from the day of said decision and determination appeal from said decision or determination to the City Council which shall hold a hearing on said appeal upon giving at least ten (10) days written notice to the ap- pellant of the time and place of such hearing. The decision of the City Council on the subject of such appeal after such hearing shall be final and conclusive." SECTION 4. That subdivisions "3" and "7" of "Section 1" of "ARTICLE XIV" of said Ordinance No. 429 shall be and the same are hereby amended so as to read as follows: "3. Grand Avenue between Loma Vista Street and Eucalyptus Drive between the hours of 8 :00 A. M. and 6 :00 P. M. of any day, excepting Sundays; "7. Main Street between Imperial Highway and E1 Segundo Boulevard, except on the west of said Main Street be- tween Palm Avenue and Mariposa Avenue, between the hours of 8 :00 A. M. and 6 :00 P. M. of any day, except- ing Sundays;" SECTION 5. That a new subdivision, to be known and designated as "40 ", shall be and the same is hereby added to said Section 1 of said Article XIV, and which said new subdivision shall read as follows: "40. West side of Main Street between Palm Avenue and Mariposa Avenue during school hours." - 2 - SECTION 6. That paragraph "(D)" of "Section 1" of "ARTICLE %VIII" shall be, and the same is, hereby amended so as to read as follows: "(D) That the City Council of the City of El Se- gundo, California, does hereby determine, upon the basis of an engineering and traffic investigation duly ordered and made, that the prima facie speed limit of fifty -five miles per hour presently obtaining on that certain por- tion of E1 Segundo Boulevard between Whiting Street and Sepulveda Boulevard, within said City, is more than is reasonable and safe upon said portion of El Segundo Boule- vard, and that said Council does hereby determine and de- clare that the reasonable and safe prima facie speed limit thereon is thirty -five miles per hour, which said declared prima facie speed limit of thirty -five miles per hour shall be effective when appropriate signs giving notice thereof are erected upon said highway." SECTION 7. That a new paragraph, to be known and desig- nated as "(I) ", shall be and the same is hereby added to said Sec- tion 1 of said Article %VIII, and which said new paragraph shall read as follows: "(I) That the City Council of the City of El Se- gundo, California, does hereby determine, upon the basis of engineering and traffic investigations duly ordered and made, that the prima facie speed limit of fifty -five miles per hour presently obtaining on that portion of Rosecrans, lying and being within said City, and on that portion of Coast Boulevard,lying and being within said City, is more than is reasonable and safe upon said portions of said streets, and that said Council does hereby determine and declare that the reasonable and safe prima facie speed limits thereon are thirty -five miles per hour which said declared prima facie speed limits of thirty -five miles per hour shall be effective when appropriate signs giving notice thereof are erected upon said highways." - 3 - 0390, SECTION 8. That this ordinance shall become effective at midnight on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 9. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said City; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; and shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of E1 Segundo and which is hereby designated for that purpose.
