ORDINANCE NO. 368
AN ORDINANCE OF THE CITY OF EL SEGUND09 CALIFORNIA,
AMENDING ORDINANCE NO. 313 (THE TRAFFIC ORDINANCE)
OF SAID CITY BY ADDING TWO NEW SUBDIVISIONS TO SEC-
TION 4 OF ARTICLE VI TO BE DESIGNATED AS SUBDIVISIONS
"21" AND "22"; BY AMENDING SUB- SECTION "(o)" OF
SECTION 12 OF ARTICLE VIII; BY ADDING A NEW SUB-
SECTION TO SECTION 1 OF ARTICLE XIIV TO BE DESIG-
NATED AS SUB- SECTION "(y) "; AND BY AM LADING ARTICLE
XVIII OF SAID ORDINANCE.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1. That two new subdivisions, to be known and
designated as "21" and "22 ", shall be and the same are hereby, added
to Article VI of Ordinance No. 313, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
MAKING CERTAIN PROVISIONS RELATING TO PUBLIC STREETS
AND PUBLIC PLACES WITHIN SAID CITY; REGULATING TRAFFIC
IN AND.UPON SUCH PUBLIC STREETS AND PLACES; AND RE-
PEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT THEREWITH. ",
passed and adopted on the 25th day of June, 1947, and which said new
subdivisions shall read as follows, to -wit:
"21. Imperial Highway and California Street: southerly
entrance.
"22. Grand Avenue and Eucalyptus Drive: southerly en-
trance."
SECTION 2. That sub - section "(c)" of Section 12 of Article
VIII of said Ordinance No. 313, as amended, shall be and the same is
hereby amended so as to read as follows, to -wit:
"(a) The following described and designated streets or
portions of streets thereof are hereby designated and described
as "Truck Traffic Route" streets, the use of which is permitted
by any commercial vehicle or by any vehicle exceeding the maxi-
mum gross weight limit of three tons, to -wit:

"l. Rosecrans Avenue from Inglewood- Redondo Road (Avia-
tion Boulevard) to the westerly city limits of said
City;
"2. E1 Segundo Boulevard from Inglewood- Redondo Road to
Main Street;
"3. Grand Avenue from Eucalyptus Drive to the westerly
boundary line of said City;
"4. Imperial Highway from Inglewood- Redondo Road (Avia-
tion Boulevard) to Main Street;
"5. Main Street from Imperial Highway to E1 Segundo Boule-
vard; and
"6. Coast Boulevard from the southerly boundary line to
the northerly boundary line of said City."
SECTION 3. That a new sub - section, to be designated as sub-
section "(y) ", shall be and the same is hereby added to Section 1 of
Article x2V of said Ordinance No. 313, which said new sub - section
shall read as follows:
"(y) For any period of time whatsoever on the southerly
side of Palm Avenue, between Virginia Street and
Main Street, within said City."
SECTION 4. That Article RVIII of said Ordinance No. 313,
as amended, shall be and the same is hereby amended so as to read
as follows, to -wit:
"ARTICLE XVIII
"PRIMA FACIE SPEED LIMITS OF CERTAIN PORTIONS
OF CERTAIN STREETS.
"SECTION 1. (a) That the City Council of the City of E1
Segundo, California, does hereby determine, upon the basis of
an engineering and traffic investigation duly ordered and made,
that the prima facie speed limit of fifty -five miles per hour
presently obtaining on that certain portion of Grand Avenue be-
tween the Alley westerly of Concord Street and Loma Vista

