AN ORDINANCE OF THE CITY OF EL SEGUND02
CALIFORNIA, ORDF„LING, CALLING, P10VIDING
FOR, AND GIVING 11NOTICE OF A SPECIAL ELECTION
TO BE HELD IN THE CITY OF EL SEGUNDO ON THE
14TH DAY OF DECEP-1 K-JR, 1948) FOR THE PURPOSE
OF SUBMITTING TO THIS QUALIFIED VOTERS OF
SAID CITY A PROS OSITION TO INCUR BONDED
INDEBTEDNESS BY SAID CITY FOR A CERTAIN
IJNNICIPAL IMPROV:IJENT.
JTHREAS, the City Council of the City of Ll Segundo,
California, did, on the 26th day of October, 1948, by a vote of
more than two-thirds of the members of said City Council, adopt
Resolution No. 964 entitled 'ti,.esolution of the City Council of
the City of I1 Segundo, California, determining that the public
interest and necessity demand the acquisition and construction
of a certain municipal improvement, and making findings relating
thereto,t1 which said resolution was duly signed and approved by
the Mayor of said City and attested and certified by the City
Clerk of said City;
NO, THEREFORE, the City Council of the City of
El Segundo, California, DOES ORDAIN as follows:
Section 1. That a special election be held, and t'_e
same is hereby called to be held, in the City of El Segundo,
California, on the 14th day of December, 1948, for the purpose
of submitting to the qualified voters of said City the proposition
of incurring indebtedness and issuing bonds of said City therefor,
in the amount hereinafter set forth, and for the objects and
purposes set forth in said resolution and hereinafter stated.

Section 2. That the objects and pur.Poses for which
said indebtedness is pro _)osed to be incurred and bonds issued
therefor are as follows:
The acquisition and construction of a certain
municipal improvement, to wit: additions to and
extensions and improvements of the water works system
of said city, said additions, extensions and improve-
ments to consist of the acquisition and construction of
water storage facilities, the acquisition and construction
(including the reconstruction) of wells, water mains, pipe
lines, pumps and pumping equipment and appurtenances, and
the construction of all buildings necessary for the storage
and housing of Mater works equipment and supplies, includ-
i.ng the acquisition of all land, rights of way, pumps,
equipment, apparatus, pipe, material, works, and property
necessary for said improvement.
Section 3. That the estimated cost of the proposed
municipal improvement described in Section 2 hereof is the sum of
�- nine hundred fifty thousand dollars (- ,950)000.00); that the amount
of the principal of the indebtedness to be incurred therefor is
the sum of nine hundred fifty thousand dollars (,')950,000-00); and
that the maximum rate of interest to be paid on said indebtedness
shall not exceed five per cent (50) per annum, payable se1niannually.
That if the proposition for the incurring of said indeb-
tedness so submitted receives the requisite number of votes, to At,
two- thirds of the votes of the qualified voter;V Qoii said proposition,
bonds of said City in not exceeding the principal amount stated
in such proposition shall be issued and sold for the objects and
pur,oses set forth herein.
Jection 4. That the polls for said election shall be
open at seven o'clock .i:., of the day of said election, and shall

remain open continuously from said time until seven o'clock,

as provided in Section 5734 of the Elections Code of the State
of California.

To vote on any measure, stamp a cross in the

return it to the inspector of election and obtain

Section b. That in all particulars not recited in
this ordinance, said election shall be held a__d conducted as
provided by law for holding municipal elections in said City.
Section 7. That the City Clerk of said city is hereby
authorized, instructed and directed to procure and furnish any
and all official ballots, notices, printed matter and all supplies,
equipment and paraphernalia that may be necessary in order to
properly and lawfully conduct said election. Said City Clerk
is also hereby.authorized and instructed to prepare and mail
sample ballots and precinct and polling place cards to the
qualified electors of said city.
Section 8. That the City Council of said City shall
meet at its usual place of meeting in the City Hall on Tuesday,
December 21, 1948, at 7:00 otclock P.L. of said day, and proceed

to canvass the election returns and declare the result of said
election.
Section 9. That the City Clerk shall certify to the
passage and adoption of this ordinance by a vote of more than two-
thirds of all of the members of the City Council of said City at a
regular meeting of said Council, and its approval by the I,iayor of
said City, and shall cause said ordinance to be published once a
week for two (2) weeks in the EL SEGUNDO HERALD, a weekly newspaper
of general circulation in said City. No other notice of such
election need be given.
Section 10. This ordinance shall take effect upon its
passage.
