AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CREATING A VETERAN AFFAIRS
COMMITTEE AND PRESCRIBING ITS RESPONSI-
BILITIES, AND MAKING THIS ORDINANCE AN
EMERGENCY MEASURE TO TAKE EFFECT IMMEDIATELY.
WHEREAS, The California Veterans' Committee has
been created by the Governor of the State of California
for the purpose of assisting returning veterans of World
War II by the dissemination of information, guidance and
counselling of such veterans, and to assist them in securing
the benefits provided by Federal and State Governments; and
WHEREAS, The California Veterans' Committee has
officially requested the cities and communities of the
State to assist and expedite the formation of local Veteran
Affairs Committees; and
WHEREAS, The City of E1 Segundo, California,
desires to assist in the program of the California Veterans'
Committee by coordinating all of its public and private
facilities, resources, and activities with the program
aforesaid; now, therefore,
The City Council of the City of El Segundo, Cali-
fornia, does ordain as follows:
SECTION 1. There is hereby created the Veteran
Affairs Committee of the City of El Segundo.
SECTION 2. Said Veteran Affairs Committee shall
be composed of the mayor, who shall be ex officio chairman
of the committee, and representatives of the American Legion,
Veterans of Foreign Wars of the United States, Disabled
American Veterans, American Red Cross, California Federation
of Women's Clubs, and other State and Federal agencies and
departments, and public and private organizations and agencies

concerned with veterans' affairs and problems. Said re.
presentative$ shall be appointed by the Mayor with the
advice and approval of the city council. One of the members
Of the committee shall be designated as general chairman
and one as secretary, and from the general membership of
the committee there shall be appointed an executive committee
of 12 members to act with the general chairman.
SECTION 3. The members of said Veteran Affairs
Committee shall serve for a term of one year and until their
successors are appointed and qualified. A majority vote of
the members of the city council will be required to remove
any member of said Veteran Affairs Committee from office prior
to the expiration of his term of office. Vacancies on the
Veteran Affairs Committee shall be filled by appointment by
the mayor, with the approval of the city council.
SECTION 4. It shall be the duty and responsibility
of the Veteran Affairs Committee, to coordinate the activities
within the city of governmental and private agencies, and of
individuals, cooperating in the committee program; and to
stimulate public interest and participation in the program;
and to perform such other advisory functions as may be requested
of it by officials of the city, county, State, and Federal
agencies engaged in the program.
Said committee shall receive, acknowledge, and
appraise proffers of facilities, services, and ideas originating
within the community and make appropriate disposition of same;
clear the information concerning the programs and objectives
among cooperating agencies; recommend adjustments or arrange.

appropriate officers, departments, or agencies; receive requests
for assistance from the California Veterans$ Committee and trans.
mit these requests to the proper city authorities or agencies;
accumulate or assist in the accumulation of information regarding

local governmental, financial, economic, industrial, and
human facilities and resources and transmit any such facts,
as well as other necessary information, to the California
Veterans' Committee.
The Committee shall aid the veterans of the
oommunity to understand thoroughly the benefits provided by
Federal and State Governments and assist them in securing
such benefits.
The committee shall aid the veteran and his family
in problems which arise from the act of reestablishing himself
in civilian enterprise.
The committee shall invite the organizations, agencies
and groups in the community concerned with veterans' affairs
into a single group for controlled and coordinated effort.
SECTION 5. The function of the Veteran Affairs
Committee of the City of El Segundo shall be carried on through
a Veteran Affairs Center where the veteran can obtain general
information, counselling and referral to specific groups for
assistance in business and personal difficulties.
The Veteran Affairs Center shall be under the super-
vision of a paid director, said director to carry out the
mandates and instructions of the Veteran Affairs Committee,
effect coordination and cooperation between the participating
organizations, and maintain the necessary office procedure
to assure an efficient veteran service function.
SECTION 6. The Veteran Affairs Committee shall
create suon sub- oommittses as may be required to properly
execute its duties and functions.
SECTION ?. This ordinance is hereby declared to be
an emergency measure and shall take effeot immediately; such
emergency being that it is necessary for the preservationof
the public peace, health, and safety, that this ordinance
become effective immediately. The following is a specific

statement showing the urgency of this ordinance:
An emergency exists in the United States and in
this State in providing adequate information and aid to
returning veterans of World War II, to enable them to re-
adjust themselves to the conditions of civil life and to
secure the benefits provided for them by Federal and State
laws.
SECTION 8. That the City Clerk shall certify to
the passage and adoption of this ordinance, and shall cause
the same to be published once in the E1 Segundo Herald, a
weekly newspaper of general circulation, printed, published
and circulated within the said City of El Segundo, and which
Is hereby designated for that purpose.
