AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 269
(DESIGNATING THE CITY HALL; FIXING THE
TIME AND PLACE OF REGULAR MEETINGS OF THE
CITY COUNCIL; PROVIDING FOR THE HOLDINGS
OF SPECIAL MEETINGS OF SAID COUNCIL, ETC.)
OF SAID CITY BY AMENDING SECTIONS 1, 2,
3 AND 5 OF SAID ORDINANCE NO. 269; AND BY
REPEALING SECTION 4 OF SAID ORDINANCE NO.
2692 AS AMENDED.
The City Council of the City of E1 Segundo, California,
does ordain as follows:
SECTION 1. That Sections 1, 2, and 3 of Ordinance No.
269, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DESIGNATING THE CITY HALL IN AND FOR SAID CITY AND
THE COUNCIL CHAMBER THEREIN; FIXING THE TIME AND
PLACE OF REGULAR MEETINGS OF THE CITY COUNCIL OF SAID
CITY; PROVIDING FOR THE HOLDING OF SPECIAL MEETINGS
OF SAID COUNCIL; ESTABLISHING CERTAIN RULES AND REGU-
LATIONS RELATING TO MEETINGS OF THE CITY COUNCIL•• AND
THE CONDUCT THEREOF; AND REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT THEREWITH, INCLUDING
ORDINANCE NO. 167. ",
passed and adopted on the 12th day of May, 1943, shall be and the
same is hereby amended so as to read as follows:
"SECTION 1. That that certain one story brick build-
ing located upon the following described real property
situated within the City of E1 Segundo, County of Los An-
geles, State of California, to wit:
Lots 1 to 5, both inclusive, Block 42, of El Se-
gundo Sheet No. 3, as per map recorded in Book 20,
Pages 22 and 23 of Maps, on file in the office of
the County Recorder of Los Angeles County,
shall be and the same is hereby named and designated as the
'City Hall' in and for the City of El Segundo, County of Los
Angeles, State of California.

"SECTION 2. That the main entrance to said City
Hall shall be and the same is hereby fixed and desig-
nated as 350 Main Street in said City.
"SECTION 3. That that certain room in the extreme
west side of said City Hall, hereinabove designated in
Section 1 shall be and the same is hereby named and desig-
nated as the 'Council Chamber' of the City Council of the
City of El Segundo, County of Los Angeles, State of Cali-
fornia."
SECTION 2. That Section 4 of said Ordinance No. 269
shall be and the same is hereby repealed.
SECTION 3. That Section 5 of said Ordinance No. 269
shall be and the same is hereby amended so as to read as follows:
"SECTION 5. That the regular meetings of the City
Council of the City of E1 Segundo, after the lst day of
February, 1956, shall be held in said Council Chamber
hereinabove designated, in said City Hall, on the second
and fourth Mondays of each and every calendar month, be-
ginning at the hour of 7:00 o'clock in the evening of said
days. In the event that any of said Mondays shall fall
upon a holiday, then, and in that event, the regular meet-
ing for that day shall be held on the next succeeding busi-
ness day, beginning at the same hour of such succeeding
business day, and in the same place as hereinabove desig-
nated. Any such regular meeting may be adjourned to a
date certain which shall be specified in the order of ad-
journment, and when so adjourned such adjourned meeting
shall be a regular meeting for all purposes. Such adjourned
meeting may likewise be adjourned and when so adjourned
shall be a regular meeting for all purposes. No notice of
any adjournment of any regular meeting or adjourned regular

meeting when such adjournment is made by the Council or
by a member or members thereof, need be given, as all mem-
bers of the Council are hereby charged with the duty and

responsibility of ascertaining the time and place of each,
every one and all of such adjourned meetings."
SECTION 4. That said Ordinance No. 269 is hereby amended
as hereinabove in Sections 1, 2, and 3 of this ordinance set forth.
SECTION 5. That this ordinance is an emergency ordinance
affecting the public peace, health, safety, comfort, convenience,
and common and general welfare of the City of E1 Segundo and its
citizens and the same shall therefore take effect and be in full
force and virtue immediately upon the final passage and adoption
thereof.
The facts constituting its urgency are that all city of-
fices have been moved to the recently constructed new City Hall
leaving the premises that formerly served as City Hall offices
barren of furniture and without maintenance and janitorial ser-
vices, including utilities. It is essential that the City Coun-
cil of said City hold frequent meetings; that such meetings be
public; that they be held in a legally designated Council Chamber;
and that action be taken therein by said Council in order that the
affairs of said City be at all times properly conducted and the
public peace, health, safety, comfort, convenience,and common and
general welfare be preserved and protected accordingly.
SECTION 6. That the City Clerk shall certify to the
passage and adoption of this ordinance by a vote of at least four-
fifths of all of the members of the City Council of said City;
shall make a minute of the passage and adoption thereof in the
records of the proceedings of the City Council of said City in
the minutes of the meeting at which the same is passed and adopted;
and shall cause the same to be published once in the El Segundo

Herald, a weekly newspaper of general circulation, published and
circulated within said City, and which is hereby designated for
that purpose.
