ORDINANCE NO. 313
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, MAKING CERTAIN PROVISIONS
RELATING TO PUBLIC STREETS AND PUBLIC
PLACES WITHIN SAID CITY; REGULATING
TRAFFIC IN AND UPON SUCH PUBLIC STREETS
AND PLACES; AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH.
The City Council of the City of El Segundo,
California, does ordain as follows:
ARTICLE I
DEFINITIONS
SECTION 1. Whenever any words or phrases used
herein are not defined herein but are now defined in the
Vehicle Code of this State, such definitions are incorporated
herein and shall be deemed to apply to such words and phrases
used herein.
SECTION 2. Whenever in this ordinance the following
words and phrases set forth in this Article are used, they
shall for the purpose of this ordinance have the meanings
respectively ascribed to them in this Article.
SECTION 3. ALLEY. Any street less than twenty.
five (25) feet in width between property lines.
SECTION 4. BUSINESS DISTRICT. For the purposes of
this ordinance the words "Business District" shall have the
same meaning and definition as ascribed to the words "Business
District" in the Vehicle Code.
SECTION 5. COMMERCIAL VEHICLE. The words "Commercial
Vehicle" as used in this ordinance shall be deemed to mean
every self - propelled vehicle having a manufacturer's rated
capacity of over two tons, designed for, or engaged in, the

carrying of any materials, goods, wares, merchandise,
freight, or other commodities, whether such vehicle be
laden or unladen, or any vehicle which, having no such
rating is nevertheless loaded, carrying or laden with more than
two tons of any materials, goods, wares, merchandise, freight
or other commodities. Nothing in this definition contained
shall be deemed to mean or include railroad, street or
interurban railway oars, or vehicles for the carriage of
passengers.
SECTION 6. LOADING ZONE. That space adjacent to
a curb reserved for the exclusive use of vehicles during the
loading or unloading of passengers or materials.
SECTION 4. LIMIT LINE. A single white line not
less than two inches in width painted on the surface of a
street or highway and crossing a lane or lanes used by traffic
on such street or highway. Such lines may be placed at such
places and at such angle or angles across such traffic lane
or lanes as in the opinion of the Traffic Authority the
limitations imposed thereby on approaching traffic may require.
SECTION 8. OFFICIAL TRAFFIC CONTROL DEVICES. All
signs, signals, markings, and devices not inconsistent with
this ordinance placed or erected by authority of a public
body or official having jurisdiction, for the purpose of
regulating, warning, or guiding traffic.
SECTION 9. OFFICIAL TRAFFIC SIGNALS. Any device,
whether manually, electrically, or mechanically operated, by
which traffic is alternately directed to stop and to proceed,
and which is erected by authority of a public body or official
having juri sdio tion.
SECTION 10. PARKWAY. That portion of a street
other than a roadway or sidewalk.
SECTION 11, PASSENGER LOADING ZONE. That space
adjacent to a curb reserved for the exclusive use of vehicles
during the loading or unloading of passengers.
SECTION 12, PEDESTRIAN. Any person afoot.
SECTION 13. POLICE OFFICER. Every officer of
the Police Department of the City of E1 Segundo, California.
SECTION 14. SHALL and MAY. "Shall" is mandatory,
and "May" is permissive.►
SECTION 15. (a) STOP- -when required means complete
cessation of movement.
(b) STOP or STAND-_ when prohibited means any
stopping of a vehicle except when necessary to avoid conflict
with other traffic or in compliance with the direction of a
police officer or official traffic control device.
(c) PARK -- the standing of a vehicle, whether
occupied or not, otherwise than temporarily for the purpose
of and While actually engaged in loading or unloading
passengers or materials.
SECTION 16. "STREET" or "PUBLIC STREET" shall
include all public streets, highways, avenues, lanes, alleys,
courts, places, squares, curbs, or other public ways in said
City which have been or may hereafter be dedicated and open
to public use, or such other public property so designated in
any law of this State,
SECTION 17. TRAFFIC. Pedestrians, vehicles and
street or interurban care either singly or together while
using any street for purposes of travel.
SECTION 18. TRAFFIC AUTHORITY. Chief of Police of
the City of El Segundo, California, or his authorized and
acting representative.
SECTION 19. VEHICLE CODE. The words "Vehicle Code"
shall mean and refer to the Vehicle Code of the State of Cali-
fornia as same now exists or may hereafter be amended.
SECTION 20. DISTINCTIVE STREET OR ROADWAY MARKING. A
double line as now in use on State highways. Said marking shall

