ORDINANCE 274L ORDINANCE NO. 274 . AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, RE- ADOPTING ARTICLE IV RELATING TO TURNIN3 MOVEMENTS, AND AMENDING ARTICLE IX RELATING TO PEDESTRIANS, 01 ORDINANCE NO. 204 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS, THOROUGHFARES AND PLACES `, -ITHIN SAID CITY, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.", PASSED AND ADOPTED ON THE 28TH DAY OF OCTOBER, 1936. ',TEREAS, the Legislature of the State of California, did, at the 1943 session of said Legislature adopt Chapter 590 of the Statutes a.nj�. Amendments of said State, which is now effective; AND, WHEREAS, Sections 2 and 3 of said Chapter 590 read as follows: "Sec. 2. Section 459.1 is added to the Vehicle Code, to read: "459.1. Local Regulation of Pedestrians and Turning Movements. (a4) The provisions of Chapter 10 of Division 9 of this code regulating pedestrians shall not be deemed to prevent local authorities, by ordinance, from adoptin1 ordinances prohibiting pedes- trians from crossing roadways at other than crosswalks. "(b) The provisions of Chapter 8 of Division 9 of this code regulating the turning of vehicles shall not be deemed to prevent local authorities, by ordinance, from prohibiting the making of any turning movement by any vehicle at any intersection." 1- "Sec. 3. Section 459.2 is added to the Vehicle Code, to read: 11459.2. Establishment of Crosswalks. The Provisions of this division she!! not prevent local authorities, by ordinance, from establish- ink crosswalr s between intersections." ; AND, WHLREAS, in view of.the provisions of said Section 2 and of said Section 3 of said Chapter 590 and of Sections 459.1 and. 459.2 added to the Vehicle Code of said State by said Chapter 590,- and the authority �:ra.nted in said new sections to local authorities, the City Council of the City of E1 Segundo desires to re- adopt at this time, article IV relating to turning movements, and Article IX relating to pedestrians, of Ordinance No. 204 of said city, hereinafter referred to; NOW, THEREFORE, the City Council of the City of Ll Segundo, California, does ordain as follows: SECTION 1. That Article IV of Ordinance No. 204 of the City of El Segundo, California, entitled: "APT ORDINANCE OF THE CITY OF M SEGUNDO, CALIFORNIA, REGULATING TRAFFIC UPON THE PUBLIC STREETS, AVENUES, ALLEYS, THOROUGH- FARES AND PLACES '«IITHIN SAID CITY, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THERE`.-,'ITH. ", passed and adopted on the 28th day of October, 1936, and which said Article IV reeds as follows: "ARTICLE IV. TURNING MOVEMENTS. "SECTION 31. SIGNS PROHIBITING LEFT TURNS. The Chief of Police may erect and maintain signs at any intersection prohibitin`: the making of left turns by drivers of vehicles wherever said Chief of Police determines that such left turns would 2- cause traffic congestion or traffic hazard. The making of such left turns may be prohibited be- tween certain hours of any day and permitted at other hours in which event the same shall be plainly indicated on the signs erected by said Chief of Police. "SECTION 32. WHEN LEFT TURNS PROHIBITED. When authorized signs are erected Giving notice thereof, no vehicle shall be turned to the left in violation of the directions contained on said signs. "SECTION 33. TURNING MARKERS. (a) The Chief of Police may place markers, buttons or signs within or adjacent to intersections, indicating the course to be traveled by vehicles turning at such inter- sections. (b) When authorized markers, buttons or other indications are placed ? within an intersection in- dicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the directions of such indications. " SECTION 34. U -TURNS IN CERTAIN DISTRICTS. No vehicle shall be turned at any time at an inter- section in the Central Traffic District, or in any business district in a complete circle or in such manner as to proceed in the opposite direction upon the street upon which said vehicle is traveling at the time of entering said intersection." shell be and the same is hereby re- adopted as Article IV of said Ordinance No. 204. SECTION 2. That Article IX of said Ordinance No. 204 shall be and the same is hereby amended so as to read as follows; 3- "ARTICLE IX. PEDESTRIANS. "SECTION 49. THE CHIEF OF POLICE TO ESTABLISH CROSSWALKS. (a) The Chief of Police shall establish, desig- nate and maintain crosswalks at intersections and other pleces by appropriate devices, marks or lines upon the surface of the roadway as follows; Crosswalks shall be established and maintained at all intersections within the Central Traffic Dis- trict and at such intersections outside such district,, and at other places within or outside said district where the Chief of Police determines that there is particular hazard to pedestrians crossing the roadway subject to the limitation contained in (b) of this section. (b) Other than crosswalks at intersections no crosswalk shall be established in any block which is less than four hundred (400) feet in length. Else- where not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at mid - block. (c) When a crosswalk has, or crosswalks have, been.. established, as hereinabove contemplated, across the roadway of any street or highway in any block within said city, it shall be unlawful for any pedestrian to cross, or commence or attempt to cross, the roadway of the street or highway in such block, except in such crosswalk or crosswalks so established. SECTION 3. That said Ordinance No. 204 is hereby re- adopted to the extent as hereinabove set forth in Section 1 of this ordinance, and said Ordinance No. 204 is hereby amended 0 as rereinabove set forth in Section 2 of this ordinance. SECTION 4. That this ordinance shall take effect at midnight on the thirtieth day from and after the date of the final passage and adoption thereof. SECTION 5. That the City Clerk shall certify to the passage and adoption of this ordinance, and shall cause the same to be published once in the E1 Segundo Herald, a weekly newspaper of general circulation, printed, published and circulated within the said City of El Segundo, and which is hereby designated for that purpose.
