ORDINANCE NO. 451
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 269
(DESIGNATING THE CITY HALL; FIXING THE
TIME AND PLACE OF REGULAR MEETINGS OF THE
CITY COUNCIL; PROVIDING FOR THE HOLDING
OF SPECIAL MEETINGS OF SAID COUNCIL, ETC.)
OF SAID CITY BY AMENDING SECTIONS 5 AND
6 OF SAID ORDINANCE NO. 269.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:

SECTION 1. That Section 5 of Ordinance No. 269, en-
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DESIGNATING THE CITY HALL IN
AND FOR SAID CITY AND THE COUNCIL CHAMBER
THEREIN; FIXING THE TIME AND PLACE OF REG-
ULAR MEETINGS OF THE CITY COUNCIL OF SAID
CITY; PROVIDING FOR THE HOLDING OF SPECIAL
MEETINGS OF SAID COUNCIL; ESTABLISHING
CERTAIN RULES AND REGULATIONS RELATING TO
MEETINGS OF THE CITY COUNCIL AND THE CON-
DUCT THEREOF; AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT THERE-
WITH, INCLUDING ORDINANCE NO. 167.",
passed and adopted on the 12th day of May, 1943, shall be and the
same is hereby amended so as to read as follows:
"SECTION 5. That the regular meetings of the City
Council of the City of El Segundo, after the 1st day of
February, 1955, shall be held in said Council Chamber here-
inabove designated, in said City Hall, on the second and
fourth Wednesdays of each and every calendar month, begin-
ning at the hour of 7 :00 o'clock in the evening of said
days. In the event that any of said Wednesdays shall fall
upon a holiday, then, and in that event, the regular meeting

for that day shall be held on the next succeeding business
day, beginning at the same hour of such succeeding business
day, and in the same place as hereinabove designated. Any
such regular meeting may be adjourned to a date certain
which shall be specified in the order of adjournment, and
when so adjourned such adjourned meeting shall be a regu-
lar meeting for all purposes. Such adjourned meeting may
likewise be adjourned and when so adjourned shall be a
regular meeting for all purposes. No notice of any adjourn-
ment of any regular meeting or adjourned regular meeting
when such adjournment is made by the Council or by a member
or members thereof, need be given, as all members of the
Council are hereby charged with the duty and responsibility
cf ascertaining the time and place of each, every one and
all of such adjourned meetings."
SECTION 2. That Section 6 of said Ordinance 269 shall
be and the same is hereby amended so as to read as follows:
"SECTION 6. That special meetings of the said
City Council may be called and ordered at any time by
the Mayor, or Mayor pro tem, or by a majority of the
members of said City Council, by delivering personally
or by mail written notice to each member of said legis-
lative body and to each local newspaper of general cir-
culation, radio or television station requesting notice
in writing. Such notice must be delivered personally
or by mail at least 24 hours before the time of such
meeting as specified in the notice. The order shall
specify the time and place of the special meeting and
the business to be transacted. No other business shall
be considered at such meetings by the legislative body.
It is provided, however, that any such special meeting

of the said City Council shall be a validly called and
ordered special meeting without the giving of such
written notice as above provided, if all of the members
of the City Council and each local newspaper of gener-
al circulation and radio and television station, re-
questing notice in writing of the holding of such
special meetings, shall give their consent in writing
to the holding of such meeting and such consent is on
file in the office of the City Clerk of said City at
the time of holding such meeting. A telegraphic com-
munication from a Councilman, or from a newspaper,
radio, or television station consenting to the holding
of a meeting shall be deemed to be a consent in writ-
ing within the meaning of the terms expressed in the
foregoing sentence."
SECTION 3. That said Ordinance No. 269 is hereby amend-
ed as hereinabove in Sections 1 and 2 of this ordinance set forth.
SECTION 4. That this ordinance shall become effective
at midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 5. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said City;
shall make a minute of the passage and adoption thereof in the
records of the meeting at which the same is passed and adopted;
and shall, within fifteen days after the passage and adoption
thereof, cause the same to be published once in the El Segundo
Herald, a weekly newspaper of general circulation, published and

circulated within said City of El Segundo and which is hereby
designated for that purpose.
Passed, approved and adopted this 8th day of December,
1954.
