ORDINANCE 295ORDINANCE NO. 295 AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 223 OF SAID CITY (REGULATING CAMP CARS, TRAILERR, ETC.) IN SAID CITY, BY ADDING A NEW SECTION THERETO TO BE KNOWN AND DESIGNATED A6 "SECTION 9.1 ", AUTHORIZING THE CITY COUNCIL TO CR.ANT SPECIAL PERMITS UNDER CERTAIN CONDITIONS. The City Council of the City of El Segundo, California, does ordain as follows: SECTION 1. That Ordinance No. 223 of the City of E1 Segundo, California, entitled: "AN ORDINANCE OF THE CITY OF EL S EGUNDO, CALIFORNIA, REGULATING THE SANITATION AND CONDUCT OF CAMP CARS, TRAILER CAMP CARS, OR TRAILERS IN THE CITY OF EL S EGUNDO, CALIFORNIA. ", passed and adopted on the 20th day of July, A. D., 1939, be and the same is hereby amended by adding a new section thereto to be known and designated as "Section 9.1," and which said new section shall read as follows: "SECTION 9.1. That notwithstanding any other provision or provisions contained in this ordinance, and until this Section 9.1 is repealed, the City Council shall have the right and power in its dis. cretion to grant a snecial permit for the placement, use and occupation of any camp car, trailer camp car, trailer or camp ground, as defined in this ordinance, for such period of time and subject to such terms and conditions as said Council may at the time or times of considering or granting any such permit or permits, deem necessary or advisable under the eiraumstances and conditions which may then 1— 1-904 I- prevail. It is provided, however, that any such special permit shall be temporary only and shall be subject to revocation by the City Council at 1_•1[15 any time and must be accepted by the permittee there. in named accordingly. Any such permit so granted r may be renewed by said Council for an additional period or periods if in the discretion of said Council at the time any such renewal is necessary or advisable under conditions and circumstances as same may then obtain. In adding this Section 9.1 to this ordinance the City Council desires to make provision for such discretionary special permits during times when housing conditions are critical and the use of materials and housing facilities are limited, re- stricted, controlled, allocated or administered by or through the Federal Government or any of its authorized agencies, so that the Council may, so far as reasonably possible, assist in avoiding undue hardship in any given inatance or ineta.ne6s. It is not the purpose of this Section 9.1, however, to provide a means whereby the use of such camp cars, trailers, etc. may be promiscuously authorized." SECTION 2. That said Ordinance No. 223 is hereby amended as hereinabove in Section 1 of this ordinance set forth. SECTION 3. That this ordinance is an ordinance affecting the public peace, health and safety of said City, and of the citizens thereof, and the same shall therefore take effect and be in full force and virtue immediately upon the final passage and adoption thereof. follows: 1906 The facts constituting its urgency are as Due to the present, critical shortage of building materials; the critical shortage of housing facilities and regulations of the Federal Government and various of Its agencies, placing restrictions upon building materials and housing facilities, it is essential that means be immediately provided as herein contemplated whereby the City Council in i:ts discretion may assist the citizens and public of said city in avoiding undue hardship. SECTION 4. That the City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the E1 Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within the said city and hereby designated for that purpose.
