The provisions of this Ordinance shall apply to the driver of any vehicle owned or used in the service of the United i r* States Government, this State, any county, city and county or municipal corporation, or other public agency, and it shall be unlawful for any said driver to violate any of the provisions of this ordinance, except as otherwise permitted in this ordi- nance. SECTION 5. EXEMPTIONS TO CERTAIN VEHICLES. (a) The provisions of this ordinance regulating the opera- tion, parking, and standing of vehicles shall not apply to any vehicle of the Police Department or Fire Department, any public ambulance, or any public utility vehicle, or any private ambu- lance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle when any vehicle mentioned in this section is operated in the manner specified in the Vehicle Code in response to any emergency call. (b) The foregoing exemptions shall not, however, protect the driver of any such vehicle from the consequences of his willful disregard of the safety of others. (c) The provisions of this ordinance regulating the plac- ing, parking or standing of vehicles or equipment shall not ap- ply to any vehicle or other equipment of a city department or public utility, or franchise or special permit holder of a fran- chise or permit issued by said City or its authorized officers, while same is necessarily in use for construction or repair work. SECTION 6. REPORT OF DAMAGE TO CERTAIN PROPERTY. (a) The driver of a vehicle, or the person in charge of any animal, involved in any accident resulting in damage to any property publicly owned or owned by any public utility, includ- ing but not limited to any fire hydrant, ornamental lighting post, telephone pole, electric light or power pole, ornamental tree or other property of a like nature located in or along any street, shall within twenty -four (24) hours after such accident make a written report of such accident to the Police Department of said City. - 5 - 284 JL (b) Every such report shall state the time when and the place where the accident took place, the name and address of the person owning and of the person driving or in charge of such vehicle or animal, the license number of every such vehicle, and shall briefly describe the property damaged in such acci- dent. ARTICLE III TRAFFIC CONTROL DEVICES SECTION 1. THE TRAFFIC AUTHORITY TO ERECT TRAFFIC CONTROL DEVICES. The Traffic Authority shall have the exclu- sive power and duty to place and maintain or cause to be placed and maintained official traffic control devices when and as required under this Ordinance to make effective the provisions of said Ordinance, and may place and maintain such additional traffic control devices as he may deem necessary to regulate traffic under this Ordinance or under State law, or to guide or warn traffic, SECTION 2. THE TRAFFIC AUTHORITY TO INSTALL TRAFFIC SIGNALS, SAFETY ZONES AND LANES FOR TRAFFIC. The Traffic Au- thority is hereby authorized: (a) To install and maintain official traffic signals at such intersections and other places as he may deem necessary for the regulation of traffic. (b) To establish safety zones at such places as he may deem necessary for the protection of pedestrians. (c) To mark lanes for traffic on street pavements at such places as he may deem advisable, consistent with the Ve- hicle Code and traffic Ordinances of said City. (d) To determine the locations and extent of all dis- tinctive street or roadway markings within said city, and to cause such markings to be placed and indicated upon such streets and roadways. Signs shall not be required in connection with said distinctive street or roadway markings. �� SECTION 3. OBEDIENCE TO TRAFFIC CONTROL DEVICES. (a) The &firer of any vehicle and the person in charge of any animal, and the motorman of any street or interurban car, shall obey the instructions of any official traffic control de- vice applicable hereto placed in accordance with this Ordinance unless otherwise directed by a police officer, subject to the exemptions granted by Section 5 of Article II of this Ordinance. (b) The driver of any vehicle and the person in charge of any animal, and the motorman of any street or interurban car, shall obey the instructions of any barrier or sign erected by any of the public departments of said City or public utilities in said City, or by any other person, pursuant to law. (c) No person shall ride or drive any animal or vehicle upon or across a distinctive street or roadway marking within said City placed under the provisions of this ordinance, or on the lefthand side of any such marking in the direction in which such animal or vehicle is at