ORDINANCE N0. 300.
AN ORDINANCE OF THE CITY OF EL SEGUNDO$
CALIFORNIA, ESTABLISHING A PLANNING
COMMISSION IN AND FOR SAID CITY, PROVIDING
FOR THE APPOINTXMT THEREOF, AND PRESCRIB.
ING ITS POMS AND DUTIES.
The City Council of the City of El Segundo,
California, does ordain as follows:
SECTION 1. That a Planning Commission which may
be known and referred to as "City Planning Commission" or
"Planning Commission "of the City of E1 Segundo, California,
Is hereby created and established, pursuant to the provisions
of that certain act of the Legislature of the State of
California, designated as "The Planning Act of 1929.0, and
which is entitled: "An act to provide for the establishment
of master and official plans in cities, cities and counties,
and counties , and for the adoption of ordinances pursuant
thereto; prescribing the manner of adoption of such plans,
portions thereof, amendments thereto and the composition
and effects thereof; providing for the appointment of
planning commissions by cities, cities and counties, and
counties, and for the oreation of regional planning districts
and the establishment of regional planning oommissions;
prescribing the powers and duties of such commissions;
providing for the levy of a special tax for the support of
a planning commission and making certain expenditures
legal charges against the funds of cities, cities and counties,
and counties; making certain acts misdemeanors; and repeal -
other acts in conflict herewith. ", (State. 1929, p. 1805) as
same now exists and may hereafter be amended.

SECTION 2. The said Planning Commission shall
consist of five members, who shall be appointed by the
Mayor of said city with the approval of the City Council
thereof.
SECTION 3. Of the members of said Commission
first appointed, two shall be appointed for terms of
one year each; one for a term of two years; one for
a term of three years; and one for a term of four
years. Their successors shall be appointed for terms
of four years each. If a vacancy shall occur, otherwise
than by expiration of the term, it shall be filled by
appointment as in the first instance for the unexpired
portion of the term.
SECTION 4. The said Planning Commission and
the members thereof shall respectively have and exercise
each and all of the powers, duties, rights, privileges
and authorities of city planning commissions and of
members of such commissions all as set forth and con-.
templated in and under said "The Planning Act of 192911,
as same now exists and as same may hereafter be amended,
and shall perform the functions of such city planning
commissions and members thereof respectively all as
indicated, set forth and referred to in said act and
in the manner therein stated.
SECTION 5. The City Council of said city may in
making its annual tax levy and as a part thereof levy and

collect a tax each year hereafter in the manner and for the
purpose of defraying the lawful expenses incurred by said
Planning Commission in carrying out the purposes of said act,
provided such tax shall not exceed in any fiscal year the
sum of two mills on the dollar of assessed valuation of said
city. The City Council, however, reserves the right to make
additional appropriations from the general revenues of said
city for the purposes of said Commission whenever said Council
deems such action necessary or advisable.
SECTION 6. The said Commission shall cause proper
records to be kept of all of its official acts and proceedings
and shall make reports to the City Council of said city all
as contemplated in said act of the Legislature above referred
to.
SECTION ?. Said Commission shall have no power or
authority to bind or obligate said city or any officer or
department thereof for any money, debt, undertaking or
obligation of any kind in excess of the appropriation which
the City Council may have made for the purposes of said
Commission for any fiscal year.
SECTION 8. Said Commission shall provide for its
own organisation, shall adopt rules and regulations for the
transaction of business and shall designate the time and
place for the regalar monthly meeting or meetings of said
Commission. Permission is hereby granted to said Commission
to use the Council Chamber in the City hall of said city as
the place for its meetings, provided that such meetings shall
not conflict or interfere with meetings of the City Council
of said city.
SECTI0N 9. That the City Clerk is hereby author.
iced and instructed to notify said Planning Commission of
any matters which may hereafter be pending before the City
Council and to forward to said Planning Commission from

time to time any and all documents, prooeedings and instru.
ments which may hereafter be so pending and which documents,
proceedings and instruments, according to law, are required
to be submitted to such Planning Commission prior to final
action thereon by said City Council.
SECTION 10. That the City Clerk shall certify to
the passage and adoption of this ordinance; shall enter
the same in the book of original ordinances of said city;
shall make a minute of the passage and adoption thereof in
the records of the proceedings of the City Council of said
city in the minutes of the meeting of said Council at which
the same is passed and adopted; and shall, within fifteen
(18) days after the passage and adoption thereof, cause the
same to be published once in the El Segundo Herald, a weekly
newspaper of general oiroulation, published and circulated
within the said City of El Segundo, and which is hereby
designated for that purpose.
SECTION 11. That 'this ordinance shall take effect
and be in full force and virtue thirty days from and after
the final passage and adoption thereof.
Passed, approved and adopted this 20th_ day of
Augugt 1948.