Street, within the said City, is more than is reasonable and
safe upon said portion of said Grand Avenue, and that said
Council does hereby determine and declare that the reasonable
and safe prima facie speed limit thereon is twenty -five miles per
hour, which said declared prima facie speed limit of twenty -five
miles per hour shall be effective when appropriate signs giv-
ing notice thereof are erected upon said highway.
"(b) That the City Council of the City of E1 Se-
gundo, California, does hereby determine, upon the basis of an
engineering and traffic investigation duly ordered and made,
that the prima facie speed limit of fifty -five mile& per hour
presently obtaining on that certain portion of Grand Avenue
between Main Street and Sepulveda Boulevard, within the said
City, is more than is reasonable and safe upon said portion
of said Grand Avenue, and that said Council does hereby de-
termine and declare that the reasonable and safe prima facie
speed limit thereon is thirty -five miles per hour, which said
declared prima facie speed limit of thirty -five miles per hour
shall be effective when appropriate signs giving notice there-
of are erected upon said highway.
"(c) That the City Council of the City of E1 Segun-
do, California, does hereby determine, upon the basis of an
engineering and traffic investigation duly ordered and made,
that the prima facie speed limit of fifty -five miles per hour
presently obtaining on that certain portion of Main Street be-
tween Palm Avenue and Grand Avenue, within the said City, is
more than is reasonable and safe upon said portion of said
Main Street, and that said Council does hereby determine and
declare that the reasonable and safe prima facie speed limit
thereon is twenty -five miles per hour, which said declared prima
facie speed limit of twenty -five miles per hour shall be ef-
fective when appropriate signs giving notice thereof are erected
upon said highway.

"(d) That the City Council of the City, of El Se-
gundo, California, does hereby determine, upon the basis of
an engineering and traffic investigation duly ordered and made,
that the prima facie speed limit of fifty -five miles per hour
presently obtaining on that certain portion of E1 Segundo
Boulevard, between Virginia Street and Sierra Street, within
said City, is more than is reasonable and safe upon said por-
tion of E1 Segundo Boulevard, and that said Council does here-
by determine and declare that the reasonable and safe prima
facie speed limit thereon is thirty -five miles per hour, which
said declared prima facie speed limit of thirty -five miles per
hour shall be effective when appropriate signs giving notice
thereof are erected upon said highway.
"SECTION 2. That the Chief of Police of said City is here-
by authorized and instructed to cause appropriate signs, giving
notice of said respective prima facie speed limits of twenty -
five miles per hour and thirty -five miles per hour hereinabove
determined, declared and fixed, to be posted upon the respec-
tive portions of said respective highways to which they respec-
tively apply.
"SECTION 3. That said respective prima facie speed limits
of twenty -five miles per hour and thirty -five miles per hour,
hereinabove determined and established in Section 1 of this
Article XPIII, are so established as authorized under the pro-
visions of the Vehicle Code of the State of California author-
izing local authorities so to do, and the speed of any vehicle
upon said respective portions of said respective highways in ex-
cess of said respective prima facie limits of twenty -five miles
per hour or thirty -five miles per hour is prima facie unlawful
unless the defendant establishes, by competent evidence, that any
said speed in excess of said respective limits did not consti-
tute a violation of the basic rule declared in Section 510 of
said Vehicle Code at the time, place, and under the conditions
then existing.

"SECTION 4. Any person driving a vehicle upon said respec-
tive portions of said respective highways in excess of said
limits of twenty -five miles per hour or thirty -five miles per
hour as hereinabove specified shall be subject to arrest, prose-
cution, fine and imprisonment in the manner, according to the
procedure, and to the extent as provided in the Vehicle Code re-
lating to such violations."
SECTION 5. That said Ordinance No. 313, as amended, is
hereby amended as hereinabove in Sections 1, 2, 3 and 4 of this ordi-
nance set forth.
SECTION 6. That this ordinance is an emergency ordinance
affecting the public peace, health and safety of the City of El Se-
gundo, and the same shall therefore take effect and be in full force
and virtue immediately upon the final passage and adoption thereof.
The facts constituting its urgency are: The speed of ve-
hicular traffic on the respective portions of the respective public
highways within said City, hereinabove described in Section 4 of
this ordinance has become so fast as to constitute and be a menace
to life and property. The amendments hereinabove set forth in Sec-
tions 1, 2 and 3 of this ordinance also affect the public peace,
health and safety in that they relate to traffic control. All said
amendments set forth in said Sections 1, 2, 3 and 4 hereof, are there-
fore urgently required in order to preserve and protect the public
peace, health and safety.
SECTION 7. That the City Clerk shall certify to the pas-
sage and adoption of this ordinance; shall make a minute of the pas-
sage and adoption thereof in the records of the proceedings of the
City Council of said City in the minutes of the meeting at which the
sane is passed and adopted; and within 15 days after the adoption
thereof shall cause the same to be published once in the E1 Segundo

Herald, a weekly newspaper of general circulation, published and cir-
culated within said City, and which is hereby designated for that
purpose.