the time proceeding, except in those cases where one yellow stripe appears in such marking im- mediately to the left of any such animal or vehicle and on the same side of the street or roadway as that in which such animal or vehicle is at the time proceeding. SECTION 4. SIGNS REQUIRED. No provision of this Or- dinance for which signs or markings are required shall be en- forced against an alleged violator if, at the time and place of the alleged violation, an official sign or marking is not in place and sufficiently legible and visible to be seen by an ordinarily observant person. SECTION 5. OFFICIAL TRAFFIC SIGNALS. Whenever traf- fie is controlled by traffic control signal exhibiting the words "GO ", "CAUTION ", or "STOP ", or exhibiting different colored lights successively one at a time, the following colors only shall be used, and said terms and lights shall indicate as follows: - 7 - ,43 (a) Green alone or "GO": 1. Vehicular traffic facing the signal shall proceed either straight through or turn right or left unless a sign at such place prohibits either such turn, except that: 2. Vehicular traffic shall yield the right -of -way to other vehicles and to pedestrians lawfully ikithin the intersection or adjacent crosswalks at the time such signal is exhibited. 3. Pedestrians facing the signal may proceed across the roadway within any marked or unmarked crosswalk. (b) Yellow alone, or with green or "CAUTION ", when shown following the green or "GO" signal: 1. Vehicular traffic facing the signal shall stop before entering the nearest crosswalk at the intersection, but if such stop cannot be made in safety a vehicle may be driven cautious- ly through the intersection. 2. No pedestrian facing such signal shall enter the road- way until green or "GO" is shown alone. (c) Red alone or "STOP ": 1. Vehicular traffic facing the signal shall stop before entering the nearest intersection or crosswalk, or crossing the nearest clearly indicated limit line, and, except in the case of red flashing signals only, shall remain standing until green or "GO" is shown alone, or flashing amber is shown alone, except as provided in the next succeeding paragraph. 2. Local authorities may designate any intersection by appropriate signs thereat where the driver of a vehicle which is stopped as close as practicable at the entrance to the crosswalk on the near side of the intersection or, if none, then at the entrance to the intersection in obedience to a red or "Stop" signal, may make a right turn, but shall yield the right of way to pedestrians and other traffic proceeding as directed by the signal at said intersection. 3. No pedestrian facing such signal shall enter the road- way until green or "GO" is shown alone. (d) The ringing of a bell in connection with any official traffic signal shall indicate that a change is taking place or is to take place in said traffic signal. However, all traffic shall be re- quired to obey the direction of the signal itself; the ringing of a bell is to be construed merely as a warning to traffic of a change in signal. (e) The motorman of any street or interurban car shall obey all traffic signals as applicable to vehicles. (f) No person shall disobey the directions of this section except when it is necessary to stop for the purpose of avoiding an accident or in case of other emergency or when otherwise direct- ed by a police official. SECTION 6. FLASHING SIGNALS. Flashing red (Stop signal). When a red lens is illuminated by rapid intermittent flashes, drivers of vehicles shall stop before entering the nearest crosswalk at an intersection or at a limit line when marked, and the right to proceed shall be subject to the rules applicable after making a stop at a stop sign. A flashing red signal shall not be used except at a place where a stop sign is located. Flashing yellow (Caution signal). When a yellow lens is illuminated with rapid intermittent flashes, drivers of ve- hicles may proceed through the intersection or past such signal only with caution. SECTION 7. PEDESTRIAN MECHANICAL OR PUSH BUTTON SIGNALS. No person shall operate a pedestrian mechanical or push button signal other than a pedestrian for the purpose of immediately crossing the roadway. ARTICLE IV TURNING MOVEMENTS 2845 SECTION 1. SIGNS PROHIBITING LEFT TURNS. The Traffic Authority may erect or place and maintain signs at any inter- section prohibiting the making of left turns by drivers of ve- hicles wherever said Traffic Authority determines that such left turns would cause traffic congestion or traffic hazard, and during the time such signs are so erected or placed no left hand turns shall be permitted at such