AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, PERTAINING TO HEDGES, SHRUB-
BERY, NATURAL GROWTHS, SIGNS OR OTHER
OBSTRUCTIONS TO VISIBILITY AT STREET IN-
TERSECTIONS WITHIN SAID CITY.
The City Council of the City of E1 Segundo, Cali-
fornia, does ordain as follows:
SECTION 1. OBSTRUCTIONS PROHIBITED
(A) On property at any corner formed by intersecting
streets, it shall be unlawful to install, set out, or main-
tain, or to allow the installation, setting out or maintenance
of, any sign, hedge, shrubbery, natural growth or other ob-
struction to the view, higher than three feet six inches above
the level of the center of the adjacent intersection, within
that triangular area between the property line and a diagonal
line joining points on the property lines 25 feet from the
point of their intersection, or in the case of- rounded corners,
the triangular area between the tangents to the curve and a
diagonal line joining points on said tangents 25 feet from the
point of their intersection. The tangents referred to are
those at the beginning and at the end of the curve at the cor-
ner.
(B) To illustrate the operation of the foregoing pro-
visions the shaded spaces on the diagram entitled "Diagram
Showing Typical Corners", which is attached to this ordinance
and designated as "Exhibit Av, will show the triangular areas
involved at typical corners. Said Diagram ( "Exhibit A ") here-
unto attached is hereby referred to and by this reference is
hereby expressly incorporated herein and made a part hereof.

SECTION 2. EXCEPTIONS. The foregoing provision
shall not apply to permanent buildings; public utility poles;
trees trimmed (to the trunk) to a line at least eight feet
above the level of the intersection; saplings, or plant species
of open growth habits and not planted in the form of a hedge,
which are so planted and trimmed as to leave at all seasons a
clear and unobstructed cross -view; supporting members of ap-
purtenances to permanent buildings existing on the date this
ordinance becomes effective; official warning signs or sig-
nals; or to places where the contour of the ground is such that
there can be no cross - visibility at the intersection.
SECTION 3. ENFORCEMENT. The enforcement of this or-
dinance shall be under the direction of the Building Inspector
of the City of El Segundo. Said Building Inspector shall
designate representatives of the Building Department who may,
on behalf of said Department, investigate violations of this
ordinance, give such notices as may be required to carry out
the provisions of this ordinance, and perform such other duties
in connection with the enforcement of this ordinance as may be
imposed upon them by said Building Inspector.
SECTION 4. REMEDIES. In addition to any remedies
provided in Section 4 of this ordinance, or by law of this
State, any obstruction maintained in violation of this ordi-
nance shall be deemed a nuisance, and upon failure to abate the
same within twenty days after the posting upon the premises of
notice to abate the nuisance signed by the Building Inspector,
or by his authorized representative, such Building Inspector
or such authorized representative may enter upon the premises
and remove or eliminate the obstruction. In such event, the
cost to the City of the abatement of the nuisance shall be a
lien upon the premises, provided a claim therefor be filed
within the time and in the manner as prescribed in Section 11$7

of the Code of Civil Procedure of the State of California.
The cost of such abatement shall, in addition, be a personal
obligation against the owner of the premises upon which the
nuisance was maintained, recoverable by the City in an action
before any court of competent jurisdiction.
SECTION 5. SCOPE. No obstruction to cross -visi-
bility shall be deemed to be excepted from the application of
this ordinance because of its being in existence at the time
of the adoption hereof, unless expressly exempted by the terms
of this ordinance.
SECTION 6. That any person, firm, association, co-
partnership or corporation violating any of the provisions of
this ordinance shall be. deemed guilty of a misdemeanor and upon
conviction thereof shall be punishable by a fine of not more
than Five Hundred Dollars ($500.00), or by imprisonment in the
City Jail of the City of E1 Segundo, California, or the County
Jail of the County of Los Angeles, California, as the committing
magistrate may direct, for a period of not more than six (6)
months, or by both such fine and imprisonment in the discretion
of the court.
SECTION 7. That this ordinance shall become effective
at midnight on the thirtieth day from and after the date of the
final passage and adoption thereof.
SECTION 8. That the City Clerk shall certify to the
passage and adoption of this ordinance; shall cause the same to
be entered in the book of original ordinances of said City;
shall make a minute of the passage and adoption thereof in the
records of the meeting at which the same is passed and adopted;
and shall, within fifteen days after the passage and adoption
thereof, cause the same to be published once in the E1 Segundo
Herald, a weekly newspaper of general circulation, published

and circulated within said City of E1 Segundo and which is
hereby designated for that purpose.