consist of two white stripes, or of one white stripe and one
yellow stripe, painted on the street or roadway surface, each
stripe three inches wide and the two stripes separated by a
three inch black stripe. Said three inch black stripe may be
obtained either by painting or by effect of bituminous pavements.
ARTICLE II
OBEDIENCE TO TRAFFIC REGULATIONS
SECTION 1. DUTIES OF POLICE.
(a) It shall be the duty of the officers of the
Police Department to enforce provisions of this Ordinance.
(b) Officers of the Police Department are hereby
authorized to direct all traffic by voice, hand or signal in
conformance with traffic laws, provided that, in the event of
fire or other emergency, police officers may direct traffic
as conditions may require notwithstanding the provisions of
the traffic laws.
SECTION 2. OBEDIENCE TO POLICE. No person shall
willfully fail or refuse to comply with any lawful order,
direction or signal of a police officer.
SECTION 3. DIRECTION OF TRAFFIC. No person other
than an officer of the Police Department, or a person desig-
nated by the Chief of Police, or an employee of the City of
El Segundo who is at the time engaged in the necessary perform-
ance of his duties for said City, shall direct or attempt to
direct traffic by voice, hand or other signal, except as
required in the Vehicle Code of the State of California, and
except that persons may operate, when and as herein provided,
any mechanical signal erected by order of the legislative
body of said City, or the Traffic Authority.
SECTION 4. PUBLIC EMPLOYEES TO OBEY TRAFFIC
REGULATIONS. The provisions of this Ordinance shall apply to
the driver of any vehicle owned or used in the service of the
United States Government, this State,, any county, city and

county or municipal corporation, or other public agency, and
it shall be unlawful for any said driver to violate any of
the provisions of this ordinance, except as otherwise per-
mitted in this ordinance.
SECTION 5. EXEMPTIONS TO CERTAIN VEHICLES.
(a) The provisions of this Ordinance regulating the
operation, parking, and standing of vehicles shall not apply
to any vehicle of the Police Department or Fire Department,
any public ambulance, or any public utility vehicle, or any private
ambulance, which public utility vehicle or private ambulance
has qualified as an authorized emergency vehicle when any vehicle
mentioned in this section is operated in the manner specified
in the Vehicle Code in response to any emergency call.
(b) The foregoing exemptions shall not, however,
protect the driver of any such vehicle from the consequences
of his willful disregard of the safety of others.
(c) The provisions of this Ordinance regulating the
placing, parking or standing of vehicles or equipment shall not
apply to any vehicle or other equipment of a city department or
public utility, or franchise or special permit holder of a
franchise or permit issued by said City or its authorized
officers, while same is necessarily in use for construction
or repair work.
SECTION 6. REPORT OF DAMAGE TO CERTAIN PROPERTY.
(a) The driver of a vehicle, or the person in charge
of any animal, involved in any accident resulting in damage to
any property publicly owned or owned by any public utility,
including but not limited to any fire hydrant, ornamental
lighting post, telephone pole, electric light or power pole,
ornamental tree or other property of a lid nature located in
or along any street, shall within twenty —four (24) hours after
such accident make a written report of such accident to the
Police Department of said City.

(b) Every such report shall state the time when
and the place where the accident took place, the name and
address of the person owning and of the person driving or in
charge of such vehicle or animal, the license number of eery
such vehicle, and shall briefly describe the property damaged
in such accident.
ARTICLE III
TRAFFIC CONTROL DEVICES
SECTION 1. THE TRAFFIC AUTHORITY TO ERECT TRAFFIC
CONTROL DEVICES.
The Traffic Authority shall have the exclusive power
and duty to place and maintain or cause to be plaoed and main..
tained official traffic control devices when and as required
under this Ordinance to make effective the provisions of said
Ordinance, and may place and maintain such additional traffic
control devices as he may deem necessary to regulate traffic
under this Ordinance or under State law, or to guide or warn
traffic.
SECTION 2. THE TRAFFIC AUTHORITY TO INSTALL TRAFFIC
SIGNALS, SAFETY ZONES AND LANES FOR TRAFFIC. The Traffic
Authority is hereby authorized:
(a) To install and maintain official traffic
signals at such intersections and other places as he may deem
necessary for the regulation of traffic.
(b) To establish safety zones at such places as
he may deem necessary for the protection of pedestrians.
(c) To mark lanes for traffic on street pavements
at such places as he may deem advisable, consistent with the
Vehicle Code and traffic Ordinances of said City.
(d) To determine the locations and extent of all
distinctive street or roadway markings within said city, and
to cause such markings to be placed and indicated upon such
streets and roadways. Signs shall not be required in connection
with said distinctive street or roadway markings.

