ORDINANCE NO. 476.
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DESIGNATING THE CITY JAIL IN
AND FOR SAID CITY AND MAKING CERTAIN PRO-
VISIONS WITH REFERENCE TO CERTAIN PRISONERS
CONFINED THEREIN.
The City Council of the City of E1 Segundo, California,
does ordain as follows:
SECTION 1. That those certain premises in the Police

Building of the City of El Segundo, California, located at 348
Main Street within said City, designated as quarters and accommo-
dations for prisoners including the cell blocks and quarters of
the police department in said building shall be and the same are
hereby designated and established as the City Jail in and for the
City of E1 Segundo, California, and the said portiori,sx'of said
building are hereby named, designated, fixed, and established as
the City Jail of, in and for, said City.
SECTION 2. (a) Persons confined in the City Jail under
a final judgment of imprisonment for violation of or failure to
comply with any provision of this ordinance or any other ordinance
of the City of El Segundo, California, or any penal provision of
the State of California may be required by the Chief of Police to
perform clerical or menial labor on the streets or other public
property or works within the City. The phrase "streets or other
public property or works within the City" as used in this section
shall include among other things the City Jail, or any camp main-
tained within said City.
(b) Any prisoner performing labor as above directed who shall
escape or attempt to escape while so laboring or while going to
or returning from such labor shall be guilty of a misdemeanor and
upon conviction thereof shall be punishable by a fine of not more

than $500.00 or by imprisonment in the City Jail of the City of
El Segundo, California, or in the County Jail of Los Angeles Coun-
ty, California, as the committing magistrate may direct, for a
period of not to exceed six months, or by both such fine and im-
prisonment in the discretion of the Court.
SECTION 3. That Ordinance No. 419, passed and adopted
on the 11th day of February, 1953, shall be and the same is hereby
repealed.
SECTION 4. That this ordinance is an emergency ordi-
nance affecting the public peace, health, safety and general wel-
fare of said City and the same shall therefore take effect and be
in full force and virtue immediately upon the final passage and
adoption thereof. The facts constituting its urgency are: In the
immediate future there will be completed within the City of El
Segundo the new Police Building of said City. Said new building
has adequate and proper detention facilities for City prisoners
in the quarters rereinablve referred to in Section 1 of this or-
dinance and as soon as such quarters are immediately available,
prisoners will be transferred from the City Jail designated in
Ordinance No. 419 of said City to the new quarters hereinabove
designated. It is, therefore, essential that such new quarters
be designated as the City Jail of said City in order that the
place of detention for City prisoners be definite.
SECTION 5. That the City Clerk shall certify to the
passage and adoption of this ordinance by a vote of at least four-
fifths of all of the members of the City Council of said City;
shall make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said City in the
minutes of the meeting at which the same is passed and adopted;
and shall cause the same to be published once in the E1 Segundo
Herald, a weekly newspaper of general circulation, published and

circulated within said City, and which is hereby designated for
that purpose.

1956.
