AN ORDINANCE, OF THE CITY OF EL SEGU NDO,
CALIFORNIA, k,ENDING ORDINANCE NO. 306
(THE LAND USE PLAN - ZONING ORDINANCE)
OF SAID CITY BY AMENDING SECTION 3; BY
AMENDING PARAGRAPH "A. USE." OF SECTION
9; BY AMEN'DITI G ITEIv7 "1" OF PARAGRAPH
"A. USE." 0141 SECTION 10 OF SAID ORDI-
NANCE; AND BY ADDING A NEW SECTION TO
BE DESIGNATED AS SECTION 9.1 TO SAID
ORDINANCE NO. 3o6.
WHEREAS, the City Planning Commission and the City
Council of the City of El Segundo, California, have duly and
regularly processed and held public hearings upon the herein-
after quoted amendments to Ordinance No. 306 of the City of
E1 Segundo, California, entitled
"AN ORDINANCE ESTABLISHING ZONES WITHIN
TITS CITY OF EL SEG JUDO AND ESTABLISHING
CLASSIFICATION AND LAND USES AND REGULA-
TING SUCH LAND USES IN SUCH ZONES; REGU-
LATING THE HEIGHT OF BUILDINGS AND OPEN
SPACES FOR LIGHT AND VENTILATION; ADOPTING
A MAP OF SAID ZONES; DEFINING THE TERMS
USED IN SAID ORDINANCE; PROVIDING FOR
THE ADJUSTMENT, AMENDMENT AND ENFORCEMENT
THEREOF; PRESCRIBING PENALTIES FOR ITS
VIOLATION. ",
passed and adopted on the 22nd day of January, 194 7, as amended,
pursuant to im oceedings instituted by said City Planning Com-
mission; and
WHEREAS, said City Council has now acquired jursidic-
tion to adopt this ordinance;;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIA, DOES ORDAIN AS FOLLOWS:

'71I. Changes in the boundaries of any such zones may and
shall be made by ordinance.
"IV. Where uncertainty exists as to the boundaries of any
zone shown on said Zoning Map, the following rules shall
apply:
"(a) Where such boundaries are indicated as approximately
following street and alley lines or lot lines, such lines
shall be construed to be such boundaries;
"(b) In the case of unsubdivided property and where a
zone boundary divides a lot, the location of such boundaries,
unless the same are indicated by dimensions, shall be de-
termined by use of the scale appearing on said Zoning Map;
"(c) Where a public street or alley is officially vacated
or abandoned, the regulations applicable to abutting proper-
ty shall apply to such vacated or abandoned street or alley.
"V. No yard or other open space provided about any building
for the purpose of complying with the regulations of this
ordinance, or amendments thereto, shall be considered as
providing a yard or open space for any other building or
structure.
"VI. While a non - conforming use exists on any lot, no other
use of a more restricted classification shall be permitted,
even 11though such other use would otherwise be a conforming
use.
SECTION 4. That Paragraph "A. USE." 'of Section 9 of
said Ordinance No. 306 shall be and the same is hereby amended
so as to read as follows, to wit:
"A. USE.
"No building or land shall be used and no building shall
be hereafter erected or structurally altered except for one
or more of the following uses:
'11. Any use permitted in the IR -4' and IP -11 Zones.
2. Retail stores or businesses not involving any kind
of manufacture, processing or treatment of products other
than that which is clearly incidental to the retail business
conducted on the premises and provided that not more than
five (5) persons are employed in the manufacture, processing
or treatment of products, and that such operations or pro-
ducts are not objectionable due to noise, odor, dust, smoke,
vibration or other similar causes and provided also that
unless otherwise permitted all such uses be conducted inside
of buildings.
" Advertising signboards or structures.

"5. Bakery (employing not more than five (5) persons
on premises).
116. Barber shop or beauty parlor.
"7. Baths, Turkish and the like.
118. Billiard or Pool Hall.

11. Bird store or pet shop.
"12. Church, temporary revival.
"13. Cleaning and pressing establishment using non-
inflammable and non - explosive cleaning fluid.
114. Confectionery store.
"15. Conservatory of LIusic.
"16. Department store.
"17. Dressmaking or i +iillinery shop.
"18. Drug store.
"19. Dry goods or notions.
"20. Electric appliance stores and repairs.
"21. Filling station.
"22. Florist shop.
"23. Frozen food locker plants (excluding wholesale
processing or cold storage).
24. Furniture store.
25. Furniture warehouses for storing personal house-
hold goods, provided ground floor front is devoted to stores.
"26. Garage, public.

"28. Hardware store.
t129. Jewelry store.
't30. Interior decorating store.
"31. Laundry or clothes cleaning agency.
"32. Meat market or delicatessen.
t13 . Motels.
113. Music or vocal instruction.
35. Music store.
"36. News stand.
"37. Nursery, flower or plants (with or without buildings).
"38. Public parking area when located and developed as
required in Section 12.