SECTION 3. OBEDIENCE TO TRAFFIC CONTROL DEVICES.
(a) The driver of any vehicle and the person in
charge of any animal, and the motorman of any street or
interurban oar, shall obey the instructions of any official
traffic control device applicable hereto placed in accordance
with this Ordinance unless otherwise directed by a police
officer, subject to the exemptions granted by Section 5 of
Article II of this Ordinance.
(b) The driver of any vehicle and the person in
charge of any animal, and the motorman of any street or in-
terurban oar, shall obey the instructions of any barrier or
sign erected by any of the public departments of said City
or public utilities in said City, or by any other person,
pursuant to law.
(o) No person shall ride or drive any animal or
vehicle upon or across a distinctive street or roadway
marking within said city placed under the provisions of
this ordinance, or on the lefthand side of any such marking
in the direction in which such animal or vehicle is at the
time proceeding, except in those cases where one yellow stripe
appears in such marking immediately to the left of any such
animal or vehicle and on the same side of the street or
roadway as that in which such animal or vehicle is at the
time proceeding.
SECTION 4. SIGNS REQUIRED. No provision of
this Ordinance for which signs or markings are required
shall be enforced against an alleged violator if, at the
time and place of the alleged violation, an official sign
or marking is not in place and sufficiently legible and
visible to be seen by an ordinarily observant person.
SECTION 5. OFFICIAL TRAFFIC SIGNALS. Whenever
traffic is controlled by traffic control signal exhibiting

the words "GO ", "CAUTION ", OR "STOP ", or exhibiting
different colored lights successively one at a time, the
following colors only shall be used, and said terms and
lights shall indicate as follows:
(a) Green alone or "GO ":
1. Vehicular traffic facing the signal shall proceed
either straight through or turn right or left unless a
sign at such place prohibits either such turn, except that:

other vehicles and to pedestrians lawfully within the inter.
seotion or adjacent crosswalks at the time such signal is
exhibited.
3. Pedestrians facing the signal may proceed across
the roadway within any marked or unmarked crosswalk.
(b) Yellow alone, or with green, or "CAUTION ", when
shown following the green or "GO" signal.
1. Vehicular traffic facing the signal shall stop
before entering the nearest crosswalk at the intersection,
but if such stop cannot be made in safety a vehicle may be
driven cautiously through the intersection.
2. No pedestrian facing such signal shall enter the
roadway until green or "GO" is shown alone.
(c) Red alone or "STOP ":
1. Vehicular traffic facing the signal shall stop
before entering the nearest intersection or crosswalk, or
crossing the nearest clearly indicated limit line, and,
except in the case of red flashing signals only, shall
remain standing until green or "GO" is shown alone, or
flashing amber is shown alone, eseept as provided in the
next succeeding paragraph.
2. Local authorities may designate any intersection
by appropriate signs thereat where the driver of a vehicle

