ORDINANCE NO. 448.
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, RELATING TO AND REGULATING
THE MOVING OF HOUSES, BUILDINGS AND
STRUCTURES INTO, WITHIN AND OUT OF SAID
CITY; AND REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT THEREWITH.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. PERMIT MUST BE OBTAINED.
That it shall be unlawful for any person, firm, association or cor-
poration to move, or to cause or permit to be moved, any house,
building or structure, or any section or portion of any house,
building or structure, in, over, upon, across or along any public
street, boulevard, avenue, alley or other public place or public
property in the City of E1 Segundo, California, without having
first obtained from the Street Superintendent of said city a writ-
ten permit so to do, as provided in this ordinance.
SECTION 2. APPLICATION FOR PERMIT.
Applications for permits hereunder must be in writing and be filed
with the Street Superintendent at his office in the City Hall of
said city.
SECTION 3. MOVING BUILDING FROM OUTSIDE CITY INTO CITY.
Each application for a permit to move a house, building or struc-
ture from outside said city into said city must show or be accom-
panied by:
(a) The address (showing street and number where same exist)
of the house, building or structure proposed to be moved.
(b) The address (showing street and number where same exist)
to which removal is to be made.

(c) The route proposed to be followed in making such removal.
(d) The date and hours desired for making such removal.
(e) The estimated length of time required for traversing
public streets or places within said city.
(f) The use which has previously been made of the house,
building or structure, and the proposed use thereof
after the same shall have been moved to its new loca-
tion.
(g) The dimensions of the house, building or structure to be
moved (length, width and height); the number of stories
it contains; whether it is to be moved as a unit or in
sections, and if in sections the number thereof and the
dimensions (length, width and height) of each.
(h) The name and address of the contractor or person, firm,
association or corporation who will do the actual work
of moving.
(i) Four photographs of the house, building or structure to
be moved, which collectively shall show all four eleva-
tions thereof.
(j) A map or sketch of the property on which the house,
building or structure is to be placed, showing the pro-
posed location of the same thereon, and any other im-
provements on such property.
(k) Plans and Specifications for the placement, repair, al-
teration or improvement of the house, building or struc-
ture in its new location (unless waived as hereinafter
provided), and a statement with reference to the nature
of the repairs or improvements proposed to be made, if
any.
(1) A building inspection fee of $25.00, no part of which
shall be refunded after inspection is made.

or employed in such service; provided that not less
than a minimum of one hour for each such police ve-
hicle and each such police officer shall be charged
for each single operation, the balance remaining in
such deposit after such deduction of charges shall be
returned to the depositor.
(p) A statement that applicant has contacted all public
utilities which will be affected by the moving, or
moving operations and also the Traffic Authority of
said city, and has made satisfactory arrangements
with such utilities and with said Traffic Authority
in the event the moving permit required under this or-
dinance is granted.
SECTION 4. INTRA -CITY MOVING ON PUBLIC STREETS.
Each application for a permit to move a house, building or struc-
ture from one location within said city to another location within
said city, which will require the traversing of any public street,
boulevard, avenue or alley, or other public place or property,
shall show or be accompanied by all of the statements, data, etc.
required hereinabcve in Section 3 of this ordinance, excepting
only the photographs referred to under sub - section (i) of said
Section 3.
SECTION 5. INTRA -CITY MOVING NOT ON PUBLIC STREETS.
Each application for a permit to move a house, building or struc-
ture from one location within said city, to another location with-
in said city, which will not require the traversing of any public
street, boulevard, avenue or alley, or other public place or prop-
erty, shall show or be accompanied by all of the statements, data,
etc. required hereinabove in Section 3 of this ordinance, except-
ing only those required under sub - sections (c), (d), (e), (g),
(i), (1), (n) and (o) of said Section 3.

SECTION 6. MOVING BUILDING OUT OF CITY.
Each application for a permit to move a house, building or struc-
ture from a location within said city to a location outside of said
city, and which will require the traversing of any public street,
boulevard, avenue or alley, or other public place or property,
shall show or be accompanied by all of the statements, data, etc.
required hereinabove in Section 3 of this ordinance, excepting
only that required under sub - sections (f), (i), (j), (k) and (m)
of said Section 3.
SECTION 7. BUILDING INSPECTOR TO BE NOTIFIED, INSPECT
AND REPORT•. Whenever any application for a permit is filed with
the Street Superintendent in accordance with the provisions of
this ordinance, the Street Superintendent shall promptly notify
the Building Inspector of said city of the fact of such filing,
and it shall thereupon be the duty of the Building Inspector to
inspect the house, building or structure proposed to be moved, and
to promptly report to the Street Superintendent in writing his
findings and recommendations with reference thereto. Said Build-
ing Inspector may waive or require the filing of the plans and
specifications referred to under sub - section (k) of Section 3
hereof, in his discretion. It is provided, however, that the Build-
ing Inspector shall not recommend approval of any permit which
contemplates the moving into the City of El Segundo of any build-
ing which is not in general keeping in appearance, nature and
construction with the buildings or structures already existing
in the neighborhood in which such building is to be located, nor
shall he recommend approval of any such permit for location in
an unimproved neighborhood of the city unless such building or
structure is generally in keeping as to the foregoing features
with representative like structures within said city.