designated intersections, and it shall be unlawful for the operator of any vehicle to make any left hand turn in such intersection at such times. SECTION 2. TURNING MARKERS. (a) The Traffic Authority may place markers, buttons or signs within or adjacent to intersections, indicating the course to be traveled by vehicles turning at such intersections. (b) When authorized markers, buttons or other indications are placed within an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the directions of such indications. SECTION 3. TURNING IN STREET. No vehicle shall be turned at any time at any intersection or in any street in a complete circle, and no vehicle in a business district shall be turned so as to proceed in the opposite direction, except at an intersection provided, however, that no such turning may be done in any intersection, any part of which is formed by an alley or when traffic signs are in place prohibiting such turn- ing. ARTICLE V ONE -WAY STREETS AND ALLEYS SECTION 1. THE CHIEF OF POLICE TO SIGN ONE -WAY STREETS AND ALLEYS. Whenever any ordinance of the City desig- nates any one -way street or alley the Chief of Police shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. - 10 - Z-3-4s Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited. SECTION 2. ONE -WAY STREETS AND ALLEYS. When signs are erected on one -way streets or in any alley giving notice thereof, no person shall drive any vehicle in a direction con- trary thereto. SECTION 3. That Grand Avenue, in the City of E1 Se- gundo, California, between the Easterly line of Main Street and the Westerly line of Eucalyptus -Drive, shall be and the same is hereby divided into two traffic lanes. All Westerly bound traffic upon said portion of said Grand Avenue shall proceed only in the Northerly traffic lane, which is hereby designated as that portion of said Grand Avenue lying Northerly of the Pacific Electric Railway right of way, between said Main Street and Eucalyptus Drive; and all Easterly bound traffic upon said portion of said Grand Avenue shall proceed only in the Souther- ly traffic lane, which is hereby designated as that portion of said Grand Avenue lying Southerly of the Pacific Electric Rail- way right of way, between said Main Street and Eucalyptus Drive; except at intersections of said portion of said Grand Avenue with other streets or avenues, traffic may make either right or left hand turns. ARTICLE VI THROUGH STREETS, BOULEVARD STOPS, STOP INTER- SECTIONS, AND SPECIAL STOPS. SECTION 1. THROUGH STREETS. The following streets and parts of streets are hereby declared to be through streets (or through highways) within said city, to wit: 1. Main Street throughout its entire length. 2. Sepulveda Boulevard throughout its entire length. 3. Virginia Street throughout its entire length, except- ing therefrom its intersection with Grand Avenue. - 11 - Z47(, 4. Grand Avenue from and including Main Street to the westerly city boundary line. SECTION 2. The Traffic Authority shall erect a stop sign on each and every street intersecting any through street or portion thereof at or near the entrance of such intersect- ing street to such through street or highway. Every such sign shall conform as to type, location and placement and in all other respects to the requirements of the Vehicle Code relating to stop signs. SECTION 3. When a stop sign is erected and in place as herein provided at or near the entrance to any through street or highway, every driver or operator of a vehicle and every motorman or operator of a street or interurban car shall stop such vehicle or car at or near the entrance to such through street or highway before entering the same, except when direct- ed to proceed by a police, highway or traffic officer or traf- fic control signal. SECTION 4. STOP INTERSECTIONS AND STOP ENTRANCES THERETO. The intersections of streets within said City set forth in the "SCHEDULE OF STOP INTERSECTIONS AND STOP ENTRANCES" in this Section 4 of this Article VI of this ordinance shall be and the same are hereby fixed, designated and established as stop intersections in and for said City. The said schedule of stop intersections and stop en- trances hereinabove in this section referred to is hereby fixed, designated and established as follows: SCHEDULE OF STOP IN- TERSECTIONS AND STOP ENTRANCES. 1. Acacia Avenue and California Street: northerly and southerly entrances. 2. Acacia Avenue and Loma Vista Street: easterly and westerly entrances. 3. Aviation Boulevard and Imperial Highway: westerly entrance. 4. Aviation Boulevard and El Segundo Boulevard: west- erly entrance. 5. Center Street and Mariposa Avenue: all entrances. 6.
