ORDINANCE 350"295 ORDINANCE NO. 350. AN ORDINANCE DECLARING THE INTENTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, TO ORDER THE LAYING OUT AND OPENING OF NEW STREETS THROUGH BLOCKS 107, 108, 109, 110, 111 and 114 OF EL SEGUNDO, SHEET NO. 5, IN THE CITY OF EL SEGUNDO, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA. TIM CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DO ORDAIN AS FOLLOWS: SECTION NO. 1. That the public interest and convenience require, and that it is hereby found and determined that the public interest and necessity require, and that it is the intention of the City Council of the City of E1 Segundo to order the following improvement to be made, to -wit; SECTION NO. 2. The opening of a new street between Center Street and Sepulveda Boulevard, over aid across Blocks 107, 108, and 109 of E1 Segundo, Sheet No. 5, as per map recorded in Map Book 20, Pages 114 and 115, Records of the County Recorder of Los Angeles County, California. That the lands necessary and convenient to be taken for opening of said new street are situated in the City of El Segundo, County of Los Angeles, State of California, and are more particularly described as follows: The Southerly 25 feet of that portion of Lot 1 of said Block 107, lying West of Sepulveda Boulevard; the Southerly 25 feet of Lots 2 to 5, both inclusive, and the Southerly 25 feet of Lot 7, and the northerly 25 feet of Lot 8, and Lots 10 to 13, both inclusive, of said Block 107; the Northerly 25 feet of that portion of Lot 11.E of said Block 107, lying West of Sepulveda Boulevard. The Southerly 25 feet of Lots 2 to 6, both inclusive, and the Southerly 25 feet of Lot 8, and the Northerly 25 feet of Lot 9, and - 1 - 2296 Lots U to 15, both inclusive, all in said Block 108. The Southerly 25 feet of Lots 2 to 7, both inclusive, and the Northerly 25 feet of Lots 8 to 13, both inclusive, all in said Block 109, SECTION NO. 39 The opening of a new street between Center Street and Washington Street, over and across Block 110 and Block 111 of said E1 Segundo, Sheet No. 5. That the lands necessary and convenient to be taken for the opening of said new street is situated in said City of E1 Segundo, and is more particularly described as follows: The Southerly 25 feet of Lots 1 to 7, both inclusive, and the Northerly 25 feet of Lots 8 to 14, both inclusive, all in said Block 111; The Northerly 50 feet of the Southerly 136.08 feet of Lot 2 of said Block 110; The Southerly 25 feet of Lots 4 to 8, both inclusive, and the Northerly 25 feet of Lots 9 to 13, both inclusive, all in said Block 110. SECTION NO. 4. The opening of a new street between California Street and Washington Street, over and across Block 111 of said El Segundo, Sheet No. 5. That the lands necessary and convenient to be taken for opening of said new street is situated in said City of E1 Segundo, and is more particularly described as follows: The Southerly 25 feet of Lots 1 to 6, both inclusive, and the Northerly 25 feet of Lots 7 to 12, both inclusive, all in said Block 1111, SECTION NO. 5. That the boundaries of the District in the City of E1 Segundo, County of Los Angeles, State of California, to be benefited by the said improvement and to be assessed to pay the costs - 2 - and expenses thereof, and to be known as the assessment district, are hereby fixed as follows, to-wit: Beginning at the Northwest corner of Lot 6, Block 109 of E1 Segundo, Sheet No. 5, as per map recorded in Idiap Book 20, Pages 114 and 115, Records of the County Recorder of Los Angeles County, California; thence Easterly in a direct line to the Northwest corner of Lot 4 of said Block 109; thence Southerly along the Westerly line of said Lot 4 a distance of 163.80 feet; thence Easterly along a line parallel with the Northerly line of said Lot 4 a distance of 54.85 feet; thence Northerly in a direct line to a point in the Northerly line of said Lot 4 distance thereon 58.46 feet Ivesterly from the Northeast corner of said Lot 4; thence Easterly in a direct line to the Northeast corner of Lot 3 of said Block 109; SECTION NO. 6. Reference is hereby made to Map No. 190209, approved by the City Council of the City of El Segundo, on the Ikth day of February, 1949, and on file in the office of the City Clerk and City Engineer of said City, which said map indicates the land necessary and con­erient to be taken for said improvement, and also indicates by a boundary line the extent )f the territory to be included in the assessment district for said improvement. Said map shall govern for all details as to the extent and description of the land to be taken for - (I - 2301 the proposed improvement and to the extent of the assessment district. SECTION NO. 7. That the proceedings for the aforesaid improvement shall be taken under the provisions of the "Street Opening Act of 1903 ", being Division VI of the Streets and Highways Code of the State of California, and the Street Superintendent of the City of E1 Segundo shall post notices of the passage of this Ordinance in the manner and form required by said "Street Opening Act of 1903 "; and said City Council further determines and ordains that serial bonds may issue to represent the unpaid balance of each assessment, when said amount is Twenty -five Dollars ($25.00) and over, remaining unpaid thirty (30) days after the date of the recordation of the assessment, Said bonds to be issued in conformity to and under the provisions of the "Street Opening Bond Act of 1911 ", being Part 2 of Division VI of said Streets and Highways Code. SECTION NO. 8. That the estimated cost and expenses of said improvement, inclusive of incidental expenses of the proceedings under this Ordinance of Intention, is the sum of Sixty Two Thousand, Seven Hundred Eighty and N0 1100 ($62,780.00) Dollars. SECTION NO. 9. That Wednesday, the 18th day of May , 1949, at the hour of seven - thirty (7;30) o'clock P.M. and the Council Chamber in the City Hail of the City of El Segundo, is the time and place fixed by said City Council when and where any and all persons having any objections to the proposed work or improvement or to the extent of the assessment district, or both, may appear before the City Council and show cause why said improvement should not be carried out in accordance with this Ordinance. SECTION NO. 10, The City Clerk shall certify to the passage and adoption of this Ordinance and shall cause the same to be published twice in the "El Segundo Herald ", a weekly newspaper of general circulation, published m d circulated within said City, and which is hereby designated for that purpose. - 7 - The City Clerk is directed to mail notices of the adoption of this Ordinance of Intention to each property ovmer in the assessment district, all in the manner and form provided for under Sections 1060, 4143 and 4144 of said "Street Opening Act of 1903 ", of said Streets and Highways Code. SECTION NO. 11. This is an ordinance respecting street improvement and shall take effect and be in force immediately from and after its passage and publication, PASSED, APPROVED AND ADOPTED this 30� day of March , 1919.
