ORDINANCE 438ORDINANCE NO. 438. AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALI- FORNIA, ANNOUNCING A CERTAIN DETERMINATION AND POLICY OF THE CITY COUNCIL OF SAID CITY RELAT- ING TO THE GIVING OF TESTIMONY BY OFFICERS AND EMPLOYEES OF SAID CITY IN CERTAIN PROCEEDINGS. WHEREAS, the Grand Jury of Los Angeles County, Califor- nia, has requested, in view of certain experiences of said body in recent proceedings had before it (not involving the City of E1 Segundo or any of its officers or employees), and recommended to the various cities and governmental units of said County that the action hereinafter taken be taken; and WHEREAS, the City Council of the City of 1�1 Segundo believes that the recommendation so made will tend to promote administration of justice in said County and that the determina- tion and policy so recommended and hereinafter set forth is in the public interest; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. The refusal of any officer or employee of the City of El Segundo, California, to testify under oath before any Grand Jury having jurisdiction over any then pending cause or inquiry in which the investigation of governmental bribery or mis- conduct in public office is involved shall constitute good and sufficient ground for the immediate discharge of such public of- ficer or employee. SECTION 2. That the City Clerk of the City of El Se- gundo is hereby instructed to furnish a copy of this ordinance to each and all of the present officers and employees of said City i and to deliver a like copy thereof to each future officer or - 1 - 1a K31 employee thereof at the time of his or her induction into munici- pal service. SECTION 3. That this ordinance shall become effective at midnight on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 4. That the City Clerk shall certify to the passage and adoption of this ordinance; shall cause the same to be entered in the book of original ordinances of said City; shall make a minute of the passage and adoption thereof in the records of the meeting at which the same is passed and adopted; shall, within fifteen days after the passage and adoption thereof, cause the same to be published once in the El Segundo Herald, a weekly newspaper of general circulation, published and circulated within said City of El Segundo and which is hereby designated for that purpose; and shall forward a certified copy thereof to the Grand Jury of Los Angeles County, California, for its information and files in the premises.