which is stopped as close as practicable at the entrance to
the crosswalk on the near side of the intersection or, if
none, then at the entrance to the intersection in obedience
to a red or "Stop" signal, may make a right turn, but shall
yield the right of way to pedestrians and other traffic
proceeding as directed by the signal at said intersection.
3. Ho' pedestrian facing such signal shall enter the
roadway until green or "GO" is shown alone.
(d) The ringing of a bell in connection with any
official traffic signal shall indicate that a change is taking
place or is to take place in said traffic signal. However,
all traffic shall be required to obey the direction of the
signal itself; the ringing of a bell is to be construed
merely as a warning to traffic of a change in signal.
(e) The motorman of any street or interurban car shall
obey all traffic signals as applicable to vehicles.
(f) No person shall disobey the directions of this
section except when it is necessary to stop for the purpose
of avoiding an accident or in case of other emergency or when
otherwise directed by a police official.
SECTION 6. FLASHING SIGNALS. Flashing red (Stop
signal). When a red lens is illuminated by rapid intermittent
flashes, drivers of vehicles shall stop before entering the
nearest crosswalk at an intersection or at a limit line when
marked, and the right to proceed shall be subject to the rules
applicable after making a stop at a stop sign. A flashing
red signal shall not be used except at a place where a stop
sign is located.
Flashing yellow (Caution signal).When a yellow lens
is illuminated with rapid intermittent flashes, drivers of
vehicles may proceed through the intersection or past such
signal only with caution.
SECTION 7. PEDESTRIAN MECHANICAL OR PUSH BUTTON SIGNALS.
No person ahall operate a pedestrian mechanical or push button
signal other than a pedestrian for the purpose of immediately
crossing the roadway.
ARTICLE IV
TURNING MOVEMENTS
SECTION 1. SIGNS PROHIBITING LEFT TURNS. The Traffic
Authority may erect or place and maintain signs at any inter -
sectionsprohibiting the making of left turns by drivers of
vehicles wherever said Traffic Authority determines that such
left turns would cause traffic congestion or traffic hazard,and
during the time such signs are so erected or placed no left hand
turns shall be permitted at such designated intersections, and
it shall be unlawful for the operator of any vehicle to mate any
left hand turn in such intersection at such times.
SECTION 2. TURNING MARKERS.
(a) The Traffic Authority may place markers, buttons
or signs within or adjacent to intersections, indicating the
course to be traveled by vehicles turning at such intersections.
(b) When authorized markers, buttons or other indi.
cations are placed within an intersection indicating the course to
be traveled by vehicles turning thereat, no driver of a vehicle
shall disobey the directions of such indications,
SECTION 3. TURNING IN STREET. No vehicle shall be
turned at Any time at any intersection or in any street in a
complete circle, and no vehicle in a business district shall be
turned so as to proceed in the opposite direction, except at an
interseotion(provided, however, that no such turning may be done
in any intersection, any part of which is formed by an alley or
when traffic signs are in place prohibitingsuch turning.

ARTI CLE V
ONE WAY STREETS AND ALLEYS
SECTION 1. THE CHIEF OF POLICE TO SIGN ONE -WAY
STREETS AND ALLEYS. Whenever any ordinance of -the City
designates any one -way street or alley the Chief of Police
shall place and maintain signs giving notice thereof, and
no such regulations shall be effective unless such signs
are in place. Signs indicating the direction of lawful
traffic movement shall be placed at every intersection
where movement of traffic in the opposite direction is
prohibited.
SECTION 2. ONE -WAY STREETS AND ALLEYS. When
signs are erected on one. -way streets or in any alley giving
notice thereof, no person shall drive any vehicle in a
direction contrary thereto.
ARTICLE VI
THROUGH STREETS, BOULEVARD STOPS, STOP INTER-
SECTIONS, AND SPECIAL STOPS.
SECTION 1. THROUGH STREETS. The following
streets and parts of streets are hereby declared to be
through streets (or through highways) within said city, to -wit:
1. Main Street throughout its entire length.
2. Sepulveda. Boulevard throughout its entire length.
3. Virginia Street throughout its entire length,
excepting therefrom its intersection with
Grand Avenue.
4. Grand Avenue from and including Main Street
to the westerly city boundary line.
SECTION 2. The Traffic Authority shall erect a
stop sign on each and every street intersecting any through
street or portion thereof at or near the entrance of such
intersecting street to such through street or highway.
Every such sign shall conform as to type, location and place-
ment and in all other respects to the requirements of the
Vehicle Code relating to stop signs.

