ORDINANCE NO. 307
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 222
AND THE UNIFORM BUILDING CODE THEREIN
REFERRED TO, BY ADDING A NEW SECTION TO SAID
BUILDING CODE TO BE KNOWN AND DESIGNATED
AS SECTION 208, RELATING TO THE MODIFICATION,
' FOR A LIMITED PERIOD, OF CERTAIN BUILDING
REGULATIONS WITH REFERENCE TO CERTAIN
PROPERTY TO BE DEVOTED TO VETERANS HOUSING
PURPOSES, WITHIN SAID CITY.
WHEREAS, as a result of World War II, there has
existed and does now exist in the City of El Segundo, a
critical housing shortage;
AND, WHEREAS, in due recognition of the service
rendered by the armed forces of the United states of America
in said World War II, it is essential that every means

should be provided which will expedite the housing of
a
veterans of such forces and their families;
AND, WHEREAS, due to the shortage of essential
building materials presently prevalent, it is necessary in
the case of certain projects which have for their purpose
the providing of housing facilities for such veterans and
their families, to modify, within reasonable limits, build.
` ing rules and regulations which might otherwise be deemed
x essential;
AND, WHEREAS, the owner of the real property here-
inafter described has offered to permit the use of said real
property for a veterans' housing project to be operated by
an organized group of such veterans;
AND, WHEREAS, said veterans' group has requested
this Council to modify existing building and code provisions

as to said particular property, and as to such veterans'
housing project to be conducted thereon, to the extent
hereinafter set forth, thereby affording quick housing relief,
to such number of veterans and their families;
AND, WHEREAS, this Council has duly and carefully
considered the said matter, and after such consideration
. feels that the action hereinafter taken is in the public
Interest and is necessary in order to subserve the public
welfare;
NOW, THEREFORE, the City Council of the City of
E1 Segundo, California, does ordain as follows:
SECTION 1. That a new section, to be known and
designated as "Section 208 ", shall be and the same is hereby
added to the uniform building code of the City of El Segundo,
California, adopted by Ordinance No. 222 of said city, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, ESTABLISHING RULES AND RE-
GULATIONS RELATING TO AND REGULATING THE
ERECTION, CONSTRUCTION, ENLARGEMENT,
ALTERATION, REPAIR, MOVING, REMOVAL,
DEMOLITION: CONVERSION, OCCUPANCY, EQUIP -
MENT, USE, HEIGhT, AREA AND MAINTENANCE
OF BUILDINGS AND STRUCTURES IN THE SAID
CITY; PROVIDING FOR THE ISSUANCE OF
PERMITS; DECLARING AND ESTABLISHING FIRE
ZONES; PROVIDING PENALTIES FOR THE VIOLA-
TION THEREOF; AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT THERE-
WITH; BY ADOPTING CERTAIN PORTIONS OF A
CERTAIN CODE DESIGNATED THEREIN AS
"BUILDING CODD" RELATING TO SUCH MATTERS,
PRINTED IN BOOK FORM AND FILED, TOGETHER
WITH ALL DOCUMENTS THEREIN REFERRED TO,
AS PROVIDED BY LAW, IN THE OFFICE OF THE
CITY CLERK OF SAID CITY.",
passed and adopted on the 17th day of May, 1939, and which
said new Seo6ion 208 shall read as follows, to -wit:
"SECTION 208. (A) That effective immediately
upon the adoption of the ordinance adding this
Section 208 to this Ordinance No. 222, and oontinu-
ing up to and including the first day of March, 1949,
but not thereafter, the provisions of this code are

modified as to the following described real
property only, to..vi t :
All of Lots 382 and 433, and the Northerly
132.60 feet of Lots 383 and 432, Block 123,
E1 Segundo Sheet No. 8, per map recorded in
Book 22, Pages 106 and 107 of Maps, records
of Los Angeles County, California, on file in
the office of the County Recorder of said County,
so as to permit:
1. The occupancy of the existing structures
presently situated on the above mentioned
property without alteration;
2. The construction of frame interior non.
bearing partitions with 2" x 3" studs,
24 inches on centers;
3. The use of the existing toilet, bath and
laundry rooms, pending the installation of
permanent facilities in the several apart.

(B) That the said modifications as to said
particular real property only, hereinabove described,
shall be subject to the following terms and conditions:

and immediate relatives of such veterans.
4. That said project is to be operated by an
incorporated non - profit group of veterans}
8. That the City of E1 Segundo has no official
connection whatever with said project, or in
the administration thereof, and is not and
shall not in any manner whatsoever be re-
sponsible or be held responsible therefor;
6. That only eligible tenants will be permitted
to occupy said premises, as such tenants are
defined in the lease between said non - profit
corporation and the Federal Government, or
Its authorized agency;
7. That the ventilation of the respective apart-
ments shall be made to oonform to the State
Housing Act of the State of California;
8. That plumbing and electrical installations
shall be made to conform to the requirements
of the ordinances of the City of El Segundo;
9. That required construction permits under the
ordinances and regulations of said city must
be procurred, but such permits shall be issued,
so far as such project is concerned, without
fee, all such fees for said particular project
being hereby waived;
10. That the City Council reserves the right upon
thirty (30) days' written notice to the said
non - profit corporation to repeal this Section
208, and the permit modifications and authority
granted thereby, for any reason which to the
City Council may seem proper or adequate, and

which said reason shall be stated in such notice;
provided, however, that if such reason be upon
account of the existence or maintenance of any
nuisance the Council reserves the right to revoke
the permit and authority herein granted, forthwith;
11. That this Section 208 shall be and become void,
and shall be repealed upon limitation of time at
midnight on said first day of March, 1949, and
shall thereafter be of no further force or effect.'
SECTION 2. That said uniform building code, here.
inabove referred to, and said Ordinance No. 222, are hereby
amended as hereinabove in Section 1 of this ordinance set
f or th.
SECTION 3. That this ordinance is an ordinance
affecting the public peace, health, safety, comfort, oon-.
venience and general welfare, and the same is urgently
necessary in order to preserve and protect the same, and
It shall therefore take effect and be in full force and
virtue immediately upon the final passage and adoption
thereof. The facts constituting its urgency are recited
in the preamble to this ordinance, and in addition thereto
it is essential that veterans who have served the United
States of America, and their families, be provided with
living quarters at the earliest possible time. The pro.
visions made by this ordinance will assist in accomplishing
the above ends.
SECTION 4. That the City Clerk shall certify to
the passage and adoption of this ordinance, and shall cause
the same to be published once in.the El Segundo Herald, a
weekly newspaper of general circulation, printed, published
and circulated within the said City of E1 Segundo, and
which is hereby designated for that purpose.
