ORDINANCE N0. 443.
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ORDERING, CALLING, PROVIp-
ING FOR AND GIVING NOTICE OF A SPECIAL
ELECTION TO BE HELD IN THE CITY OF EL
SEGUNDO, ON THE 2ND DAY OF NOVEMBER,
1954, FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED VOTERS OF SAID CITY, A
PROPOSITION TO INCUR BONDED INDEBTEDNESS
BY SAID CITY FOR A CERTAIN MUNICIPAL IM-
PROVEMENT AND CONSOLIDATING SAID ELECTION
WITH THE STATE GENERAL ELECTION TO BE HELD
ON SAID DATE.
WHEREAS, the City Council of the City of El
Segundo, California, did on the 18th day of August, 1954,
by a vote of more than two - thirds of the members of said
City Council, adopt Resolution No. 1425 , entitled
"Resolution of the City Council of the City of E1 Segundo,
California, determining that the public interest and neces-
sity demand the acquisition and construction of a certain
municipal improvement, and making findings relating thereto,"
which said resolution was duly signed and approved by the
Mayor of said City and attested and.certified,by the City
Clerk of said City;
NOW, THEREFORE, the City Council of the City of
E1 Segundo DOES ORDAIN as follows:
Section 1. That a special election be held, and
the same is hereby called to be held, in the City of E1
Segundo, California, on the 2nd day of November, 1954, for
the purpose of submitting to the qualified voters of said
city a proposition of incurring indebtedness and issuing
bonds of said City therefor, in the amount hereinafter set

forth, and for the object and purpose set forth in
said resolution and hereinafter stated.
Section 2. That the object and purpose for which
said indebtedness is to be incurred and bonds issued there-
for is as follows:
The acquisition and construction by the City of
E1 Segundo of a certain municipal improvement, to wit:
park and recreation facilities for said city, including
the landscaping and other improvement of park and
recreation sites and the construction of all buildings
and other structures necessary therefor, and including
the acquisition of all land, apparatus, equipment
and other property necessary therefor.
Section 3. That the estimated cost of the muni-
cipal improvement described in Section 2 hereof is the
sum of three hundred seventy -five thousand dollars ($375,000)
and that the amount of the principal of the indebtedness to
be incurred therefor is the sum of three hundred seventy -five
thousand dollars ($375,000).
That the maximum rate of interest to be paid on
said indebtedness shall not exceed the maximum rate permitted
by law, to wit, six per cent (6%) per annum, payable annually
for the first year and semiannually thereafter, the actual
rate or rates of interest on said bonds to be determined at
the time of the sale or sales thereof.
That if the proposition for the incurring of bonded
indebtedness so submitted receives the requisite number of
votes, to wit, two - thirds of the votes of the qualified elec-
tors voting on said proposition, bonds of said City, in

not exceeding the principal amount stated in such propo-
sition, shall be issued and sold for the object and pur-
pose set forth in said proposition.
Section 4. That the polls for said election
shall be opened at seven o'clock A.M., of the day of said
election and shall remain open continuously from said time
until seven o'clock P.M., of the same day, when said polls
shall be closed, except as provided in Section 5734 of
the Elections Code of the State of California.
That on the ballots to be used at said special
election, in addition to any other matters required by law,
there shall be printed substantially the following:
MARK CROSSES ( +) ON BALLOT ONLY WITH RUBBER STAMP;
NEVER WITH PEN OR PENCIL.
(ABSENTEE BALLOTS MAY BE MARKED WITH PEN AND INK
OR PENCIL.)
INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross ( +) in the
voting square after the word "YES" or after the
word 'NO." All marks, except the cross ( +) are
forbidden. All distinguishing marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter's ballots mark a cross ( +) with
pen or pencil.

Section 5. A cross ( +) placed in the voting
square after the word "YES in the manner hereinbefore pro-
vided shall be counted in favor of the adoption of the
proposition. A cross ( +) placed in the voting square after
the word "NO" in the manner hereinbefore provided shall be
counted against the adoption of the proposition.
Section 6. That said special municipal election
hereby called to be held in the City of El Segundo on
November 2, 195+, shall be and is hereby ordered consolidated
with the statewide general election to be held on such date,
and within the City of El Segundo the precincts, polling
places, voting booths and officers of election for the spe-
cial municipal election hereby called shall be the same as
those provided for said general election. The Board of Su-
pervisors of the County of Los Angeles is hereby requested
to order the consolidation of the special municipal election
hereby called with said statewide general election, and said
Board of Supervisors is hereby authorized to canvass the re-
turns of said special municipal election, and said elections
shall be held in all respects as if there were only one el-
ection, and only one form of ballot, namely, the ballots
used at said general election, shall be used. Said Board
of Supervisors shall certify the result of the canvass of the
returns of such special municipal election to the City
Council of the City of E1 Segundo who shall thereafter de-
clare the result thereof.
Section 7. That the City Clerk shall certify to
the passage and adoption of this ordinance by a vote of
more than two - thirds of all of the members of the City Coun-
cil of said city and shall cause said ordinance to be

published once a week for two successive weeks in the
EL SEGUNDO HERALD, a weekly newspaper of general circula-
tion printed, published and circulated in the City of El
Segundo. No other notice of such election need be given.
Section 8. This ordinance shall take effect
upon its passage.