114.- Storage garage (including repairing and servicing).

1145. Tailor, clothing or wearing apparel shop.

48. Used car sales area, provided (a) no repair or
recon(Itioning of automobiles shall be permitted, except
when enclosed in a building, and, (b) that such area is
located and developed as required in Section 12.
"49• Accessory buildings and uses customarily incident
to any of the above uses when located on the same lot.
"50. Parking space (see Section 12)."
SECTION 5. That Item "1" of Paragraph "A. USE." of
Section 10 of said Ordinance No. 306, shall be and the same is
hereby amended so as to read as follows, to wit:
111. Any use permitted in the IC -M' Zone."
SECTION 6. That a new section to be known and desig-
nated as "SECTION 9.111 shall be and the same is hereby added to

said Ordinance No. 306, and Mich said new "SECTION 9.1" shall
read as follows, to wit:
"SECTION 9.1: IC-MI COiv MERCIAL- INDUSTRIAL ZONE.
"The following regulations shall apply in the tC -M1 Commer-
cial- Industrial Zone unless otherwise provided in this
ordinance. Buildings erected or structurally altered and
used exclusively for dwelling purposes shall comply vt th the
front, side and rear yard regulations of the IR -3t Zone.
A. USE.
"No building shall be hereafter erected or structurally
altered or premises used except for one or more of the
following uses:
"1. Any use permitted in the IC-21 Zone.
"2. The following industrial uses and other uses which
are not obnoxious or offensive by reason of emission of
odor, dust, smoke, gas, noise or other similar causes and
Further provided that they are enclosed entirely within a
building and do not occupy more than ten thousand (10,000)
square feet of land and do not employ over fifteen (15)
persons on the premises.
"(a) Assembly of following electrical appliances:
(1) Electronic instruments and devices,
(2) Radios and phonographs (including the
manufacture of small parts only, such
as coils).
"(b) Bakery.
"(c) Boat building, except ship building.
"(d) Cabinet shop or carpenter shop.
"(e) Ceramic products, the manufacture of, includ-
ing figurines, using only previously pulver-
ized clay and kilns fired only by electricity
or low pressure gas.
"(f) Feed and fuel yard (solid fuel only).
''(g) Hand laundry.
'•(h) Ice storage house of not more than five (5)
ton capacity.
"(i) Laboratory, experimental, motion picture,
testing.
"(j) Machine shop.
"(k) Parcel service delivery.
"(1) Plumbing supply yard, provided all material
and equipment is kept within an entirely en-
closed building or within an area enclosed
on all sides with a solid wall or uniformly
painted fence not less than six (6) feet in
height.
"(m) Sheet metal shop.
"(n) Tinsmith.
"(o) Upholstering shop.
"(p) Wholesale business, storage buildings and
warehouses.
"(q) Other businesses or enterprises which, when
so determined by the Planning Commission in
the manner prescribed in Section 12, Para-
graph 'A Use', are declared not to be obnox-
ious or detrimental to the public welfare.

"(r) Accessory buildings and uses customarily
incident to any of the above uses when
located on the same lot.
"B. HEIGHT.
"No building hereafter erected or structurally altered
shall exceed six (6) stories or seventy -five (75) feet.
"C. FRONT YARD.
"No front yard shall be required except for +RI uses.
"D. SIDE YARD.
"No side yards shall be required except for tR1 uses.
"E. REAR YARD.
"There shall be a rear yard of not less than twenty
(20 %) per cent of the depth of the lot, provided such rear
yard need not exceed fifteen (15) feet and further provided
that no rear yard shall be required if the lot backs upon
a dedicated alley, except for 'R1 uses.
"F. LOT AREA PER 11P211ILY.
"Every main building hereafter erected or structurally
altered shall have a lot area of not less than five hundred
(500) square feet per family; provided, however, that this
regulation shall not apply to hotels or apartment hotels or
hotels where no cooking is done in any individual room suite
or apartment."
SECTION 7. That said Ordinance No. 306, as amended ,
shall be and the same is hereby amended as hereinabove in Sections
3, 4, 5 and 6 of this ordinance set forth.
SECTION 8. That this ordinance shall take effect
and be in full force and virtue 30 days from and after the final
passage and adoption thereof.
SECTION 9. That the City Clerk shall certify to
the passage and adoption of this ordinance; shall make a minute
of the passage and adoption thereof in the records of the proceed-
ings of the City Council of said City in the minutes of the meet-
ing at which the same is passed and adopted; and within 15 days
after the adoption thereof shall cause the same to be published
once in the E1 Segundo Herald, a weekly newspaper of general

circulation, published and circulated within said City, and
which is hereby designated for that purpose.

October, 1951.