SECTION 3. When a stop sign is erected and in
place as herein provided at or near the entrance to any
through street or highway, every driver or operator of a
vehicle and every motorman or operator of a street or-
interurban car shall stop such vehicle or car at or near the
entrance to such through street or highway before entering
the same, except when directed to proceed by a police,
highway or traffic officer or traffic control signal.
SECTION 4. STOP INTERSECTIONS AND STOP ENTRANCES
THERETO. The intersections of streets within said City set
forth in the "SCHEDULE OF STOP INTERSECTIONS AND STOP
ENTRANCES" in this Section 4 of this Article VI of this
Ordinance shall be and the same are hereby fixed, designated
and established as stop intersections in and for said City.
The said Schedule of stop intersections and stop
entrances hereinabove in this Section referred to is hereby
fixed, designated and established as follows: SCHEDULE OF
STOP INTERSECTIONS AND STOP ENTRANCES.
1. Inglewood..Redondo Road (Aviation Boulevard)
and Imperial Highway: westerly entrance.
2. In lewood...Redondo Road (Aviation Boulevard)
and El Segundo Boulevard: westerly entrance.
3. Center Street and Mariposa Avenue; northerly,
southerly, and westerly entrances.
4. Center Street and Maple Avenue: all entrances.
5. Douglas Street and Imperial Highway: southerly
entrance.
6. La ham Street and Imperial Highway: southerly
entrance.
7. Hillcrest Street and Pine Avenue: southerly
entrance.
8. Hillerest Street and Mariposa Avenue: all
entrances.
9. Sheldon Street and Imperial Highway: southerly
entrance.
10. Sheldon Street and Maple Avenue: easterly and
westerly entrances.

11. Sheldon Street and Oak Avenue: northerly
and southerly entrances.
12. Sheldon Street and Mariposa Avenue: all
entrances.
13. Vir inia Street and El Segundo Boulevard:
northerly entrance.
14. Virginia Street and Mariposa Avenue: north-
erly and southerly entrances.
15. Virginia Street and Palm Avenue: northerly
and southerly entrances.
16. Main Street and E1 Segundo Boulevard:
northerly and westerly entrances.
17. Sepulveda Boulevard and Rosecrans Avenue:
northerly and easterly entrances.
18. Sepulveda Boulevard and E1 Segundo Boulevard:
northerly and southerly entrances.
19. Sepulveda Boulevard and Imperial Highway:
southerly and westerly entrances.
SECTION 5. The Traffic Authority shall erect a
stop sign at or near each entrance to each stop intersection
within said City. Every such sign shall conform as to type,
location and placement and in all other respects to the
requirements of the Vehicle Code relating to stop signs.
SECTION 6. When a stop sign is erected and in
place as herein provided at or near an entrance to a stop
intersection, every driver or operator of a vehicle and
every motorman or operator of a street or interurban oar
shall stop such vehicle or car at or near the entrance to
such stop intersection before entering the same, except
when directed to proceed by a police, highway or traffic
officer or traffic control signal.
SECTION 7. EMERGING FROM ALLEY OR PRIVATE DRIVEWAY.
The driver or operator of a vehicle or street or interurban
car emerging from an alley, driveway, building,or from any
other private property, shall stop such vehicle or car imme-
diately prior to driving therefrom into any public street,

No stop signs need be erected, however, in the cases of
any such alleys, driveways, buildings or other private
properties.
ARTICLE VII
MISDELLANEOUS DRIVING
SECTION 1. INTERFERENCE WITH FIRE APPARATUS.
(a) No vehicle and no driver of a vehicle except.
ing an authorized emergency vehicle, or a vehicle of a duly
authorized member of the Fire Department of said city, shall
follow any fire apparatus answering a fire alarm, closer
than 300 feet, or park any vehicle within 500 feet of a fire,
or operate or park any vehicle in such manner as to interfere
with any fire apparatus or line of fire hose when in use at a
fire or when in place for use in response to a fire alarm.
(b) No street or interurban car or vehicle shall
be dtiven over any unprotected hose of the Fire Department
when placed or laid down on any street, private driveway or
street or interurban car track, to be used at any fire or
alarm of fire, without the consent of the officials of the
Fire Department in command.
SECTION 2. DRIVING THROUGH FUNERAL PROCESSIONS.
No driver of a vehicle or motorman of a street or interurban
car shall drive between the vehicles comprising a funeral
procession while they are in motion and when the vehicles
in such procession are conspicuously so designated.
SECTION 3. RIDING ON MOTORCYCLES AND BICYCLES.
A person operating a motoroyele,motor scooter, or bicycle
upon a street shall not ride other than upon the permanent
and regular seat attached thereto, or carry any other person
upon such motorcycle, motor scooter, or bicycle other than
upon a firmly attached seat to the rear of the operator,
nor shall any person ride upon a motorcycle, bicycle or
motor scooter upon a street other than as above authorized.