SECTION 8. STREET SUPERINTENDENT MAY ISSUE OR DENY
PERMIT AND PRESCRIBE TERMS, CONDITIONS, ETC. Upon receipt of
the report and recommendations of the Building Inspector, the
Street Superintendent may issue or deny, in his discretion, the
permit applied for, subject, however, to the right of the appli-
cant to appeal to the City Council from any decision made by the
Street Superintendent, the right of final determination in case
of such appeal being hereby reserved by the City Council. The
Street Superintendent may impose such terms and conditions in
any permit granted by him hereunder as in his opinion may be nec-
essary or advisable in connection with the issuance of such per-
mit, or the use thereof, by the permittee, or the moving of the
house, building or structure referred to, or which is in any man-
ner related thereto, subject, however, to the right of appeal to
the City Council as hereinabove stated. The Street Superintendent
may also upon recommendation of the Building Inspector require
that the permittee file a cash deposit or a surety bond, in form
approved by the City Attorney and with a surety satisfactory to
the Building Inspector and the Street Superintendent, in an amount
to be determined by said Building Inspector to guarantee that the
conditions with respect to the placement and improvement of the
building at its new location within the City of E1 Segundo as
set forth in the permit shall be completed within the time limit
imposed thereon, and to the satisfaction and approval of said
Building Inspector. In those cases where the Street Superinten-
dent as to work falling under his jurisdiction and /or the Build-
ing Inspector as to work falling under his jurisdiction deems
such inspection necessary, he may require a city inspector to be
present at or during all, or part, of the actual moving, or mov-
ing operations or work of repair of public streets, or the place-
ment, repair or improvement of the building, and the compensation
of such inspector must be paid by the permittee and a deposit

made by permittee in amount sufficient, in the opinion of the
Street Superintendent or Building Inspector as the case may be,
to cover such compensation. The compensation of such inspector,
however, shall not exceed the sum of $15.00 per day. The in-
spector shall be designated by the Street Superintendent or
Building Inspector as to work falling under their respective
jurisdiction, and when so designated and acting it shall be un-
lawful for the permittee, or any person, firm or corporation
actually conducting or prosecuting, or engaged in, the moving,
or moving operations or repair, placement or improvement work,
to fail, refuse or neglect to comply with the reasonable orders
such
or directions of any /inspector, or to stop or suspend moving
operations or any such work if ordered by any such inspector or
the Street Superintendent or the Building Inspector so to do.
SECTION 9. REQUIREMENTS NOT WAIVED.
Nothing in this ordinance contained shall be construed as waiv-
ing any requirement or requirements, or fee or fees, which may
be set forth or prescribed in connection with any house, building
or structure under the provisions of the building, plumbing or
electrical codes of the City of El Segundo, or any of them.
SECTION 10. No person, firm, association or corpor-
ation moving any building or structure, or section or portion
thereof, over, upon, along or across any public street within
said city, shall fail, neglect or refuse to keep a red light burn-
ing at all times between sunset and sunrise at each corner of such
building or structure, or section or portion thereof, and at the
end of any projection thereon while the same or any part thereof
is located in or upon any public street.
SECTION 11. It shall be unlawful for any person, firm,
association or corporation, after accepting any permit issued
under the provisions of this ordinance, to fail, refuse or neglect

to comply with each and every one of the terms and conditions
under or pursuant, or subject to which such permit may, or may
have been, issued.
SECTION 12. The building inspection fee of $25.00
hereinabove provided for in sub - section (1) of Section 3 of this
ordinance when paid into the City Treasury shall be credited to
the general fund of said city.
SECTION 13. That any person, firm, association or
corporation violating any of the provisions of this ordinance
shall be guilty of a misdemeanor, and upon conviction of any such
violation such person, firm, association or corporation shall be
punishable by a fine of not more than $500.00 or by imprisonment
in the City Jail of the City of El Segundo, California, or in
the County Jail of Los Angeles County, California, as the com-
miting magistrate may direct, for a period of not to exceed six
months, or by both such fine and imprisonment in the discretion
of the Court.
Every such person, firm, association or corporation
shall be deemed guilty of a separate offense for each and every
day during which, or during any portion of which, any of the pro-
visions of this ordinance is violated and shall be punishable
therefor as herein provided.
SECTION 14. That Ordinance No. 2$ of said city and all
ordinances amendatory of said Ordinance No. 28 shall be and the
same are hereby repealed, as are also all other ordinances and
parts of ordinances insofar as such other ordinance or ordinances
conflict with the provisions hereof.
SECTION 15. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said City; shall
make a minute of the passage and adoption thereof in the records

of the meeting at which the same is passed and adopted; and shall,
within fifteen days after the passage and adoption thereof, cause
the same to be published once in the El Segundo Herald, a weekly
newspaper of general circulation, published and circulated within
said City of E1 Segundo and which is hereby designated for that
purpose.
SECTION 16. That this ordinance shall become effective
at midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
Passed, approved and adopted this 3rd day of November,
1954.

(m) A statement that applicant will apply for and obtain
any and all permits which may be required in connection
with such house, building or structure under the build-
ing, plumbing or electrical codes of said city.
(n) A cash deposit in an amount to be fixed and determined
by the Street Superintendent to guarantee or insure
the full and prompt repair of any damage to any public
street, boulevard, avenue, alley or public place or
property caused by or resulting from the moving, mov-
ing operations or work and all city inspection costs
and charges incident to such moving, moving operations
or work, but in any event not less than $200.00. All
such deposits and fees collected shall be deposited
with the City Clerk by the Street Superintendent and
if the moving is completed without such damage the
said deposit (less any city inspection costs incurred)
shall be returned to the depositor. In the event of
damage, however, the Street Superintendent shall cause
such damage to be repaired and he shall advise the
City Clerk of the amount thereof, including city in-
spection costs and charges, all of which shall be paid
out of such deposit and the balance, if any, shall be
returned to the depositor.
(o) An additional cash deposit in the amount of $25.00 to
cover costs of police escort, and which amount shall
be deposited with the City Clerk by the Street Super-
intendent. Whenever the Traffic Authority of the city
shall deem a police escort necessary, a charge shall
be made and paid out of such deposit in the sum of
$2.00 per hour for each hour or fraction thereof for
each police vehicle and for each police officer used
